About this file

This is a Scope of Work document issued by the Ada County Highway District (ACHD) in Idaho for comprehensive custodial services across four facility locations during the fiscal year 2027 contract period from October 1, 2026, through September 30, 2027. The ACHD seeks a qualified custodial services contractor to provide complete cleaning and maintenance services, including all labor, supervision, equipment, supplies, and materials, at the Meeker Headquarters (approximately 100,000 square feet), Franklin Campus/Traffic Operations Center (approximately 67,000 square feet across three buildings), Cloverdale Maintenance Campus (approximately 3,075 square feet across two buildings), and Adams Maintenance Campus (approximately 8,986 square feet across five buildings). Services include daily custodial work Monday through Friday (except ACHD-observed holidays) commencing after 5:30 p.m., with specific requirements for restroom sanitation, floor cleaning and buffing, trash and recycling management, window cleaning, and facility-specific tasks such as soil laboratory epoxy floor buffing at the Franklin location. A mandatory pre-submission meeting and site walkthrough is required on Wednesday, September 2, 2026, at 9:00 a.m. at ACHD Headquarters, with attendance mandatory for proposal eligibility.

Proposers must provide fully burdened monthly pricing by individual location that includes all labor, supervision, materials, equipment, transportation, overhead, and administrative costs, excluding only ACHD-furnished restroom consumables such as paper towels, toilet tissue, soap, and sanitary supplies. The successful contractor must furnish a 100% Performance Bond and a $100,000 Janitorial Services Bond, maintain Workers' Compensation insurance with statutory limits and Commercial General Liability coverage of $2,000,000, and comply with all ACHD security and facility access requirements. Additional or out-of-scope services require prior written authorization from ACHD and shall be separately invoiced at pricing established in the cost schedule. The contractor is responsible for inspecting facility conditions and verifying actual square footage, dimensions, and accessibility before submitting proposals, as failure to do so does not relieve contractual obligations. Deficiencies must be corrected promptly at no additional cost, with repeated or material deficiencies potentially constituting grounds for suspension, default, or termination under the Agreement.

12. PERFORMANCE STANDARDS AND QUALITY CONTROL

The Contractor shall continuously maintain the staffing, supervision, quality-control procedures, supplies, and equipment necessary to satisfy the requirements of this Scope.

ACHD reserves the right to inspect and evaluate Contractor performance at any reasonable time.

Performance may be evaluated against:

3. Monthly service requirements;

4. Location-specific requirements;

5. Applicable requirements contained in the RFP; and

Completion of a task shall not constitute acceptable performance if the work was performed in a manner that does not satisfy the applicable quality or performance requirement.

A deficiency may include work that:

1. Was omitted or missed;

2. Was performed incorrectly;

3. Failed to comply with this Scope;

Upon notification of a deficiency, the Contractor shall promptly correct the deficient work at no additional cost to ACHD.

ACHD may establish a reasonable corrective-work method and completion timeframe based on the nature, operational impact, and severity of the deficiency.

The Contractor shall provide sufficient personnel, supervision, equipment, supplies, and other resources necessary to complete corrective work within the timeframe established by ACHD.

Repeated, material, or unresolved deficiencies may constitute grounds for remedies available to ACHD under the Agreement, including applicable suspension, default, or termination provisions.

Applicable SDS documentation shall be:

4. Identified maintenance or custodial concerns;

5. Corrective-work requirements; and

6. Other matters reasonably affecting performance of the Agreement.

16. PROPOSAL PRICING REQUIREMENTS

Proposers shall provide pricing in a format sufficient for ACHD to evaluate the cost of services by location and service category.

At a minimum, the proposal shall:

1. Identify custodial pricing by individual ACHD location, where applicable; and

2. Identify any separately priced service required by the RFP or this Scope.

Pricing shall account for all labor, supervision, equipment, transportation, Contractor-furnished supplies, administrative costs, overhead, and other expenses necessary to perform the services unless expressly stated otherwise.

A. Cost Schedule Pricing Clarifications:

1. BASE CUSTODIAL SERVICES BY LOCATION:

a. The unit cost per month for each location shall constitute fully burdened pricing and shall include all costs necessary to perform the Daily, Weekly, Monthly, Location/Site-Specific, inventory-control, security, administrative, corrective work, and all other routine requirements specified in the scope of work.

b. Prior to entering the Unit Cost per Month in the Cost Schedule, the Proposer shall review and verify all applicable Scope of Work requirements and costs associated with each location.

2. Fully Burdened Pricing:

a. Pricing shall include all labor, supervision, materials, supplies, equipment, transportation, overhead, administration expenses, and other costs necessary to complete performance of the required services.

14 | P a g e

3. ACHD – Furnished Materials:

a. The pricing shall exclude only those consumable products or materials specifically identified in the Scope of Work as being furnished by ACHD.

4. Corrective Work:

a. Costs associated with correcting deficiencies or incomplete Contractor performance shall not be separately invoiced and shall be considered included in the Contractor’s pricing.

5. Additional or Out-of-Scope Services:

a. Pricing for additional or out-of-scope services shall include all labor, supervision, inventory control, security, administrative costs, materials, equipment, and any other costs necessary to perform the authorized services. See Section 20 for additional requirements applicable to these services.

