Statement of Work

The Sequoia and Kings Canyon National Park Trail Crews and Rangers require the purchase and delivery of Certified weed free hay to support stock resupplies to trail maintenance and law enforcement operations throughout the parks wilderness areas. The vendor will supply the government with 150 tons of weed free hay and equipment for transport as stated in the specifications and set up delivery of the materials with the Sequoia and Kings Canyon Corral Manager. The vendor will include the total cost of hay, fuel, handling, and delivery to the designated delivery sites in their bid.

Specifications

Vehicle and equipment requirements: Vendor will provide, transport, and unload a total of 150 tons of California certified weed free hay to two separate locations: 100 tons to Ash Mountain corral located at Sycamore drive, Three Rivers CA 93271, and 50 tons to HITW corral in Cedar Grove Ca 93633. The Ash mountain location is a paved single lane road with limited turnaround space (see site map) the Cedar Grove delivery location is accessed by a rough unpaved fire road, also with limited turnaround space (see site map) vendors submitting bids must have vehicles of proper length and capability that can deliver the hay within a distance to the barn storage areas where it could be stacked by the vendor using a hay block squeeze.

Vendors must furnish, transport, and operate their own hay block squeeze and provide day labor necessary to neatly and orderly stack hay bales as directed by on-site NPS technical representative in each location.

Deliveries will be a minimum of 25 tons to a maximum of 50 tons and will occur from March 2022 to December 2022.

Weed Free Certification: Hay will be standard size three strand bales of California Certified Weed Free, according to the protocols of either the California Invasive Plants Council (IPC) or the North America Invasive Species Management Association (NAISMA). NAISMA certified hay must be grown and certified in California. Both IPC and NAISMA protocols include pre-harvest inspection. IPC certification must be documented through a properly executed California Department of Food and Agriculture Form 66-079 (CDFA 66-079). NAISMA certification must be documented through a form meeting NAISMA standards and executed by an appropriately trained and certified individual (e.g. trained representative of CDFA, trained representative of the County Agricultural Commission, certified California inspector). NAISMA certified bales must be tied using the NAISMA trademark yellow-and-purple twine.

Hay delivery scheduling: The Parks will call to schedule hay deliveries at least 7 days in advance. Before finalizing a delivery date, the vendor must provide the Parks with a copy of the Weed Free certification for the shipment. The Parks will confirm that the Weed Free certification is acceptable at least 3 days before the scheduled delivery. No delivery date is final until the Parks confirm validity of the Weed Free certification.
