About this file

This document is a Statement of Work (SOW) for the 1890 Research & Extension Mobile Technology Center, focusing on a satellite system replacement project. The scope involves purchasing a 1.2m Ku-Band DriveAway VSAT satellite antenna system, complete with installation, testing, and training services. The portable satellite system is designed to provide mobile internet services for remote program delivery, with specific requirements including a minimum of 10 Mbps download and 4 Mbps upload bandwidth, capability to connect to commercial Ku-band satellite coverage across U.S. territories, auto-acquisition functionality, and operation in challenging environmental conditions.

The system must meet detailed technical specifications, including auto-pointing capabilities, durability in wind up to 40 mph, waterproof components, and compatibility with remote troubleshooting protocols. Installation requirements mandate removing existing satellite systems without vehicle damage, configuring new equipment in a rack-mounted format, conducting comprehensive connectivity tests, and providing configuration files and user manuals. Additionally, Expedition Communications will be responsible for providing comprehensive training to 1890 Research & Extension PSA personnel, covering system setup, operation, maintenance, and developing supporting technical documentation for ongoing system management.

Statement of Work (SOW) Expedition Communications Support Services for 1890 Research & Extension Mobile Technology Center Satellite System Replacement

Scope of Work: The purpose of this Statement of Work (SOW) is to purchase a 1.2m Ku-Band DriveAway VSAT satellite antenna system and the services to install, test, and train on the new system. The antenna system will be installed on top of the Mobile Technology Center. The satellite system will be the operational (primary) system

1. Background: The 1.2m Ku-Band DriveAway VSAT satellite antenna system is a self-sustainable communication center designed to provide mobile internet services for remote program delivery. The satellite antennas include auto-pointing, Ku-band antenna system, a rack-mounted antenna controller, and a rack-mounted satellite modem.

B. REQUIREMENTS The requirements for the system, installation, and training are detailed below.

1. System Requirements: Expedition Communications shall provide a portable (i.e., flyaway) satellite system, including hardware, modems, and cables capable of transmitting/receiving network data. The system shall meet the following minimum requirements.

a. Shall provide a minimum of 10 Mbps download and 4 Mbps upload bandwidth.

b. Shall be capable to connect to commercial Ku-band satellite coverage within the Continental United States (CONUS), Hawaii, Alaska, Guam, Puerto Rico, and all other U.S. territories and protectorates.

c. Shall provide single-button “auto-acquisition” of desired satellite.

d. Shall provide auto-point movement to acquire satellite signal from any stationary position of the vehicle in a full 360-degree radius and 0-90 degree elevation.

e. Shall be rated to operate in winds of at least 40 mph while anchored.

f. Shall include a reflector and external components that are water proof and are durable for deployment in tropical and cold weather conditions and environments that may contain debris such as sand (e.g. coastal deployments).

g. Shall include an industry standard protocol that allows for remote troubleshooting (e.g. Remote Desktop, TeamViewer, or similar screen sharing functionality).

2. Installation Requirements. Expedition Communications shall install, configure, and test the antenna system. The following are the installation requirements:

a. Expedition Communications shall remove existing satellite systems without causing damage to the vehicle. If damage is caused during this process, the contractor shall take photos of the affected area, and repair the damage prior to installation of replacement system at no additional cost to the government.

b. Expedition Communications shall install and configure the new satellite systems. (e.g, modem, antenna control unit, etc.) shall be installed in a rack-mounted configuration similar to the existing system with the ability to allow operators to quickly access the control unit.

c. Expedition Communications shall install and conduct and verify a successful test of both the VoIP and data connectivity (full operational test) of the installed systems. Test shall include as a minimum that the system can successfully send an email, perform a bandwidth test on both upload and download that meets requirements, and conduct a phone call to an external unit.

d. Expedition Communications shall remove and dispose of all debris and material from the removal and installation.

e. Expedition Communications shall provide antenna system configuration files, set up procedures, user manuals, and recommended maintenance procedures/documentation upon completion of the installation.

3. Training Requirements: Expedition Communications shall provide training to 1890 Research & Extension PSA personnel on setting up, configuring, operating, and maintaining the system. The following are the training requirements:

a. Expedition Communications shall provide overview training on the system and provide hands-on training on the setup, operation and breakdown of all the equipment.

b. Expedition Communications shall provide technical training on basic preventative, troubleshooting, and corrective maintenance of the system.

c. Expedition Communications shall provide system technical guides, training materials, and recommended maintenance procedures to enable the 1890 Research & Extension PSA to develop its own processes, maintenance procedures, and guides to support the antennas.
