About this file

This is an Addendum #2 Revision to a Request for Proposal (RFP) issued by the Ada County Highway District (ACHD) in Boise, Idaho, for FY27 Custodial Services. The RFP solicits competitive proposals from qualified firms to provide comprehensive custodial services across multiple ACHD facilities, including labor, supervision, equipment, materials, and supplies. Services are required at four locations: Meeker Headquarters (approximately 100,000 square feet), Franklin Traffic Operation Center Campus (approximately 67,000 square feet), Cloverdale Maintenance Campus (approximately 3,075 square feet), and Adams Maintenance Campus including Fleet Office and Sweeper Crew Maintenance (approximately 8,986 square feet). A mandatory pre-submission meeting and site walkthroughs are scheduled for Wednesday, September 2, 2026, at 9:00 a.m. at ACHD Headquarters, Sawtooth Boardroom, 5800 North Meeker Avenue, Boise, Idaho 83713. Attendance is mandatory and failure to attend will result in proposals being deemed non-responsive. Questions must be submitted by 4:00 p.m. on September 3, 2026, and all addenda will be issued by 4:00 p.m. on September 4, 2026. Sealed proposals must be submitted electronically through the ACHD eProcurement Portal by 3:00 p.m. on Wednesday, September 9, 2026, at which time proposals will be publicly opened via Zoom. The contract award will be based on evaluation criteria including proposal cost (5 percent weight), firm history and experience (25 percent weight), firm qualifications and key personnel (35 percent weight), project understanding and approach (30 percent weight), and past performance with ACHD (5 percent weight).

The pricing structure requires proposers to submit a unit cost per month for each location covering all daily, weekly, monthly, and location-specific custodial services, including inventory control, security, and administrative costs. This fully burdened pricing must include all labor, supervision, materials, equipment, and overhead necessary for complete service performance, excluding only those consumable products specifically identified as ACHD-furnished. A separate hourly rate for additional or out-of-scope services authorized in writing by ACHD must also be provided. The successful bidder may be required to furnish supply, material, payment, and performance bonds equal to 100 percent of the total contract value upon issuance of notice of award, and no bonds are required at the time of bid submission. The contract agreement must be executed within 15 days of award. The contract period covers 12 monthly billing cycles, and ACHD retains the right to place multiple orders throughout the agreement duration and may elect to extend the contract term. All information submitted becomes the property of ACHD, and respondents who are foreign entities must demonstrate appropriate authorization, registration, and compliance with Idaho laws prior to any award.
