1 SCOPE OF WORK AND INSPECTION PROCEDURE

In April 2021, CONSOR Engineers, LLC performed inspections of seven Forest Service dock facilities in

Southeast Alaska. These inspections were performed with the assistance of Mott MacDonald and R&M

Engineering for SCJ Alliance, under contract to the United States Department of Agriculture (USDA).

The purpose of the inspections was to document and assess the dock facility's existing condition, develop rehabilitation/repair recommendations, and provide the documented field information for the future rehabilitation/repair engineering design and contractor bidding phases. The services performed included a Repair Design Inspection of the accessible underwater and above water structural elements composing the facilities and the development of an inspection report that summarized the findings and repair recommendations. All inspections were performed in accordance with ASCE MOP 130: Waterfront

Facilities Inspection and Assessment.

The facilities were inspected by a crew of five inspectors, led by a Professional Engineer familiar with inspection of waterfront facilities. The docks were accessed by boat, and the above water inspection was performed using various hand tools, measuring devices, and cameras. The underwater inspection was performed using tethered commercial SCUBA with hardwire communications equipment, using various hand tools, an ultrasonic thickness measuring gauge, cathodic potential meter, and cameras.

2 DEFINITIONS, RATING CRITERIA, AND TERMINOLOGY

The conditions of the facility and structural systems are rated in accordance with MOP 130 according to the Condition Assessment Rating below. Additionally, the inspected structural elements are assigned damage ratings from Minor to Severe, shown in Appendix A.

CONDITION ASSESSMENT RATINGS

6 – Good No visible damage or only minor damage noted. Structural elements may show very minor deterioration, but no overstressing observed. No repairs are required.

5 – Satisfactory Limited minor to moderate defects or deterioration observed but no overstressing observed. No repairs are required.

4 – Fair All primary structural elements are sound but minor to moderate defects or deterioration observed. Localized areas of moderate to advanced deterioration may be present but do not significantly reduce the load-bearing capacity of the structure.

Repairs are recommended, but the priority of the recommended repairs is low.

3 – Poor Advanced deterioration or overstressing observed on widespread portions of the structure but does not significantly reduce the load-bearing capacity of the structure.

Repairs may need to be carried out with moderate urgency.

2 – Serious Advanced deterioration, overstressing, or breakage may have significantly affected the load-bearing capacity of primary structural components. Local failures are possible and loading restrictions may be necessary. Repairs may need to be carried out on a high-priority basis with urgency.

1 – Critical Very advanced deterioration, overstressing, or breakage has resulted in localized failure(s) of primary structural components. More widespread failures are possible or likely to occur, and load restrictions should be implemented as necessary. Repairs may need to be carried out on a very high-priority basis with strong urgency.

3 FACILITY DESCRIPTION

The facility at Sitka Marine Facility includes a timber pile-supported access trestle, steel gangway, steel guide piles, and seven floating docks.

The floating docks are constructed of various timber members and are supported by plastic-coated foam floats bound by various timber wales.

The docks are connected and secured in various ways:

• Dock A, is secured by four steel pipe piles rigidly connected at the top with a steel pipe of the same section.

• Dock B is connected to the offshore end of Dock A by two steel ring brackets and a steel shackle, with rubber tires between the docks that act as fenders.

• Dock C is connected to Dock A by a hinge and pin.

• Dock D is secured by one steel pipe pile and a hinge and pin connection to Dock A.

• Dock E is secured by one steel pipe pile and a hinge and pin connection to Dock D.

• Dock F is connected to Dock A by a hinge and pin.

• Dock G was disconnected at the time of inspection and was located under the gangway moored to Docks A and D. It appears that this dock may have been being used as a construction stage as there were various pipes and other materials on it during the inspection. There is a curb cut-out and hinge connection on the left side of Dock A where it is assumed that Dock G was originally connected.

