About this file

This Location Specification Sheet (LSS) is a service contract document prepared by the Michigan Department of Transportation (MDOT) Superior Region, Newberry Transportation Service Center, for janitorial and grounds maintenance services at the St. Ignace Welcome Center, a rest area located on northbound I-75 at Mile Marker 344 in Mackinac County, Michigan. The contract encompasses comprehensive janitorial services for 2,044 square feet of facility space, including daily restroom cleaning, lobby and entrance maintenance, storage area upkeep, and grounds cleaning. Grounds maintenance services include bi-weekly mowing of 1.6 acres, edging, and periodic services such as spring and fall cleanups, mulching (300 square feet), annual flower bed preparation and planting, and turf aeration. The facility contains two restrooms with six toilets, three urinals, and six sinks, along with trash receptacles, a drinking fountain, and a dog waste station. Staff is required to work during both summer (May 1 to October 31) and winter (November 1 to April 30) periods, with hours from 7:00 a.m. to 11:00 a.m. and 12:00 p.m. to 4:00 p.m. seven days per week. The contract has a three-year base term beginning December 1, 2026, and ending November 30, 2029, with two one-year renewal options available.

The bidder is required to submit completed pricing worksheets with monthly janitorial service rates, grounds maintenance cycle pricing, and periodic service costs. The contractor must supply all cleaning supplies and equipment according to MDOT's approved materials list, which includes specific product specifications for items such as toilet tissue, hand soap, urinal cartridges, floor cleaning solutions, protective equipment, and grounds maintenance tools including a snow blower, rotary floor machine, and wet-dry vacuum. The contractor is responsible for providing staffing with competitive wages to ensure reliable and professional attendance, with invoices submitted monthly to Jodie Postma at the Newberry TSC. MDOT provides replenishable supplies including paper towels, hand soap, feminine sanitary products, toilet tissue, trash can liners, hand sanitizer, and air fresheners. Additional services beyond the contract scope, such as emergency cleaning and infectious disease control procedures, may be performed at the contractor's quoted hourly and monthly rates respectively. The procurement contact is Mark Morrison, and the program manager is Kevin Gouza.
