About this file

This is a Location Specification Sheet (LSS) for janitorial, grounds, and snow removal services at the Clare Welcome Center/Rest Area (#634) operated by the Michigan Department of Transportation (MDOT) Mt. Pleasant Transportation Service Center. The facility, located on northbound and southbound I-127 at Mile Marker 160 near Clare, Michigan, serves approximately 1.2 million annual visitors across 10,000 square feet. Janitorial services require two attendants (one male, one female) present daily during regular hours, with summer hours (May 1 to October 31) extending until 9:00 p.m. on weekends and Fridays, and winter hours (November 1 to April 30) ending at 6:00 p.m. daily. Services include daily cleaning and disinfection of five restrooms (27 toilets, 10 urinals, 17 sinks), periodic deep cleaning on monthly and seasonal bases, grounds maintenance across 14.2 acres including mowing and edging, snow and ice removal for approximately 30 occurrences annually with 20 calls for emergency services, and specialized tasks such as mulching, annual flower bed maintenance, and aeration. The contract term is three years beginning October 31, 2026, and ending October 30, 2029, with two one-year renewal options available.

Bidders must complete comprehensive pricing spreadsheets covering basic janitorial services quoted monthly, periodic janitorial services quoted per service occurrence, grounds maintenance quoted per cycle and per service, and snow/ice removal quoted per occurrence. The contractor must supply all cleaning products, equipment, and tools from an MDOT-approved materials list specifying brands and quantities, including specialized items such as waterless urinal cartridges (Sloan WES160), rotary floor machines, snow blowers (minimum 4 HP), and a full array of EPA-approved cleaning chemicals. Replenishable supplies including paper towels, hand soap, toilet tissue, hand sanitizer, trash liners, and air fresheners are provided by the vendor, while all other cleaning supplies are contractor-supplied. Bidders must provide hourly rates for emergency cleaning services and monthly rates for infectious disease control procedures, demonstrate equipment availability at contract start, and commit to wage levels that ensure reliable, professional attendant retention. Invoices should be directed to Joe Grech at the Mt. Pleasant TSC (989-395-7136) with payment to the Accounts Payable office at 1212 Corporate Drive, Mt. Pleasant, Michigan 48858.