The left, right, and inshore faces of Dock A have timber curbs on timber chocks. Dock A has mooring hardware mounted to the curb and deck, while all other docks have mooring hardware mounted directly to the deck with no curbs. The fender system consists of rubber tires nailed to left, right, and inshore faces of Dock B, and pneumatic fenders tied to the offshore end of Dock B. The general layout of the facility is shown in Figure 1 and the dock designations are shown in Figure 2.

Figure 1: General Layout

Figure 2: Dock Designations

Access to the docks is provided by a steel gangway connected to an access trestle.

The access trestle is 148.3 ft long x 6 ft wide with a 38.5 in. high handrail. The access trestle is supported at the inshore end by a masonry retaining wall and the rest of the trestle is supported by nine bents, each consisting of two timber piles with timber cross braces and a timber cap. The bents support timber stringers with a timber deck and timber handrail.

The steel gangway is 50 ft long x 68 in. wide with a 37.25 in. high handrail and top and bottom transition plates. The gangway surface varies: the left 24 in. consists of fiber reinforced polymer (FRP) grating, and the right 37 in. is 11.5 in. x 1.75 in. timber deck planks overlain by an asphalt shingle mat. The gangway is connected to the access trestle by pin and hanger assemblies and is supported by the dock with a skid-style landing consisting of steel angle shapes topped with UHMW (ultra-high molecular weight) wear pads.

The water depths at the dock vary from 5.2 ft to 12.6 ft relative to Mean Lower Low Water and are referenced to Tide Station 9451600 Sitka, AK.

This facility is typically used by US Forest Service personnel. The vessels observed at this site include motorboats up to 30 ft in overall length. Additionally, Dock C has two kayak racks attached to it, with two kayaks in each rack. As this is a private Forest Service facility, it is assumed they are Forest Service kayaks.

Drawings and photos are presented in Appendix B: Facility Sketches and Appendix C: Photos, respectively.

4 INSPECTION FINDINGS

4.1 GENERAL INSPECTION FINDINGS

Overall, the facility is in critical condition due to wallowing of the pin and hanger system resulting in a remaining steel thickness of 1/4 in. at the most deteriorated location. A critical finding email was sent immediately upon discovery and is provided in Appendix D. Detailed inspection findings for the individual structural components are presented below.

4.2 CATHODIC PROTECTION SYSTEM

There was no cathodic protection system observed at the site. Pile thickness and cathodic potential measurements are presented in Section 4.7 Guide Piles.

4.3 ABUTMENT

The masonry retaining wall serving as the abutment is in satisfactory condition. There are bushes growing out of the wall adjacent to the trestle.

4.4 ACCESS TRESTLE

The access trestle is in fair condition. Detailed inspection findings for the individual structural components are presented below.

There is a gate with heavily weathered timber and moderate corrosion of the hardware at the inshore end of the trestle recommended for replacement.

HANDRAIL

The timber handrails are in satisfactory condition with have minor weathering and vegetation growth.

DECK

The timber deck is in satisfactory condition, with a 2 in. diameter hole in one timber plank near Bent 5 and typical minor splits and checks.

FRAMING

The timber stringers are in satisfactory condition with no significant deterioration noted at the time of inspection.

TIMBER PILE CAPS

The pile caps are in fair condition with four of the nine caps exhibiting splits up to 1/2 in. wide at the ends.

TIMBER PILES AND BRACING

The timber piles and cross braces are in fair condition. There are four cross braces with end splits and all of the bottom cross brace bolts have minor corrosion.

4.5 PIN AND HANGER SYSTEM

The pin and hanger system is in critical condition due to wear on the hangers that has wallowed the pin holes resulting in a remaining steel thickness of 1/4 in. at the most deteriorated location. Additionally, the pins are missing a second lock nut, so the shank of the pin is too long, and the hangers have minor surface corrosion. There is no redundant anchorage system installed.

4.6 GANGWAY

The gangway, including the top and bottom transition plates, is in fair condition.

The top transition plate is missing one connection bolt and has a sharp edge resting on the gangway. The lower transition plate is missing 11 connection screws. The UMHW wear pad on the left gangway landing skid is loose.

