C.1. Statement of Work

Foreign Service Institute

Statement of Work

Coping in a Crisis for Overseas Assignments

1. Background The George P. Shultz National Foreign Affairs Training Center of the Department of State is the federal government's primary training facility for personnel of the foreign affairs community. The Foreign Service Institute (FSI) is the Department bureau that provides training for employees of the Department of State and other agencies at the Shultz Center. The Transition Center offers security awareness training to foreign affairs agency personnel and their eligible family members in the form of the Security Overseas Seminar (SOS) program. Over two thousand participants attend per year, from many U.S. Government agencies. Classes range from 30 to 170 with average class size of 80 students. Their level of experience in the Foreign Service varies from newcomers in the overseas environment, to veterans with twenty years or more of service, to their family members and members of household.

2. Purpose The Foreign Service Institute is actively seeking small business contractors to deliver the session "Coping in a Crisis" for the Security Overseas Seminar (SOS). The overall aim of the SOS is to motivate individuals to identify the security threats overseas and to develop a plan for managing the risks in both their personal and professional life. The two-day program is offered approximately thirty (30) times a year, and utilizes a variety of presentation formats in order to maximize the efficiency of the program. This program requires the services of a qualified and experienced contractor to present on coping skills in the overseas environment. The ‘Coping in a Crisis' segment is the final session of the two day seminar, typically Tuesday afternoons. The session is one hour long plus an additional 10 minutes for questions from the students afterwards.

The presentation entitled, ‘Coping in a Crisis', will contain, but is not limited to the following topics: types of crises, preparation for crises, crisis management, types of victims, vicarious traumatization, resilience, post-traumatic stress, and resources available to support persons.

This will be a Blanket Purchase Agreement (BPA) of a base and four (4) option years. This solicitation will result in a pool of external trainers, consultants, and coaches contracted via multiple award agreements. This solicitation is not for United States Government Civil Service jobs. Performance of these services will occur only as authorized by specific BPA Calls detailing dates, tasks and schedules. There will be no limit to the number of Calls issued under the BPA. The government may issue orders requiring services at multiple locations. There is no specific commitment by either party, until dates, task and schedule are mutually negotiated by individual order.

No part of the services to be performed under this agreement may be subcontracted, and no obligation or duty arising out of the individual order may be transferred, or assigned, without the prior authorization of the

Contracting Officer. BPA Calls will be issued under a BPA based upon the government's need and according to FSI's determination of what is most advantageous to the Government. FSI does not guarantee any minimum level of work under any resultant BPA.

3. Qualifications The contractor shall have sufficient knowledge and experience in mental health and coping with crises on an individual and organizational level. The contractor shall have travel experience in foreign countries, familiarity with foreign policy issues, and possess a working knowledge of the current structure, policies, regulations and operational mechanisms of U.S. foreign affairs government agencies, and specifically U.S.

missions overseas. The contractor shall have training and public speaking experience in a classroom or seminar setting.

4. Requirements

1. The offeror must provide a proposal for the one hour presentation on the topic of ‘Coping in a Crisis.'

2. Preparation and use of top-quality visual aids compatible with the Foreign Service Institute's audio-visual technology. Handouts may be provided by awardee if desired, subject to the approval of the course coordinator.

3. Subject matter input toward course materials, including the coping portion of the Security Overseas Seminar Guidebook.

4. Winning bidder will be required to attend an initial orientation meeting with the Contracting Office Representative (COR) and other staff members. The awardee must also attend at least one meeting per quarter with the COR to review student evaluations, objectives, and structure of the course.

5. Winning bidder will be required to submit a course outline, lesson plan, any audio/visual or presentation files and presenter notes to the course coordinator at least five working days prior to the course.

6. The awardee must arrive 10 minutes prior to the start of the class and respond to follow-up questions at the end of the class. The class is almost always held on Tuesday afternoons from 1500-1600.

7. The awardee must personally deliver the presentation. In the case of the awardee's absence, all subcontractors must be proposed and approved two weeks in advance of the training date by the COR.

Subcontractors must fulfill all criteria of the contract. Responsibility for payment of subcontractors will be undertaken by the contractor, not the U.S. Government.

8. The awardee must employ adult experiential learning methods, including but not limited to group exercises, case studies, open discussions, and coaching, to allow students ample opportunities to discuss strategies presented in class. Activities must pertain to current, real-life situations faced by US government employees overseas.

9. The awardee must work with the Contracting Officer's Representative (COR) and other staff members to address any issues with the presentation and content of the course, in response to evaluations from students and staff, and/or updates to security procedures or State Department policies.

10. The awardee must also be prepared to extend into option years, during which the total number of classes taught, would range between 15-30 sessions in the following fiscal years.

