The National Institute of Standards and Technology (NIST) is soliciting for a single award task order construction (SATOC) contract. NIST anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm fixed price task orders. NIST will use two-phase design-build source selection procedures in accordance with the Federal Acquisition Regulation (FAR) Subpart 36.3.

The Period of Performance (POP) is 60 months for the IDIQ, with Task Orders issued against it. The last Task Order must be issued during the POP of the IDIQ.

This requirement is being solicited using Full and Open Competition.

The Magnitude of Construction Cost is between $350 Million and $450 Million. The first task order is between $50 Million and $60 Million.

The North American Industry Classification System (NAICS) Code for this requirement is 236220, and the size standard is $36.5 Million.

Location of Project: 100 Bureau Drive, Gaithersburg, MD 20899.

THIS IS A REQUEST FOR QUALIFICATIONS ONLY, PHASE ONE (I) OF THE TWO

PHASE DESIGN-BUILD PROCESS. TECHNICAL AND PRICE PROPOSALS WILL NOT

BE ACCEPTED DURING PHASE I.

Up to three of the most highly qualified Design-Build firms will be selected for participation in the submittal of proposals for Phase two (II).

To be evaluated, firms must submit information in response to the criteria established in this Request for Qualification (RFQ).

Please see Clause 52.236-27 for date and location for the site visit for Phase I. Due to security requirements, firms should submit a list containing the first name, last name, company, and whether a US citizen (or country if foreign citizen) for all person(s) that will be attending the site visit not later than 11:00 A.M. Eastern Time, April 4, 2016 to Kandy Clark and Teresa Harris at kandy.clark@nist.gov and teresa.harris@nist.gov. In no event shall failure to submit a list prior to the time and date listed or the failure to attend the site visit constitute grounds supporting a protest or contract claim.

The Government is planning a site visit during which potential contractors may obtain a better understanding of the work required. Firms are strongly urged to visit this site, to fully inform themselves about the location and conditions under which the work is to be performed.

NOTE: IN ORDER TO BE ON TIME FOR THE SITE VISIT, FIRMS ARE ENCOURAGED

TO ALLOW ADDITIONAL TIME TO GET THROUGH SECURITY.

VISITOR CENTER INFORMATION TO ACCESS CAMPUS: When a Guest/Visitor checks in at the NIST Visitor Center and intends to drive into the campus, they will have to show two documents:

a Photo I.D. (State issued driver’s license, Federal I.D., or passport) and a Vehicle Registration card.

If a visitor/guest does not have a valid vehicle registration, they will be required to park at the Visitor’s Center and take the NIST Campus Shuttle. Visitors driving rental cars can show their rental agreement in lieu of vehicle registration.

During the conference, an opportunity to visit the site of the work will be offered to attendees.

Access to the interior of Building 245 is restricted to Government escort only and will require

PAGE 4 OF 119 SB1341-16-RP-0005

dosimetry for the group. Access will be restricted to the public and laboratory spaces that will not impact research operations at this site visit.

Firms are expected to satisfy themselves regarding all conditions that may affect the work required or the cost of contract performance. In no event shall failure to inspect the site and/or equipment constitute grounds for any protest or contract claim.

PLEASE NOTE: Effective July 21, 2014, under the REAL ID Act of 2005, agencies, including NIST, can only accept a state-issued driver’s license or identification card for access to federal facilities if issued by states that are REAL ID compliant or have an extension. Drivers’ licenses from the following states and territories will not be accepted for entry to NIST: Minnesota and American Samoa.

NIST currently accepts other forms of federally issued identification in lieu of a state-issued driver’s license, such as a valid passport, passport card, DOD’s Common Access Card (CAC), Veterans ID, Federal Agency HSPD-12 IDs, Military Dependents ID, Transportation Workers Identification Credential (TWIC), and TSA Trusted Traveler ID.

All questions for Phase I must be submitted via e-mail to Kandy Clark AND Teresa Harris at kandy.clark@nist.gov and teresa.harris@nist.gov, respectively, not later than 3:00 P.M. Eastern Time, April 13, 2016. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Offerors are cautioned that, notwithstanding any remarks, clarifications, or responses provided at the site visit, all terms and conditions of the solicitation remain unchanged unless they are changed by written amendment. It is the responsibility of each offeror, prior to submitting qualifications (Phase I) and/or a proposal (Phase II), to seek clarification of any perceived ambiguity in the solicitation or created by an amendment of the solicitation.

Firms must have an active registration in the System for Award Management (SAM) database at www.sam.gov and have completed the Online Representations and Certifications prior to contract award.

