Section C - Descriptions/Specifications/Statement of Work
C.1. Statement of Work
C.1.1. Background The Foreign Service Institute (FSI) is part of the U.S. Department of State and provides language training and testing to employees of the Department of State and other government agencies in more than seventy foreign languages. FSI's School of Language Studies is responsible for the diverse and complex mission of language training for employees of the State Department and other U.S. Government agencies. The School of Language Studies consists of approximately 450 technical and professional personnel. Enrollments surpass 4000 students annually, and include over 1000 Distance Learning enrollments. The School of Language Studies is staffed by professionals in the field of foreign language teaching, culture, and applied linguistics. In addition to the full-time direct-hire staff, the School makes extensive use, through contract and other arrangements, of other professionals from outside the Foreign Service Institute. The Foreign Service Institute is actively seeking companies that can supply contractors for a variety of regular work schedules or occasional, intermittent activities. Successful contractors may join an existing teaching, testing, or program management staff composed of government employees and contractors. The settings within which the work is conducted include large- and small-group classrooms, most of which are equipped with interactive white boards; facilities for video and audio recording; a multimedia lab; testing rooms; standard offices; and a library. A typical class may have one to six students, although groups may range up to twenty.
C.1.2. Purpose This will be a Blanket Purchase Agreement (BPA) effective for the entire period specified. This solicitation will result in some full-time and some intermittent or part-time multiple award agreements. This BPA is not for United States Government Civil Service jobs. Performance of these services will only occur as authorized by specific orders detailing dates, tasks, and schedules. There will be no limit to the number of orders issued under the BPA. The Government may issue orders requiring services at multiple locations. There is no specific commitment by either party until dates, tasks, and schedules are mutually negotiated by individual order. We intend to issue BPAs to commercial schools for contractors to teach, test in their native languages, conduct testing examinations in any number of languages, or develop language materials in a variety of formats.
Contractors will develop, test, and/or support in any other fashion the linguistic competency of personnel of the United States Government agencies and the eligible family members of those employees as measured by the Interagency Language Roundtable language proficiency skill level descriptions in speaking and reading. The skill level descriptions define five levels of proficiency, from 0 to 5 (5 being functionally equivalent to an educated native speaker). The levels are the benchmarks by which the government measures success, with 3 being the general level of professional proficiency. No part of the services to be performed under this agreement may be subcontracted, and no obligation or duty arising out of the individual order may be transferred, or assigned, without the prior authorization of the Contracting Officer.
C.1.3 Qualifications All contractors must be eligible to work in the United States. The Department of State does not sponsor individuals for work permits. Companies must submit scanned copies of documents that establish identity and work authorization of their employees to be considered for work at FSI. Please see the list of acceptable documents that demonstrate employment eligibility in Section "C.3". It is desirable, but not required, for instructors to have some experience in teaching adults. Instructors and testers will be considered based on the following qualifications:
In order to teach or serve as testers, contractors must submit proof of the following:
• Language Proficiency: Candidates provided by the contractor must be educated native or near native speakers of the language. The contractor must submit documentation that describes the candidates' ability to speak/teach the specific language. In the interview process, speaking and reading proficiency and knowledge of teaching will be assessed.
• Cultural Background: Candidates should possess the cultural background of the specific country or geographical region required by submitting proof of either being raised in said country, or by living in a cultural enclave or heritage community in another country. It is desired, but not required, that instructors should have spent their formal educational (secondary school and beyond) years in the cultural environment and have been schooled there through the equivalent of American secondary school.
• Successful contractors shall be able to supply a majority of the languages listed in C.2.
C.1.4. Requirements
CLIN 1 - Language Instructor/Curriculum Developer Contractors will be required to do any number, but not necessarily all, of the following tasks:
• Plan and/or conduct small and/or large group language classes using a wide variety of language teaching methodologies and techniques, stressing speaking, listening comprehension, and reading skills. The Government will provide the teaching materials. Using the foreign language as a tool to accomplish United States Government objectives is the ultimate goal of the training that the School of Language Studies provides.
• Use established training materials and work collaboratively and in close consultation with other instructors, under the direct guidance of Government Technical Monitor (GTM), which is usually the Language Training Supervisor, on training and/or testing matters.