The timber deck planks below the asphalt shingle mat typically have minor to moderate rot.

The gangway framing typically exhibits minor corrosion of the floor beams, and there is one floor beam with a corrosion hole in the web.

The handrails have typical minor corrosion on the top rail and angle braces. The timber intermediate rail boards and kick boards are heavily weathered and there is one broken intermediate rail board at the dock end of the gangway. The rails and walking surface do not meet ADA or IBC guidelines, however this is not required as this facility is not open for public use.

There is one small electrical wire running down the left side of the gangway, a water hose running down the left side of the gangway, and a moderately corroded conduit running down the right side of the gangway to a timber framed junction box mounted to the gangway at the dock end. There is conduit running out of this junction box that dangles into the water with minor abrasion.

4.7 GUIDE PILES

The guide piles are in good condition. The guide piles typically have minor surface corrosion below the high-water line. The guide piles connected to Docks D and E are open at the top with no pile caps.

Thickness measurements are provided in the table below (note: 10% of piles were required to be measured).

4.8 PILE GUIDES

The pile guides are in good condition with no significant deficiencies noted at the time of inspection.

4.9 DOCKS

The docks are generally in satisfactory condition with isolated minor to moderate defects of various structural components. Detailed inspection findings for the individual structural components are presented below.

FLOATS

The floats are in satisfactory condition. There is one floatation billet on the left side of Dock A with a 6 in.

diameter x 2 in. deep hole in the bottom.

The docks are generally level with a typical freeboard of approximately 17.5 in. The only exception is Dock

B, with an offshore freeboard of approximately 14 in. and an inshore freeboard of 21 in., indicating insufficient floatation billets under the offshore end.

FRAMING

The timber framing members for the docks are in fair condition.

• Dock A has an upper wale with a split and minor abrasion on the left side adjacent to Dock C, and an upper wale with minor abrasion of the left side near the offshore end. Both Dock A to Dock B connections have wallowed with 1/4 in. section loss and the Dock A to Dock D right hinge pin exhibits moderate wear with 50% loss.

• Dock B framing had no significant defects at the time of inspection.

• Dock C has an offshore stringer with an end split up to 1/16 in. wide at the left end and the three timber stringers below the floatation billets have full length severe rot.

• Dock D has an upper wale with minor abrasion and impact damage on the right side and the middle timber stringer below the floatation billets has full length severe rot.

• Dock E inshore and offshore stringers have end splits up to 1/8 in. wide at the right end.

• Dock F has an upper wale on the offshore side that is loose near the right end.

• Dock G has an offshore stringer with an end split up to 1/16 in. wide at the left end.

DECKING

The decking is typically in fair condition with notable deficiencies limited to Dock A.

The decking of the docks consists of various sizes of timber planks. Asphalt shingle mats have been installed as an anti-slip surface at isolated locations on Dock A and around the perimeter of Dock B. The timber decking is identified in the drawings in Appendix B.

The timber deck of Dock A typically exhibits moderate rot of the deck planks over 15% of the structure, minor weathering, and isolated localized moss growth. There is one deck plank that is disconnected on the offshore left corner and a line of abrasion up to 1/4 in. deep where the Dock B transition plates bear on Dock A. There are no transition plates between Dock A and Docks C and F (4 in. wide gap).

CURB

The curb is in satisfactory condition. The curb on the left side of Dock A has a section of minor abrasion and the curb on the right side has a section with a split.

MOORING HARDWARE

The mooring hardware is in satisfactory condition and consists of 12 in., 18 in., and 24 in. cleats attached to the curbs and deck surface.

Dock D has two loose 12 in. cleats on the left side.

FENDER SYSTEM

The fender system is in poor condition. The only fenders are rubber tires nailed to left, right, and inshore faces of Dock B, and pneumatic fenders tied to the offshore end of Dock B. There are four missing tires, and no fender system on the other docks.

4.10 SAFETY LADDER

There is only one safety ladder. The existing safety ladder has heavy marine growth presenting a laceration hazard if used.
