About this file

This document is an informational sheet from the State of Michigan's Department of Technology, Management, and Budget (DTMB) regarding the Service Disabled Veteran Owned Business (SDVOB) Preference program. The document outlines a special procurement initiative that provides a 10% pricing preference for businesses owned by qualified service-disabled veterans when bidding on State of Michigan contracts, as established under Public Act 91 of 2005.

To qualify for the SDVOB preference, businesses must provide documentation proving service and disability status, including DD214 forms or Veterans Administration Rating Decision Letters, and demonstrate that the business is at least 51% owned by one or more veterans with a service-connected disability. The state accepts National Veterans Business Development Council (NVBDC) certification as an alternative verification method. Notably, the state does not pre-certify businesses as SDVOBs and does not accept federal certification databases like the Center for Verification and Evaluation (CVE) or the US Small Business Administration's VetCert program.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
