Amendment 2 - Q&A 5/18/2016

1. In the SOW under section C.4.11 c, official vehicles are to be valued at a value of $55,000.

However in the Solicitation under section H.5 official vehicles are rated at $91,000. Can you please clarify which is correct?

Response: Under the contract there are 2 categories of official vehicles contemplated, regular official vehicles valued at $55,000 and “High Value” official vehicles valued up to $91,000.

During the contract, these “High Value” vehicles will be specifically identified by the

Government from which the contractor shall secure supplemental insurance consistent with

SOW under section C.4.11. d. For the purposes of evaluation, the contractor shall assume 7

“High Value” vehicles valued at $91,000 each.

2. Will the contractor be liable for any damage or loss relating to acts of Terrorism? Can the insurance required to be purchased include exclusion for acts of terrorism?

Response: The contractor will not be liable for damage or loss relating to acts of terrorism. Any insurance bought could include exclusion for acts of terrorism.

3. Section B.1 lists :

i. 34,168m² dedicated warehousing space

ii. 8,000m² dedicated long term storage space

Is the 8,000 m² part of the 34,168m² as indicated in other sections of the

Solicitation and PWS or is this additional space required under the Contract.

Response: Yes. See also SOW section C.4.3.c.

4. Please clarify the Unit of Measure for CLIN’s 0001.1 and 0001.3: Is the unit of measure per month or per year? Further are the estimated quantities for the dedicated warehouse space required under Section M to be for the exclusive use of the US government to be understood as estimates under these CLIN’s, or is this exclusive use warehouse space a guaranteed quantity which will be paid to the contractor at the offered rate?

Response: The unit of measure for all subclins under CLIN 0001 is the same, “Per square meter (m2) per month”. The space required should be considered estimates and may vary from actuals.

However, 34,168 m² reflects our best assessment of current space requirements and would be invoiced based on actual usage. Overage will be invoiced at a flat rate for 5000 m².

Amendment 2 - Q&A 5/18/2016

5. CLIN’s 0002.1 – 0002.2 – 0002.3, do all services have to be completed when billing for these

CLIN’s and does this include for all charges that have been paid upon arrival of the goods that would then also only get billed when handling out services have been performed? In other words, under these CLINs can the contractor only submit an invoices for the in-handling and all related out-handling services only at the point of out-handling, regardless of whether the goods concerned are long- or short-term storage items?

Response: There will be some property designated for long term storage which will require receiving and handling charges to be accounted for in 2 invoices due to the time duration between movements in and out. For all others it is expected that receiving and handling charges would be accounted for together at one time.

6. SOW lists item C.4.15 Customs Administration Charges, but there is no CLIN listed for these services. Can you clarify under which CLIN(s) these services have to be included as it’s our understanding that customs documents need to be issued to get the goods from the (air)port to the warehouse and to keep the goods in Customs Bond in the warehouse.

Response: These costs are accounted and estimated under CLIN 0006.

7. CLIN 0004 has the indicated rate of 27.00 Euro/hour. Can we assume we need to use this rate and that this given rate cannot be adjusted as the excel sheet for Attachment 2 does allow adjustment of the rate?

Response: The intent was that offerors use the indicated rate of 27 €. See also L.2.2.

8. CLIN 0006 shows a value of 250,000 Euro/year. We assume this is for the arrival charges of containers and shipments; are these to be billed when the goods left the warehouse and is this a cap of listed value of 250,000 Euro or is this amount only an indication and can these charges be billed over this amount with the proper back up documentation?

Response: CLIN 0006 supports many associated costs. See SOW under section C.2.3 and C.2.3.4.

CLIN 0006 is an estimate for evaluation purposes. Actual costs may be paid out exceeding this amount (with proper documentation) subject to the limit specified for the contract at B.2. See also response to question 5 regarding timing of invoices.
