Section C - Descriptions/Specifications/Statement of Work

Department of State Foreign Service Institute Leadership and Management School

The Leadership and Management School (LMS) was established to support the development of career leaders and managers in the De-partment of State and larger foreign affairs community. The Secretary of State has mandated leadership training from mid through senior grade levels to ensure that employees are prepared for increasing levels of responsibility. Through its four divisions, Executive Development, Leadership Training, Crisis Management Training, and Policy Leadership, LMS is responsible for providing this train-ing and more. LMS offers a continuum of leadership and management training intended to develop the leadership abilities of employ-ees from entry level through senior ranks, and provide tailored organizational and other leadership development services to bureaus, offices and missions.

C.1. Purpose This will be a multiple award Blanket Purchase Agreement (BPA) effective for the entire period specified. This solicitation will result in a pool of external consultants contracted via intermittent or part-time multiple award agreements. This BPA is not for United States Government Civil Service jobs. Performance of these services will occur only as authorized by specific task orders. There will be no limit to the number of orders issued under the BPA. The Government may issue orders requiring services at multiple locations. There is no specific commitment by either party until dates, tasks, and schedules are mutually negotiated by individual task order.

Under this solicitation, FSI intends to issue orders to multiple contractors to deliver customized media training services. FSI reserves the right to approve or disapprove subcontractors, and no obligation or duty arising out of the individual order may be transferred or assigned without the prior authorization of the Contracting Officer. Orders will be issued under this BPA based upon the government's need and according to FSI's determination of what is most advantageous to the government. FSI does not guarantee any minimum level of work under any resultant BPA.

C.2. Background The purpose of this project is to obtain the services of a contractor to deliver interactive, professional training seminars for senior-level officials on public speaking and media skills. There will be one primary product, a two-day training session which will be embedded within existing classes for new Ambassadors and new Deputy Chiefs of Mission (DCM). Participants in these courses are government executives and non-career professionals at the FS-02 level up to Senior Foreign Service and Executive Schedule employees. We ex-pect to offer these courses three times per year for DCMs and three times per year for Ambassadors and Ambassadors’ spouses. There is a minimum of 4 and a maximum of 8 participants per training group, with each course sub-divided into smaller groups for the media training sessions.

Successful contractors may work individually under the supervision of a COR or partner with government employees and other con-tractors working on a task or service. Depending on the specific task order, the work may be conducted individually, or in front of audiences large or small, either at FSI or other domestic and overseas locations.

C. 3. Qualifications for all Labor Categories All contractors must be eligible to work in the United States. The Department does not sponsor individuals for work permits.

C. 4. Requirements

This labor category consists of delivering a two-day class of media skills training for Leadership and Management (LMS) courses tar-geted to senior executive training programs. Individual contractors will be required to do the following tasks:

*Deliver professional media training services as a two-day module within existing LMS courses. These courses may include but are not limited to the Deputy Chief of Mission Seminar (DCM), Ambassadorial Seminar and similar training courses as may be developed or delivered under the LMS curriculum.

The contractor shall have sufficient personnel with adult media training expertise to deliver multiple offerings of a two-day course on effective TV and media presence for newly appointed Ambassadors, Deputy Chiefs of Mission, and other senior officials in the Wash-ington DC metro area. The following professional qualifications apply:

Professional Qualifications

*Minimum seven years of recent experience in designing and delivering media training programs for senior executives.

*Demonstrated expert knowledge and effectiveness in teaching public speaking and presentation skills.

*Expertise in experiential learning methodologies and techniques.

*Knowledge of and demonstrated experience in incorporating the following public speaking topics into training: speech delivery; in-terview skills; television skills; executive presence.

CTRN 001 – Senior Executive Media Training

Contractor will be a key member of the training team delivering the DCM/Principal Officer Seminar and the Ambassadorial Seminar.

The DCM/PO Seminar is normally offered three times each summer with a mix of government and contract training staff and a class size of 20-28. Participants are career Foreign Service Officers at grades FS-02 through the Senior Foreign Service who will encum-ber DCM or Principal Officer positions at embassies and consulates overseas. The Ambassadorial Seminar is normally offered 2-4 times each year with a training staff of two trainers and a class size ranging from eight to twenty. Participants are career Foreign Ser-vice Officers and non-career appointees who will encumber Ambassador positions overseas, and their spouses and partners.

Contractor will deliver two days of media training through classroom training and executive coaching. A large portion of classroom training shall be focused on practical skills, with a mechanism for effective communication & feedback to participants. Training must include how to prepare for an interview, crafting a message, fielding difficult questions, the effective use of body language and intona-tion, and the effective use of sound bites. Participants will be undertaking overseas assignments with a high public profile. Scenarios and role play provided to the class must be relevant to the overseas environment of the individual’s assignment, whether Ambassador, DCM, or spouse.

The class is generally divided into smaller groups for media training sessions. Group size may be as low as four but generally no more than eight students per instructor. The contractor shall provide all required equipment and materials needed to deliver media training.

Course dates and offerings are subject to change. Contractor shall have the flexibility to accommodate changes to course dates as well as the number of offerings. LMS will confirm course dates and offerings annually.

The contractor’s rate must be all-inclusive for preparation time, contractor staff supporting the primary trainer, or after-hours work.

No overtime hours can be billed separately. Preparation may include one meeting with the government course manager in advance of each class session and an annual meeting in September to discuss schedules, tasks and deliverables. Contractor shall be responsible for financial costs associated with his/her attendance at these meetings conducted at FSI or via conference call.

For this CLIN, please quote a one-day rate. While the formal classroom session is two days, on occasion a participant or office may request an additional day or multiple days of training for individual or group follow-up. Specific training dates under this CLIN will be negotiated in advance between the contractor and the Contracting Officer's Representative and specified in each Task Order.