5. Other Should it be necessary to cancel or postpone one or more of the seminars, the contractor will be given a minimum of one weeks' notice prior to the scheduled start of that class, and, in the case of cancellation, will be paid only for actual documented costs incurred in preparation for the workshop. In the case of postponement, the contractor will be reimbursed only actual documented costs that cannot be deferred until the rescheduled session(s).

Data Rights: All materials developed by the contractor become the property of the Government, and the contractor may not copy or reproduce them in any way for use outside of an FSI class, share them by any means outside of the Foreign Service Institute, or publish them in any fashion without the express permission of the Director of the Transition Center.

By mutual agreement, depending on the availability of funds, the contractor could be contacted to provide additional sessions, throughout the period of the contract.

6. Time Frame The BPA period is for a base year and four one-year options. We estimate awarding BPAs by November 2011, and on an ongoing basis thereafter as needed. Actual BPA Calls for services may be issued on or about November 01, 2011 through October 31, 2016.

7. Government Provided Property The Government will provide all necessary teaching materials and supplies to perform the duties listed above.

All materials developed by the contractor under this contract remain the property of the Government and may not be published, shared, or used in any way outside of authorized Department of State training contexts.

8. Quality Assurance The GTM (Government Technical Manager) determines acceptability of services. The Government has the right to inspect and approve all services called for in orders issued under the BPA. If the Contractor fails to perform the required services at an acceptable level as determined by the Supervisor/GTM, either from a performance or professionalism standpoint, the Government reserves the right to terminate the BPA.

9. Technical Direction Guidance and specific direction in carrying out the requirements stated above within the context of the Foreign Service Institute will be provided by the GTM identified with each BPA Call placed.

Contractor is expected to carry out instructions received from the GTM in a professional and timely manner.

The Government will not provide counseling to contractor on their performance; it is assumed that once the contractor receives instructions about how to perform the duties that the contractor will implement the instructions. Should contractor performance not be adequate, the Government may terminate the agreement without discussion.

Neither the Contracting Officer's Representative (COR) nor the GTM have the authority to make changes in this Statement of Work or in the terms and conditions of this agreement; any necessary changes are only made by the Contracting Officer in the form of a bi-lateral agreement. The Contractor is forewarned that the Government will not compensate any additional work by the contractor if it is not authorized in the contract.

10. Place of Delivery Services under this contract will be performed at the Government's facility located at The George P. Shultz National Foreign Affairs Training Center at 4000 Arlington Boulevard, Arlington, Virginia.

11. Self-Employed Contractors Awarded bidders under this solicitation understand that they are self-employed contractors and not Government employees. As such, the contractor is responsible for managing their taxes, health insurance, social security payments, etc. The Government will pay the contractor based on the fully loaded per session rate bid; the contractor is responsible for paying their personal expenses. The government will pay no benefits under this agreement. Contractors will be issued a BPA Call that will detail the period of performance their services are required. The award of a BPA does not necessarily mean that the government will use your services.

12. Termination of BPA Calls Failure to follow directions/guidance from the GTM or COR can result in the termination of the BPA/ BPA Call. GTMs are responsible for monitoring contractor performance. Should they observe that a contractor is failing to follow guidance, is unable to complete designated tasks, cannot work collegially with colleagues, or is demonstrating any other unprofessional behavior; the GTM will advise the contractor and also notify the COR.

Any of the above could result in the termination of a BPA and/or a BPA Call.

PARKING PERMITS

SHULTZ CENTER parking permits, individually numbered, are issued in the following categories:

A. Yearly permits will be issued to executive staff of the Institute as well as to those who pay for the entire year.

The Director, Deputy Director, Deans, and the Executive Director for Management will be assigned a reserved parking space. Once payment has been made, the permit will be issued upon presentation of a paid receipt to the parking coordinator in GSO.

B. Monthly permits will be issued to all other Institute staff (including contractors) unless the individual purchases a yearly permit, subject to availability of space.

C. Intermittent (daily) passes are issued each day, subject to availability of space.

Everyone MUST complete an on-line application for monthly or yearly passes. All vehicles with monthly or annual permits must be registered with GSO. All parking permits/passes must be fully displayed in the front window at all times. Issuance of a permit does not guarantee that a parking space will be available. This is a requirement of our agreements with Arlington County, the local community and the bureau and facility emergency action plans.

Parking on the Shultz Center is located in lots P-1 through P-7 including the West Parcel Overflow lot located at 290 S. Taylor Street.

Vehicles parked at FSI without a valid parking permit, without a completed location placard (daily parkers), parked in areas designated No Parking, or in Handicap spaces without proper permits will be booted and subject to a $40.00 boot removal fee.