All contractor (and subcontractor) personnel proposed to be employed under this contract shall undergo National Agency Check and Inquiries (NACI) security processing by the Department’s Office of Security before being eligible to work on the NIST Gaithersburg campus. Once a favorable NACI determination is made, Building 245 project access will be limited to specific individuals trained and authorized through the Trustworthy and Reliability (T&R) process. Personnel will need to obtain a favorably adjudicated background investigation by the NIST Office of Security and Investigations (OSI) in accordance with 10 CFR Part 37 Subpart B. Please see CAR Clause 1352.237-70 for additional security information.

NOTE: The Architectural-Engineering (A/E) firm that prepared the performance requirements documents are not eligible to participate in this solicitation or resultant award. To prevent a conflict of interest, contractors submitting responses to this RFP are prohibited from teaming, partnering, subcontracting or engaging in any other business relationship regarding the building 245 Renovation project with the following firm:

STATEMENT OF WORK

1. Project Background

1.1. Project objectives-

National Institute of Standards and Technology (NIST) Gaithersburg, Maryland campus is a Research and Development (R&D) facility with 52 buildings located on a 574 acre site.

NIST develops, maintains and disseminates the measurement standards for electromagnetic radiation and radioactivity in the United States. Completed in 1964, Building 245 was the first research facility built on the NIST Gaithersburg Campus.

Purpose-built to accommodate the nation’s radiation physics research, this is a highly specialized facility with concrete shield walls nearly 10 feet thick and large subterranean program areas located in basement and sub-basement levels. This uniquely constructed facility continues to support radiation physics measurements and research and is highly valued for its unique physical characteristics. NIST is undertaking a significant modernization construction program to expand the radiation physics research laboratory capacity of the facility, renovate and upgrade existing building spaces to comply with current codes, and replace aged mechanical, electrical, plumbing and other infrastructure systems completely throughout the facility. The project objectives for this modernization require a strategy that executes all work in specifically sequenced phases to maximize continued occupancy and sustain uninterrupted research activities throughout the project duration.

The contractor shall provide a design and construction solution that meets the minimum design requirements within the Requirements Document for Building 245 Modernization, inclusive of contractor offered enhancements. The following additional points are of significant importance and the narrative of the proposed design and construction solution shall address each:

1.1.1. B/C Wing Building Addition: The Building 245 Modernization includes the design and construction of a major building addition to the east of the existing facility’s B Wing and C Wing. The design and construction solution shall provide laboratory research and support space for new programs as well as for existing programs that have been identified as priorities for relocation to new construction. The design and construction solution of the building addition shall strategically phase the relocation of as many existing occupancies as possible in order to provide unoccupied area suitable for renovation in subsequent phases. The design and construction solution shall produce an outcome which will minimally impact ongoing research activities.

The addition shall house a new mechanical plant capable of supporting the building addition and produce a design and construction solution that will have capability and capacity to also support as much of the existing facility as possible, in order to enable renovation progression to replace existing mechanical systems with service from the new mechanical plant. At a minimum the design and construction solution for new mechanical plant systems shall have sufficient capacity to serve the building addition and the existing facility’s B Wing areas currently served by the existing mechanical plants housed in the B Wing basement and sub-basement levels.

PAGE 13 OF 119 SB1341-16-RP-0005

The addition shall incorporate new infrastructure for public utilities that both service the addition and are able to extend services throughout the facility in subsequent renovation phases. Utilities included in this design and construction solution strategy include, but are not necessarily limited to:

• New electrical service, including emergency and UPS power backup systems.

• New fire detection and suppression systems.

• New steam and chilled water services.

At a minimum the design and construction solution for connected utilities shall be sufficient for full occupancy of the addition for the radiological science and operations as required in these documents.

1.1.2. D Wing Addition: The Building 245 Modernization includes the design and construction of a building addition to the existing facility’s D Wing. The design and construction solution shall provide expanded research space for the activities of NIST’s Ultraviolet Radiation Group, Group 685.02.

At a minimum the design and construction solution for connected utilities and environmental control systems (MEP) shall be sufficient for full occupancy of the addition for the radiological science and operations as required in these documents.

1.1.3. Mechanical Systems improvements for A Wing laboratory and spaces: The Building 245 Modernization includes the design and construction of a building addition within or adjacent to the existing facility’s A Wing to meet the HVAC demands of the laboratories and spaces. The design and construction solution shall provide complete new mechanical systems and air distribution ducted network to serve A Wing spaces, housed in new construction, building addition or expansion to existing designated spaces. The Contractor’s design and construction solution shall propose strategic options that integrate other work activities associated with the project objectives (such as sub-grade waterproofing) to minimize facility and utilities operational disruptions.

