Sidewalk Repair Program Package No. 86 (LA 28) - Summary

This is a Bid Proposal document for the City of Los Angeles, Department of Public Works, Bureau of Engineering for Sidewalk Repair Program Package No. 86 (LA 28), Work Order E1909515. The project involves remediation of existing pedestrian facilities and ADA compliance improvements across 57 sites (49 Access Request Sites and 8 Program Access Improvement sites). The scope of work includes sidewalk, driveway, curb and gutter replacement; curb ramp installation; asphalt concrete repairs; concrete intersection gutter repairs; tree removal, planting, canopy trimming, and root pruning; landscape restoration; roll gate and track replacement; adjustment of utility boxes and vaults to grade; and removal and reinstallation of water meters. Bids must be received no later than 10:00 a.m. on September 2, 2026, at Los Angeles City Hall, 200 North Spring Street, Room 355. A pre-bid meeting is scheduled for August 4, 2026, at 10:00 a.m. via Google Meet. The project has a completion time of 280 calendar days with liquidated damages of $1,000 per calendar day. The Schedule of Work and Prices includes 80 line items with quantities ranging from single units to tens of thousands of square feet, plus two fixed cost items totaling $150,000 for unknown substructures/utilities and traffic control management.

The bidder must possess a valid State of California Contractor's License Classification "A" and must subcontract a minimum of 25 percent of the Total Bid Amount (excluding fixed cost items) to qualified subcontractors. The prime contractor must perform at least 50 percent of the contract price with its own forces. The Board of Public Works has anticipated participation levels of 4 percent MBE, 2 percent WBE, 25 percent SBE, 8 percent EBE, and 3 percent DVBE. Bidders are required to complete Business Inclusion Program (BIP) outreach documentation on the City's Regional Alliance Marketplace for Procurement (RAMP) by 4:30 p.m. on the calendar day following bid receipt; failure to do so renders the bid non-responsive. All bidders must comply with the Contractor Responsibility Ordinance, Non-Discrimination and Equal Employment Practices provisions, Equal Benefits Ordinance, First Source Hiring Ordinance, Iran Contracting Act of 2010, California Senate Bill 854 (contractor registration with California Department of Industrial Relations), and the Buy Clean California Act for eligible materials. Additional requirements include submission of a Responsibility Questionnaire, certification forms, bid bond at 10 percent of total bid, and list of subcontractors with certifications. The project is subject to the Local Business Preference Program, offering bid reductions of up to 12 percent for certified Local Business Enterprises and City Business Enterprises.

Note that significant changes have been made to the documentation and submittal procedures for the Non-Discrimination/Equal Employment Practices and Affirmative Action Plan. Refer to the appropriate Ordinances in the Table of Contents for the instructions and forms. For questions regarding the documents and/or submission procedures, call (213) 847-2625.