PARKING FEE

The following fees, which are used to pay the contractual costs for operating the parking service, are applicable to regular and intermittent parking permits:

--The fees are subject to change at any time with prior, 30 day, notice:

--The fee for yearly permits is $90.00, payable in advance;

--The fee for regular permits is $10.00 per month, payable in advance;

--The fee for intermittent (daily) permits is $5.00 per day.

Payment: Parking fees, payable in advance are due the first working day of the month and are considered delinquent if not paid by the fifth working day of the month. Intermittent (daily) parking fees are payable at the time the permit is issued. Checks should be made out to FSI/FARA. MasterCard and Visa charge cards can also be used for payment.

For your convenience, the first three business days of each month, FARA will set up a table in the cafeteria, from 11:00am to 2:00 pm, to receive cash or check payments. After that time all payments must be made at the Field house. Applicants must provide FARA with a copy of the application approval e-mail they receive from

GSO.

Visitor and Guest Parking: There is a visitor parking area limited to two hours for official visitors and guest speakers. Handicapped spaces are also available in this area. Parking in these spaces by individuals other than visitors and guests is considered unauthorized and may result in vehicles being booted ($40.00 removal fee) or towed at the owner's expense. Repeat violations may result in loss of parking privileges. FSI staff and students are not authorized to park in these spaces.

Handicap Parking: There are designated handicap parking spaces in front of the Visitor's Center and in P5, P6 and P7 lots. Parking in these spaces is reserved for individuals displaying a valid FSI Handicap parking permit.

FSI handicap permits must be requested during the on-line application process, applicants will need to provide the state issued certification issued with handicap tags or placards for review to obtain an FSI handicap permit.

Issuance of a permit does not guarantee that a parking space will be available. Vehicles parked in handicap spaces without a valid FSI handicap parking permit are considered unauthorized and may result in vehicles being booted ($40.00 removal fee) or towed at the owner's expense. Repeat violations may result in loss of parking privileges.

Unauthorized Parking: Parking in fire lanes, designated official spaces, striped areas, on sides or turns of the perimeter road, or on sides and ends of island strips, other striped areas, or double parking are all considered unauthorized and may result in vehicles being booted ($40.00 removal fee) or towed at the owner's expense.

Repeat violations may result in loss of parking privileges.

Overflow Parking: FSI has overflow parking located in the west parcel which is located at 290 S. Taylor Street across George Mason Drive. This is Department of State property and is part of the FSI campus and authorized parking areas with a pedestrian tunnel under George Mason. This lot closes and is locked at 7:30 PM. Not wishing to walk from a distant lot is not a valid reason for violating this policy or parking illegally. When both on-campus parking lots and the overflow parking on the west parcel are full, FARA is authorized to direct individuals to park along designated curbs. Only FARA is authorized to direct people to park in areas otherwise designated as No Parking. In these cases, FARA will provide drivers with an authorized permit unique for that specific day. Vehicles not displaying the authorized permit in these areas will be booted ($40.00 removal fee) or towed at the owner's expense. Repeat violations may result in loss of parking privileges. Individuals should not assume that since other vehicles are parked in these areas that it is acceptable to park there without FARA direction.

Overnight parking: Parking on the Shultz Center overnight is prohibited in accordance with the traffic management plan with Arlington County and the facility's agreements with the surrounding communities.

Exceptions will be made for those persons involved in an official FSI sponsored offsite. The sponsoring office must submit a detailed list in writing to GSO of all personnel with vehicle information. Only the office may request the exception.

Returned Checks: There is a $35.00 charge for any check returned for insufficient funds. This is exclusive of amount owed FARA. FARA reserves the right to boot any vehicle which is in arrears or who, after warnings, continually disregards parking guidance in this notice.

Transfer: Parking permits, permanent or intermittent, are issued to individuals by name who are responsible for them. Permits may not be loaned and are valid only for when individuals are FSI current staff and students in resident (on-campus) training only. Permits must be returned to FARA when no longer required.

Loss: The loss of a permit must be reported to FARA immediately. When it appears that a permit has been pilfered or there is evidence of fraud, FSI/EX will refer the case to appropriate authorities. Individuals are personally responsible for keeping their permit safe and to pay for replacements should they be lost.

Penalties: Falsification of information on applications or unauthorized transfer of permits to others for use will result in the permanent suspension of offenders' parking privileges. Failure to observe posted speed limits, repeated delinquent parking fee payments, failure to report an accident, and repeated violation of posted parking directions will result in the suspension of parking privileges for a period of six months, or the remainder of the parking year (Jan-Dec) whichever is longer.