1.1.4. Renovations to the existing facility: The project shall include the complete phased renovation and modernization of the existing facility, including hazardous material abatement, exterior envelope improvements, replacement of interior finishes, replacement of existing mechanical, electrical and plumbing systems, installation of new fire suppression systems, and upgrades to bring the facility into compliance with Executive Orders for sustainability. The renovations shall include complete removal of all abandoned utilities and abandoned utility infrastructure

1.1.5. The project shall include waterproofing the below grade areas of the entire facility foundation structure. The Contractor shall develop a design and construction

PAGE 14 OF 119 SB1341-16-RP-0005

solution for excavation, de-watering and phased site management performance that sustains full occupancy for the radiological science and operational criteria as required in these documents. The design and construction solution shall include the protection or relocation of existing underground utilities, including the construction of temporary systems, structures and utility by-pass, in conjunction with the work phases.

1.1.6. The project shall include the demolition of the existing G Wing. The Contractor shall develop a design and construction solution for relocating the existing research occupancies in the G Wing and demolishing the G Wing to access building foundation structures below for waterproofing requirements. Portions of the G Wing have had radiological activities previously and are known to contain contaminated materials.

The demolition of the G Wing shall be performed in accordance with the Multi Agency Radiation Survey and Site Investigation Manual (MARSSIM) and the specific radiological safety, survey and operations as required by the full solicitation.

The Contractor’s design and construction solution shall propose strategic options that relocate the existing G-Wing research occupancies to a new building or addition within the operational and technical requirements of the Bldg 245 complex.

1.1.7. The project includes the demolition of the facility’s existing E Wing. The Contractor shall develop a design and construction solution for relocating the existing research occupancies in the E Wing. Portions of the E Wing have had radiological activities previously and are known to contain contaminated materials. The demolition of the E Wing shall be performed in accordance with the Multi Agency Radiation Survey and Site Investigation Manual (MARSSIM)and the specific radiological safety, survey and operations as required by the full solicitation.

1.1.8. The project shall follow the LEED Reference Guide for Green Building Design and

Construction 2009 Edition with addenda. The minimum requirement for the project(s) is to achieve a Silver level LEED Rating. The project, or multiple projects dependent upon the Design Build Contractor’s solution and certification strategy, are required to be registered with, and certified by the Green Building Certification Institute (GBCI). Solutions which conserve energy and improve occupant comfort are encouraged.

1.1.9. The project shall include a design and construction solution that includes pre design studies to establish existing conditions including, but not necessarily limited to, the presence and characterization of hazardous materials, levels of vibration resistance, and effectiveness of existing radiological shielding.

1.1.10. The project shall include a design and construction solution that establishes a concept design for the renovation of the entire facility, including proposed design and construction phases and the anticipated duration for each. The concept design shall provide the framework for planning each phase of the entire project, and shall be updated during each phase based on changing conditions and lessons learned.

PAGE 15 OF 119 SB1341-16-RP-0005

It is the Government's objective that these buildings have a minimum of 25-year useful operational life before a possible re-use/re-purpose or renovation requirement, to include normal sustainment, restoration, modernization activities and a 50-year building replacement life. Therefore, the design and construction shall provide an appropriate level of quality to ensure the continued use of the facility over that time period with the application of reasonable preventive maintenance and repairs that would be industry-acceptable to a major civilian sector project Owner. The site infrastructure shall have at least a 50-year life expectancy with industry accepted maintenance and repair cycles.

The Contractor shall follow this ethos in selection of the quality of materials and methods that will yield the most appropriate type of construction meeting all referenced codes, regulatory compliance and physical security requirements for the facilities based on occupancy and usage, (e.g. radiation physics research).

The Government is required by Public Law 102-486, Executive Order 12902, Executive Order 13514, The Energy Policy Act of 2005 (EPAct), UFC 4-030-01, and Federal Regulations 10 CFR 435 to design and construct facilities in an energy-conserving manner while considering the life cycle cost of facilities. It is a project objective that sustainability and energy performance are addressed in the development of the Campus and buildings.

The U.S. Green Building Council’s (USGBC) LEED (Leadership in Energy and Environmental Design) Green Building Rating System shall be used as the criteria for determination of the project’s compliance with sustainability standards. The building(s) shall follow LEED design criteria. Additionally, the Government desires that each design phase incorporate features that will accommodate future installation of renewable energy generation equipment for a sizable portion of the electrical power demand.

1.2 Project Building Wing Relationships: Building 245 consists of seven distinct “wings”, designated as A, B, C, D, E, F and G, which are arranged on seven separate floors; a sub basement, basement, first, second and third floors, as well as a mechanical attic and elevator penthouse.

Building organization is generally arranged by floor. The project shall sustain the functional relationships of the existing configurations to the greatest extent possible.
