About this file
Executive Order 2019-12D is an official document issued by Mike DeWine, Governor of the State of Ohio, addressing the expenditure of public funds for offshore services. The order applies to all State Cabinet Agencies, Boards, and Commissions, prohibiting them from entering into contracts for services to be provided outside the United States.
The primary objective of this executive order is to protect Ohio's economic development by preventing the use of public funds for services performed offshore. The order requires all procurement officers to include standard language in executive agency contracts that: reflects the prohibition on offshore services, requires service providers to affirm understanding of the order, disclose service locations, reveal data access and storage locations, and provide principal business locations for the contractor and subcontractors. The order does not apply to services necessary to attract jobs to Ohio, academic and educational services supporting international missions of public colleges, or in emergency situations as determined by the Director of Administrative Services.
