Section III - Description/Specifications
STATEMENT OF WORK SOW
1.0 GENERAL
1.1 BACKGROUND
The National Weather Service (NWS) Eastern Region (ER) has a requirement for replacing Uninterruptible Power Supply (UPS) batteries at multiple locations. Service life of a battery is limited and depends on many factors including age, usage, environment and maintenance among others. Age and decreased performance may indicate end of life. Batteries kept in service beyond expected service life are at risk for failure.
The purpose of this contract is to replace UPS batteries at selected Next Generation Weather Radar (NEXRAD) Radar Data Acquisition (RDA) sites. A planned NWS UPS battery replacement schedule is to ensure continuity of operations per industry standards.
1.2 SCOPE
1.2.1 The scope of this contract is to replace UPS batteries at four (4) NEXRAD RDA locations. The installation includes: disconnection of old batteries, removal of batteries for recycling per Environmental Protection Agency (EPA) regulations, testing, full inspection and re-installation of new batteries, confirmation of connections based on OEM specifications, verification of voltage, documentation of battery readings, and a final quality check.
The selected locations under this contract are as follows:
· Albany/East Berne, NY
· Buffalo/Cheektowaga, NY
· State College/Phillipsburg, PA
· Pittsburgh/Moon Township, PA
1.2.2 Work procedures may vary between equipment by UPS manufacturer and battery type.
Currently the NWS ER utilizes the following battery product lines based on past quality of performance and to maintain standard configuration management. The current specific UPS equipment and associated battery information at each location is as follows:
Equipment: Eaton Powerware 9315-50 UPS (50 kVA) Battery Requirement: P/N C&D Dynasty UPS 12-150MR (This is a brand name or equal requirement) Quantity: 40 per location Locations: ENX, BUF, CCX, PBZ
1.2.3 The Contractor is to perform a visual inspection of all UPS equipment and site conditions prior to the start of work. The Technical Point of Contact (TPOC) is to be contacted and briefed prior to starting any work. The Contractor is not to make any modifications to equipment owned by the Government under this contract.
1.2.4 All prospective bidders are encouraged to request a site visit to clarify the actual scope for work to be performed under this contract. Failure of a bidder to arrange a site visit shall not constitute grounds for a later claim against the Government. A pre-quote site visit to each location is encouraged, but NOT a requirement in order to respond to this request for quote. Any Contractor request for a site visit must be coordinated in advance with the Government by contacting the TPOC directly. The TPOC will coordinate a site visit for prospective bidders.
1.3 OBJECTIVE
The objective is to remove and dispose/recycle all existing UPS batteries, install new batteries and confirm equipment is fully operational upon completion. This includes performing testing of the emergency power system(s) that support’s each location by: (1) startup of the emergency generator, (2) transfer of load from commercial power to emergency power and, (3) return back to commercial power (normal status); confirm the UPS is operating within factory specifications upon completion of battery replacements.
1.4 APPLICABLE DOCUMENTS

The contractor shall provide the labor, tools, supplies, materials, transportation, services, and supervision required to perform all work outlined in this Statement of Work (SOW). The contractor shall sign off on every specified task in the SOW and will provide signed typewritten copies of all reports to the Technical Point of Contact (TPOC), as outlined in Section 9.0: Deliverables.
If there are discrepancies in this document, the Contactor shall ask of a clarification.
BATTERY SAFETY
The following contains important instructions that should be followed during the installation, operation, and maintenance of UPS Battery Cabinets.
DANGER: A battery can present a risk of electrical shock and high short circuit current.
WARNING: Battery cabinet maintenance or battery replacement should be performed by Qualified Personnel only. Keep unauthorized personnel away from battery cabinets.
Observe these precautions when working on or around battery cabinets:
1. Verify that the UPS is off and that the power is disconnected from the power source.
2. Remove watches, ring, jewelry, or other metal objects.
3. Use tools with insulated handles to prevent inadvertent shorts.
4. Wear rubber gloves and boots.
5. Do not place tools or any metal parts on top of batteries.
6. Disconnect the charging source prior to connecting or disconnecting terminals.
7. Determine if the battery is inadvertently grounded. If inadvertently grounded, remove source of ground. Contact with any part of a grounded battery can result in electrical shock. The likelihood of shock will be reduced if such grounds are removed prior to installation or maintenance.
8. When replacing batteries, use the same number of sealed, lead-acid batteries.
9. Proper disposal of batteries is required.
WARNING: LETHAL VOLTAGE PRESENT. Unit should not be operated with the cabinet doors open or protective panels removed. Do not make any assumptions about the electrical state of any cabinet in the UPS system.
Since each battery cabinet is an energy source in itself, opening the Battery Circuit Breaker does not de-energize the voltage within the battery cabinet. DO NOT ATTEMPT TO ACCESS ANY INTERNAL AREA OF THE BATTERY CABINET WITHOUT PROPER TRAINING. VOLTAGES ARE ALWAYS PRESENT INSIDE THE BATTERY CABINET. Refer to the battery cabinet manufacturer’s operating manual for instructions on battery cabinet installation and maintenance.
2.1 TASK ONE: PRODUCT SUBMITTALS
The Contractor shall prepare and submit all products planned for use during the course of this contract.
Submittals shall be sent directly to the TPOC via electronic mail. The actual product selection must be highlighted and clearly shown on each submittal. The Contractor shall not start work or procure any products or materials until the submittal(s) are reviewed by the Government. Any work or activity undertaken prior to review shall be at the Contractor’s own risk. Should the CO subsequently determine the work or activity does not comply with the contract, the Contractor shall be responsible for all costs and time required to comply with the CO’s determination. CO shall have the right to order the Contractor to cease execution of work for which submittals have not been reviewed. The Government shall not be liable for any cost or delay incurred by the Contractor attributable to the proper exercise of this right.
Review of submittals will be general and shall not be construed as permitting any departure from the contract requirements.
The Contractor shall identity in writing, all deviations or changes in re-submitted submittal(s). In the absence of such written notice, review of a submission shall not include or apply to such deviations or changes.
The Contractor shall provide a Safety Data Sheet (SDS) to the TPOC for all products and chemicals planned for use by their workers while on-site. The SDS will be reviewed and filed by the TPOC in the project file.
