About this file
This document is a Single Source Justification for a contract award under the Simplified Acquisition Threshold (SAT) to Skytron, LLC for structural preparation and associated infrastructure work related to the installation of surgical booms at the Atlanta VA Medical Center.
The project includes field verification, installation of equipment supports, data cabling, AV system integration, and other work to support the replacement of existing surgical boom equipment. The total estimated value is $65,922. Skytron is the Original Equipment Manufacturer (OEM) for the previously procured surgical booms, and is the only contractor who can maintain the authorized warranty on the existing equipment. As a follow-on procurement, any deviation from the existing measurements and specifications would likely result in delays and added expenses. The period of performance is 120 days after the notice to proceed. The contract was awarded to Skytron, LLC on August 29, 2024.

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C247-24-AP-4701
1. Contracting Activity:
Department of Veterans Affairs, Veteran Health Administration, Network Contracting Office 7
Construction Team West, VISN 7, for the Atlanta VA Medical Center, Project 508-24-121 – Structural
Preparation and Associated Infrastructure OR Boom Installation. Funding for this requirement has been provided via PR-IFCAP 508-24-4-5980-0040.
2. Brief Description of Supplies/Services required and the intended use/estimated amount:
This project includes the review and reengineering of structural supports, as well as the installation of data cabling to support the installation of multiple surgical booms procured by the surgical service in
Operatories 1,2,3,4,5,6,7,8. The total estimated value of the acquisition is $65,922.00 per a quote received from Alliant Healthcare and $69,944.00 per the IGCE. The period of performance for this requirement will be 120 days after notice to proceed is issued. The surgical booms being installed are replacing existing installations in addition to the integration of data requirements.
• Field verification of every OR ceiling measurement above ceiling 8 ORs. Total of 16 ceiling inspections.
• Installation of boom equipment supports around the sterile field (16 locations)
• Removing and reinstalling OR diffusers after supports are installed in 6 locations
• Running 16 CAT 6 cables from data closest to 2 different locations designated by OR
Integration Team.
• 16 CAT 6 cables per location, 8 per integration rack x 4 racks per location

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
As a follow-on procurement, any deviation of measurements or drawings in this requirement would likely result in unnecessary delays and/or added expenses to the project. Skytron, LLC is the Original
Equipment Manufacturer (OEM) for this requirement, and previously procured equipment is designed to solely support the installation of Skytron Boom equipment and specs. Structural support and

Skytron is also the only known contractor who can maintain the manufacturer-authorized warranty on the previously procured equipment being used in this requiment. Contracting with Skytron ensures the Atlanta VAMC has adequate technical support, standardization, preventative maintenance, and equipment parts for minor repairs.
4. Description of market research conducted and results or statement why it was not conducted:
Numerous SDVOSBs are listed under NAICS 236220 in VetCert, and many are likely capable of doing similar work to what is required in this project. However, due to the circumstances enumerated under paragraph #3, market research analysis has determined that only one source (i.e., Skytron, LLC) is available to complete this requirement.
5. Contracting Officer's Certification:
This purchase is approved in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
