About this file

The document is a Single Source Justification (Simplified Acquisition) for the uninstall and reinstall of Advantor Intrusion Detection System (IDS) workstations and servers. The project involves relocating the Emergency Communications Center (ECC) from Building 7073 (Hangar 5) to Building 3400 for the 439th Security Forces Squadron. The estimated contract cost is $88,081.18, and the justification for sole source procurement is based on Air Force Reserve Command's previous standardization of the Advantor IDS system through a competitive process.

The document indicates that because the Advantor IDS is proprietary, the Air Force is required to purchase services directly from Advantor as a sole source vendor. The contracting officer, Alex Arnold (GS-12), has determined that only a single source is reasonably available in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1). The procurement is not considered a bridge action, and no competitive efforts or future prevention steps were deemed necessary for this specific requirement.

Section B: Description of the Supplies/Services Required

Advantor technician to uninstall current workstation/server(s) in Building 7073 (Hangar 5), and install same equipment in Building 3400 (new primary ECC). New requirement which will be sole source/brand name purchase. In an effort to standardize Intrusion Detection System (IDS) equipment and to facilitate centralized monitoring of alarms, Air Force Reserve Command (AFRC) adopted the Advantor IDS as the standard system through a previously awarded competitive process. Building 7073 (Hangar 5) is currently the alternate Emergency Communications Center(ECC) for the 439 SFS.

The new primary ECC will be Building 3400. In order to successfully migrate over to the new primary location, an IDS system (workstations and servers) must be installed. Because this system is proprietary in nature, we are required to purchase the services outlined in this requirement directly from Advantor sole source.
