All offerors shall provide a firm-fixed price quotation for the following line items:
Line Item 0001: One (1) complete and fully operational continuous flow grout pump (CFGP) capable of pumping a cementitious material with maximum aggregate size of 4mm and meet all the requirements of the Statement of Work.
Statement of Work
Continuous Flow Grout Pump (CFGP)
Background
The Engineering Laboratory at the National Institute of Standards and Technology (NIST) is building computer-controlled crane system (RoboCrane) capable of dispensing a cementitious material with a maximum particle size of approximately 4 mm. This project requires a pumping device capable of mixing and pumping a continuous flow of material at a flow rate between 5
L/min and 60 L/min. The material flow must be free of pressure fluctuations such as those observed in a reciprocating piston style pump. The pump shall be capable of receiving dry cementitious materials, in powder form, and aggregates with a maximum size of 4 mm. The pump shall be capable of suppling a metered amount of water to the powder and sand and mix the components into a homogenous mixture that shall be pumped a distance of approximately 20 m to an elevation of approximately 5 m.
Objective
The objective of this acquisition is to procure a CFGP that will be located at NIST in
Gaithersburg, Maryland. The contractor shall provide one complete and fully operational continuous flow grout pump (CFGP) capable of pumping a cementitious material with maximum aggregate size of 4mm.
Specific Requirements
The CFGP, upon delivery to NIST, shall be able to meet the following requirements:
1. Pump a cementitious mixture of cement, sand, and water approximately 20 m to an elevation of approximately 5 m.
a. The flow rate of the mixture shall be adjustable between 5 L/min and 60 L/min.
2. The pump shall be capable of receiving the components of the mixture (cement and sand) in dry form and adding a metered amount of water (to be selected by the operator) and then mix the components to a homogenous mixture. The pump shall be capable of pumping this mixture to a location determined by the operator.
3. The pump shall be a continuous flow style. The pressure in the pumped cementitious mixture shall be free pressure fluctuations, such as those observed in reciprocating piston pumps, resulting from the moving mechanical components of the pump.
4. The pump shall be able to connect to existing power, water, and air supplies located in building 206 of NIST.
a. Power: 400 V, 50 Hz, 3 phase
b. Water: 2.5 bar through ¾ inch hose
c. Air Supply: 360 L/min at 4 bar
5. The pump shall be able to pump a mixture with a maximum aggregate size of 4 mm.
6. The pump shall be a wheeled unit and shall be able to me moved with the assistance of 1 –
2 people.
7. The pump shall be compatible with standard hose and accessory couplings used for pumping cementitious and grout materials
Warranty: 1 year for parts and labor.
Government Responsibilities
NIST will provide electrical and water connections as well as laboratory space for the grinder.
Training
The contractor shall provide all documentation necessary to install and operate the unit. NIST reserves the option to request an on NIST site or in Maryland demonstration of the instrument capabilities, with NIST providing needed specimens for testing.
Deliverables
Contractor shall deliver one concrete CFGP 4-6 weeks after receipt of award. Warranty coverage will be provided for a minimum of 1 year from the date of inspection and acceptance.
All documentations necessary to install and operate the unit shall be provided to NIST.
Evaluation and Selection Criteria
Potential candidates for purchase shall be evaluated based on the requirements outlined in the specific requirement section. Specifically, the ability to mix and pump a mixture of cementitious powder, sand (4 mm maximum size), and water approximately 20 m to an elevation of 5 m without pressure fluctuations resulting from the pump operation (measured by pressure sensors in a PVC pipe). The CFGP must be on a wheeled chassis and be able to be connected to existing
NIST supplied air, water, and power. If these criteria are met, the unit will be considered acceptable for purchase.
Inspection and Acceptance Criteria
Upon arrival to NIST, the unit will be inspected for damage during shipment. The unit will be accepted after a demonstration pump is preformed using NIST’s grout pumping station.
