About this file
This document is a briefing pamphlet from the Pennsylvania Department of Transportation (PennDOT) District 5-0 regarding their Strategic Environmental Management Program (SEMP). SEMP is an environmental initiative that aims to protect the environment, conserve resources, and comply with environmental laws and regulations. PennDOT is seeking to partner with contractors, suppliers, vendors, and others performing work or providing services to ensure they understand and follow sound environmental practices to protect the environment. This includes planning work activities to protect the environment, performing work following environmental best practices, improving environmental performance, and complying with environmental laws and regulations.
The pamphlet outlines the key principles of PennDOT's Green Plan Policy, which include protecting the environment, conserving resources, and complying with environmental laws and regulations. PennDOT is ISO 14001 registered for its SEMP, which covers stockpiles and garages, winter services, and roadway maintenance activities. PennDOT is asking all its work partners to evaluate their operations to ensure proper labeling, storage and disposal of environmentally sensitive materials, no unauthorized discharges, and adequate spill prevention and cleanup measures.

Our Program and Our Policy
District 5-0’s program to protect the environment is called SEMP, the Strategic Environmental Management Program. SEMP complies with the ISO 14001:2004 standard.
SEMP is based on existing PennDOT Programs and requirements with a goal of protecting and conserving our resources, leaving a legacy of better conditions for future generations and serving our families and all PennDOT customers.
As part of SEMP, PennDOT established an environmental policy that we call the Green Plan Policy.
The Green Plan Policy can be found at: HYPERLINK "http://www.dot.state.pa.us" www.dot.state.pa.us and it is posted at our District and County Offices.
The key principles of the Green Plan Policy are:
Protect the environment
Conserve resources
Comply with environmental laws and regulations
Help Us Protect the Environment
The nature of the activities that we contract is such that contractor personnel have significant potential to affect PennDOT’s environmental performance and regulatory compliance. PennDOT’s Contractors, Suppliers, Agility Partners, Vendors, or anyone performing work or providing services to us are expected to understand how their work can affect the environment and to ensure that employees and any subcontractors follow sound environmental practices to protect the environment by:
Planning your work to protect the environment
Performing your work according to these plans
We ask that you evaluate your operations to ensure:
Proper labeling, storage and disposal of all environmentally sensitive material/waste used on-site or at the job location
Discharges to drains and/or sewers are not allowed without PennDOT approval
Adequate provisions for spill release prevention. Spills and other releases to the environment must be reported immediately to the Foreman in charge
Spills must be cleaned up immediately and materials disposed of properly
Compliance with erosion & sedimentation control plans
Competency of your employees through training
This will not only help the environment, protect your employees and the public, but will also save your organization time and money.
Think Green – Because we work where we live!
Because you provide services to PennDOT, we are sending you this Environmental Briefing about our environmental program and how it affects you as you work with us.
We must all be aware of how our work affects the environment and we must all do our part to protect the environment as we do our work. We are asking you to be our partner in:
Planning work activities to protect the environment
Performing work following Sound Environmental Practices
Always improving environmental performance
Complying with environmental laws and regulations