• In consultation with Learning Consultants, Government Technical Monitor and others, adapt teaching techniques and approaches to the students' individual learning styles and needs.
• Provide feedback and analysis of the students' progress and problems to the Government Technical Monitor or the Contracting Officer's Representative and to instructional and other staff as appropriate.
• Provide students with encouragement and constructive feedback.
• Attend all section and other meetings as appropriate.
• Make maximum use of the technological facilities and incorporate the use of instructional technology into the instructional program as appropriate and in consultation with the Government Technical Monitor.
• Participate in whatever fashion deemed appropriate by the Government Technical Monitor in the Learning Consultation Service (learning styles diagnosis and student advising).
• Participate voluntarily in the planning and conduct of language immersions and immersion activities.
• Immersions may consist of one or more days of activities that take place outside of the Washington area, either in the United States or overseas, and contain substantial non-classroom-like activities that foster practical, natural use of the language. Participation is strictly voluntary. Contractors will be compensated for the hours at their normal hourly rate and will additionally receive compensation for Meals and Incidental Expenses (M&IE) as follows:
• Domestic Immersions: up to five days actual M&IE Overseas Immersions: up to eight days actual M&IE. Lodging, travel, and other expenses may be covered by the School of Language Studies in certain rare circumstances. Contractors may earn up to a total of 12 hours of straight time per weekday and up to eight hours of straight time per weekend day.
• Contractors may be requested to purchase language-training materials. Either the Government Technical Monitor (GTM) or the Contracting Officer's Representative (COR) must approve such purchases in advance. Reimbursement shall be submitted on Contractor's invoice. Contractor must submit copies of all receipts and currency exchange rates with their invoice.
• Any travel, or materials acquisitions must be duly authorized in a task order prior to the travel or other reimbursable expenditures.
• Takes part in non-classroom activities in the Washington area. This may include visits to foreign embassies, local community organizations, community centers, neighborhoods, shopping areas, and restaurants where heritage speakers live and congregate. Activities often involve pre-visit training and after-action follow up.
• Participate in conferences related to foreign language teaching, workshops, and other types of sessions as determined by the school management. Conference participation is strictly voluntary and may or may not be funded. The School of Language Studies under certain circumstances may cover travel expenses.
• Data Rights: In close consultation with the Government Technical Monitor (GTM), collaborate on, perform assigned tasks or execute single-handedly, in the development of language training materials or Language-School-relevant reference materials, including but not limited to text, audio, video, and computer-based media. All materials become the property of the United States Government, and the contractor may not copy or reproduce them in any way for use outside of an FSI class, share them by any means outside of the Foreign Service Institute, or publish them in any fashion without the express permission of the Dean of the School of Language Studies.
• Serve as mentor and facilitator of distance learning classes.
• Assist with the creation and field-testing of new teaching, study, student advisory, and/or testing materials.
• Record audio or video materials as assigned.
• Participate in whatever fashion deemed appropriate by the Government Technical Monitor (GTM) in in-service staff development and orientation activities, including giving presentations or facilitating a workshop sponsored by the Foreign Service Institute.
• In close consultation with the Government Technical Monitor (GTM), collaborate on, perform assigned tasks or execute single-handedly the development of Language-School-relevant research and development projects, including but not limited to instructional research and development and institutional (management) data handling and analysis.
• As required by the Government Technical Monitor, follow techniques, methodologies, and approaches used by the office/section.
• Adhere to all copyright guidelines and restrictions and follow Foreign Service Institute procedures regarding copyright.
• Serve as tester for language proficiency examinations, interacting with the examinee in the tester's native language. Proficiency tests may be face-to-face or by telephone or other technology-based medium (audio-tape, videotape, videoconferencing). The FSI language proficiency test rates the examinee's skills in reading and speaking. The Tester provides information to an Examiner about the examinee's performance on various parts of the test and about the content of the texts used in the test, and assists with the selection and/or preparation of reading test materials.
• May be asked to become a certified Tester by the Foreign Service Institute Language Testing Office. Duties of the Tester are defined by documentation in the Language Testing Office.
