DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C. 1 Performance Work Statement Ground Water Study 04_2

PERFORMANCE WORK STATEMENT for:

Building 1 Entryway Ground Water Study

NATIONAL INSTITUTE OF STANDARDS & TECHNOLOGY

United States Department of Commerce

325 Broadway

Boulder, CO 80305

12 January 2017

1.1 DESCRIPTION

Provide all labor, equipment, and materials to perform a hydrologic investigation on the areas to the north and east sides of the Building 1 entryway to determine the causes of the excess water in the area and recommend engineered solutions to mitigate detected problems to comply with current standards on the National Institute of Standards and Technology (NIST) site cited here in this document. The work is to be performed in accordance with this Performance Work Statement (PWS).

1.2 PURPOSE

The purpose of this project is to investigate the causes of excess water and poor drainage in the areas to the north and east sides of the Building 1 entryway and provide recommendations for corrective action. Specifically address the following issues:

Poor drainage of surface runoff contributing to the influx and retainage of excess water in the affected areas

Potential for leakage from existing storm water drainage ditches and irrigation supply ditch

Potential for underground sources of water from irrigation piping, potable water lines or natural springs

Subsurface conditions conducive to the movement of groundwater into, through or retention in the affected areas

The work will consist of the following:

Research of available information, to include historical documentation, topology, geologic and hydrologic data for the site

Installation of monitoring devices for ground or surface water as needed

Interpretation of subsurface conditions based on research, data collected from device installation and site observations

Evaluation of existing ditches potential for leakage

Assessing potential for water loss from underground water lines, irrigation systems, sanitary and storm sewer lines.

Provide a report summarizing the analysis of collected data, conclusions drawn from same and recommendations for corrective/remedial actions to mitigate the excess water at the affected site

Provide rough order of magnitude cost estimates for the corrective/remedial actions recommended as a part of the report

Provide copies of the report in written and electronic format

The work will be described in detail in the following section 1.4, “Summary of the Work” and must be code compliant as described in section 1.5 “Reference Standards,” safe, accessible, and easily maintainable. This PWS has been written in a manner that will allow the bidder to prepare a cost estimate for each of the areas of work described in this document independently from each other.

The contractor is responsible for the following:

Performing the work as described in this PWS;

Performing a site walk to fully understand the work required and the local conditions;

Preparing and following a site specific safety plan to be reviewed and accepted by NIST Safety Staff;

Performing a daily Job Hazards Analysis (JHA) for construction activities;

Performing all utility locates; and

Coordinating all work with the Contracting Officer’s Representative (COR).

PAGE 6 OF 21 SB134117RQ0193
