About this file
This is a detailed specification document issued by the Department of General Services for pest control services at the Silver Spring District Court/Multi-Service Center, located at 8552 Second Ave, Silver Spring, Maryland. The contract requires the successful bidder to provide comprehensive pest control services including labor, technical expertise, chemicals (wet and/or dry), transportation, and equipment for extermination of all pests—including those that walk, crawl, or fly—at both the interior and exterior of the facility. The scope excludes termites, which will be handled separately; however, bidders must provide a firm price per linear foot for termite services if required during the contract term. The contract term is three years, running from December 1, 2026 through November 30, 2029, with monthly inspection and treatment required for the duration. A site visit has been established within the Invitation to Bid for all interested bidders to examine the scope of work and ask questions.
Bidders must demonstrate a minimum of five years of successful experience in pest control services, with the most recent year being immediately prior to bid submission. References from no less than four comparable institutions or concerns of equal or greater size are required, along with the name and telephone number of a contractor representative available for consultation. The contractor must comply with all federal, state, and local ordinances, provide a certified applicator as required by Maryland regulations, and submit a list of all pesticides to be used prior to contract start. Service personnel must log in and out at security, and all work must occur outside normal business hours (7:00 a.m. to 6:00 p.m.) to allow complete elimination of chemical residue by the next working day. The base bid shall include the total cost for three years for all labor, equipment, supplies, permits, fees, and transportation, with award going to the responsive and responsible bidder submitting the lowest base bid. The contractor forfeits the monthly invoice amount for any month in which scheduled service is not provided and must submit invoices by the 15th of the following month for services rendered.
