About this file
This Scope of Services document is for the City of St. Petersburg, Florida, detailing a comprehensive sound and paging system project for the Pier Head facility. The project requires furnishing all labor, materials, equipment, delivery, cabling, conduit, electrical work, permits, installation, programming, training, and documentation for a sound system covering all four sides of the Pierhead building. The system will include powered and passive speakers in multiple colors (grey, black, green) to cover different areas such as the west lawn, east fishing area, north walkway, and south walkway/cycle path/tramway. Additionally, the project encompasses an expandable paging and emergency messaging system that supports remote unified paging from the City Pier office, with capabilities for automated messaging from NWS weather alerts, AMBER alerts, and IPAWS.
The contractor must have a minimum of five years of experience in providing similar labor and materials, with the ability to obtain required insurance and bonding. The project will be completed during normal business hours (7 am to 5 pm, Monday-Friday), with work to commence upon full contract execution. The contractor will provide a single point of contact, training on system operation, O&M manuals, and will be available for additional training as needed. A one-year on-site warranty is included, and the system is designed to be expandable for future integration with additional locations like a children's play area or marketplace walkway. The existing infrastructure will be utilized, with no additional conduit, electrical work, or fiber optic cabling required beyond the current setup.

Furnish all labor and materials, equipment, delivery, cabling, conduit, electrical work, permits, installation, programming, training, shop and as-built drawings to provide a sound system at the pier head, expandable paging system which will allow high quality background music, louder amplified sound for special events, and support for paging and emergency messaging. The paging system shall include the equipment, delivery, cabling, all required permits, installation, programming, training, shop and as-built drawings and a minimum one-year on-site warranty.
Pier Head Sound System: Coverage will be required on all 4 sides of the Pierhead building as shown in Exhibit A. Each zone will need to be individually controllable and addressable. The system will be comprised of powered, passive speakers with sizing appropriate for the areas of coverage. A high-power linear column array speaker in grey will cover the west lawn area, with similar, smaller, passive speakers provided in black for the east fishing area and the north walkway area. The south walkway/cycle path/tramway will be covered with ground mounted speakers in green. All other equipment will be housed in a floor standing rack adjacent to the existing IDF/Electrical room on the ground floor of the building. A full-size rack will be provided with permanent power drawn from available circuits within the room.
Expandable Paging System: The paging and emergency messaging system will support remote unified paging from the City Pier office location. The paging system will include necessary components (a microphone paging station, server equipment etc.) to support paging, customized configuration for automated messaging from NWS weather alerts, AMBER alerts, and IPAWS (National Federal Emergency Messaging). The paging system will include expansion of the existing splash pad system to account for the remote paging system. The paging station will allow a user to page to one, several, or all locations on the pier and will need to be expandable as additional systems are added in the future (for example, a system in the children’s play area, or at the marketplace walkway).
2. General Assumptions and Exclusions:
• Power and Conduit: Contractor to verify existing fiber and power connections, no conduit, electrical work, fiber optic cabling is required in this space. Contractor will use existing power, fiber, and network connectivity.