6. Pricing Verification:

a. The Proposer is responsible for reviewing the Scope of Work and verifying facility conditions, dimensions, access, service areas, and other conditions reasonably affecting pricing prior to submitting its proposal.

b. By submitting a Unit Cost per Month, the Respondent acknowledges that it has reviewed the applicable requirements for the location and has incorporated all required costs into its proposed pricing.

17. INSURANCE REQUIREMENTS

The Contractor shall maintain all insurance required by the Agreement throughout the period of performance.

Ada County Highway District shall be named as an additional insured where required by the Agreement.

Minimum insurance requirements include:

• Workers’ Compensation: Statutory limits

• Employer’s Liability: $1,000,000

• Commercial General Liability: $2,000,000

• Automobile Liability: $2,000,000

15 | P a g e

The Contractor shall provide certificates of insurance and other evidence of coverage in the form and manner required by ACHD and the Agreement.

18. PERFORMANCE BOND

The apparent successful proposer shall furnish ACHD with a 100% Performance Bond on forms acceptable to ACHD.

The successful proposer shall also provide proof of Workers’ Compensation insurance identifying ACHD as certificate holder.

The surety issuing the Performance Bond shall:

1. Have financial standing and a record of service acceptable to ACHD;

2. Be authorized to conduct business in the State of Idaho; and

3. Be listed on the applicable current Federal Treasury List.

The attorney-in-fact or authorized agent executing the Performance Bond on behalf of the surety shall provide a notarized copy of the applicable power of attorney demonstrating authority to bind the surety as of the date the bond is executed.

Where permitted by applicable Idaho law, the successful proposer may provide qualifying government obligations meeting the requirements of Idaho Code § 54-1926A in lieu of the Performance Bond specified herein.

19. JANITORIAL SERVICES BOND

The successful proposer shall furnish ACHD with a Janitorial Services Bond in the amount of $100,000.00.

Unless ACHD directs otherwise in writing, the Janitorial Services Bond shall be submitted for ACHD review and acceptance within five (5) calendar days following notice of award.

20. ADDITIONAL OR OUT-OF-SCOPE SERVICES

Services specifically requested or authorized by ACHD that are not otherwise included within the requirements of this Scope of Work shall be considered additional or out-of-scope services.

The Contractor shall not perform or invoice any additional or out-of-scope services without prior written authorization from ACHD in accordance with the Agreement. ACHD shall have no obligation to order, authorize, accept, or pay for any additional or out-of-scope services performed without such prior written authorization.

16 | P a g e

Pricing for additional or out-of-scope services shall be established in the Cost Schedule and incorporated into the resulting Contract. Such pricing shall include all labor, supervision, inventory control, security, administrative costs, materials, equipment, and any other costs necessary to perform the authorized services. The established pricing shall apply to services subsequently authorized by ACHD and is intended to avoid the need for a supplemental agreement or change order solely for the purpose of establishing pricing for such services.

Additional or out-of-scope services shall be separately invoiced in accordance with the Agreement. Payment shall be made only for services expressly authorized by ACHD and actually performed in accordance with the Contract.

The inclusion of pricing or a line item in the Cost Schedule does not constitute authorization to perform the services, guarantee any minimum quantity of work, or obligate ACHD to expend any portion or the full amount associated with the applicable line item.

Authorization of additional or out-of-service shall not:

1. Modify or relieve the Contractor of its obligation to perform regularly scheduled services required under the Contract;

2. Excuse, waive, or otherwise permit delayed, incomplete, or omitted routine services required under the Contract; or

3. Constitute a permanent modification of this Scope of Work unless such modification is expressly documented and authorized in accordance with the Agreement.

21. MANDATORY PRE-PROPOSAL FACILITY WALKTHROUGH

Because ACHD facilities differ in configuration, access, flooring, furnishings, operations, and other site-specific conditions, all proposers shall participate in ACHD's scheduled mandatory pre-proposal facility walkthrough before submitting a proposal, subject to the procedures established in the RFP.

Proposers shall use the walkthrough to evaluate conditions that may reasonably affect:

1. Staffing;

2. Labor requirements;

3. Equipment;

4. Cleaning methods;

5. Materials;

6. Facility access;

7. Service scheduling;

8. Productivity assumptions; and

17 | P a g e

9. Proposal regarding pricing.

Failure by a proposer to inspect or adequately familiarize itself with reasonably observable existing conditions shall not, by itself, relieve the successful Contractor of its obligations under the Agreement.

22. ORDER OF APPLICABILITY OF REQUIREMENTS

The requirements contained in this Scope are cumulative.

Location-specific requirements supplement the generally applicable daily, weekly, monthly, semiannual, security, supply, performance, and administrative requirements.

Unless expressly stated otherwise:

1. A location-site specific requirement does not eliminate a generally applicable requirement;

2. A stated minimum frequency does not prohibit the Contractor from performing work more frequently when reasonably necessary to meet the required performance standard; and

3. ACHD's acceptance of services on one occasion shall not waive the Contractor's obligation to comply with the Scope for future service periods.

All services shall be performed in accordance with the final executed Agreement and applicable procurement documents.
