Attachment I THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-83, effective July 2, 2015.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing. The small business size standard is 500 employees. This acquisition is being procured using full-and-open competition. Simplified acquisition procedures will be utilized.

Background Information The Material Measurement Laboratory’s Gas Sensing Metrology Group (GSMG) is committed to supporting the Global Atmospheric Watch (GAW) program, and the Clean Air Act. In order to satisfy these commitments, GSMG must have the capability to:

1. Accurately produce primary gravimetric standards (PSMs) that are traceable to the SI unit of mass the kilogram (kg);

2. Accurately verify the concentration(s) of the PSMs;

3. Accurately certify the concentration(s) of standards (SRMs, NTRMs, RGMs) underpinned by the PSMs.

The GSMG requires an FTIR Spectrophotometer to fulfill its mission.

Responsible quoters shall provide pricing for the following line item:

LINE ITEM 0001: Quantity one (1) FTIR Spectrophotometer to include Installation, Training, and a One Year Warranty

The FTIR Spectrophotometer shall be capable of meeting the following specifications:

· Spectral Resolution:1/16 cm-1
· Spectral Range:600 to 4600 cm-1
· Optics:Both purgeable by house N2 or vacuum ( to <1 mm Hg)
· Sample Compartment:Both purgeable by house N2 or vacuum (to < 1 mm Hg)
· Gas Cell:Volume ≤ 5.0 Liters, pathlength ≤ 20 meters
· Acquisition Time:At least 2 hours where the signal to noise ratio improves
proportional to the square root of the number of spectra co-added
· Software:Able to issue commands to FTIR from NIST customizedapplications (developed using e.g. LabView, VB, .NET).
The command sequence shall be: start spectrum collection;

signal when spectrum collection is complete; data export.

· Instrument Precision:See Table 2

The system must include an operations and maintenance manual covering proper operation, routine maintenance, and trouble shooting for the instrument and controlling software. The manual may be supplied in hard copy, electronic format, or both.

Installation The Contractor shall install the Infrared Fourier Vacuum Spectrometer on-site at NIST Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash.

Installation shall take place during normal business hours. Normal business hours are 8:30 a.m. to 5:00 p.m. Eastern Time Monday through Friday with the exception of Federal Holidays.

Training The Contractor shall schedule and conduct training for two (2) NIST Personnel, on-site at NIST Gaithersburg, MD. The training shall provide a thorough demonstration of all equipment functions, equipment operation, and basic troubleshooting. The training may be completed on-site at NIST immediately after installation and demonstration of specifications.

Training shall take place during normal business hours. Normal business hours are 8:30 a.m. to 5:00 p.m. Eastern Time Monday through Friday with the exception of Federal Holidays.

Warranty The Contractor shall provide, at a minimum, a one year warranty for the equipment. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon successful completion of delivery, installation, training, and the Government’s acceptance.

FACTORY TESTING & FACTORY TEST REPORT

All quoters shall submit a factory test report with its quotation. Test material for factory testing will be provided by NIST. Specifically, NIST will provide a gas standard for the purpose of demonstrating a detection limit of 10 ppb methane (in balance nitrogen or air) and 50 ppb carbon dioxide (in balance nitrogen or air).

Quoters must provide the Contract Specialist a written request to complete factory testing not later than August 19, 2015 5:00 p.m. Eastern Time. Quoters that fail to provide a written request by the provided deadline will not be considered for award.

DELIVERY

Delivery, installation, and training shall be completed not later than 90 days after award.

Delivery shall be made to NIST, Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899.

Delivery terms shall be FOB Destination. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

INSPECTION & ACCEPTANCE

NIST will complete inspection and final acceptance of the FTIR Spectrophotometer upon the Contractor’s successful completion of delivery, installation, and training.

As part of demonstration of specifications, the Contractor shall provide data demonstrating the minimum performance specifications identified herein. Testing shall include the following:

1. Detection limit of 50 ppb for CO2 in nitrogen or synthetic air (20.9% O2 / N2 balance). Demonstrated by the Absorbance height at 2361.2 ± 0.5 cm-1 (the λmax for CO2) of a 50 ppb CO2 NIST provided standard being at least 2.0 times more than the peak-to-peak noise in the spectral region of 2351 to 2371 cm-1.

2. Detection limit of 10 ppb for CH4 in nitrogen or synthetic air (20.9% O2 / N2 balance). Demonstrated by the Absorbance height at 3085.9 ± 0.5 cm-1 (the λmax for CH4) of a 10 ppb CH4 NIST provided standard being at least 2.0 times more than the peak-to-peak noise in the spectral region of 3076 to 3096 cm-1.

3. The signal-to-noise ratio (S/N) improves as the function of the square root of the number of scans co-added (N). The relationship of S/N to N shall be demonstrated by reporting the S/N (in the region 2900 to 3100 cm-1) at 0.5, 1.0, 1.5, and 2.0 hours of co-adding the spectra of nitrogen. The improvement in S/N shall increase a minimum of 1.8 times from 0.5 to 2 hours of co-adding (the expected improvement is 2.0 times).

The Contractor must supply the data collection parameters which, at a minimum, must be gas cell pathlength, resolution, number of scans, apodization, and total acquisition time.

NIST will be responsible for supplying all required test materials.

REQUIRED SUBMISSIONS

All quoters shall submit the following:

1. For the purpose of evaluation of Technical Capability:

Documentation and product literature, which clearly demonstrates that the equipment being quoted meets or exceeds the specifications, identified herein;

The quoter must supply data to support the performance requirements provided in its documentation and product literature. Specifically the quoter must support the following:

· Detection limit of 50 ppb for CO2 in nitrogen or synthetic air (20.9% O2 / N2 balance). Demonstrated by the Absorbance height at 2361.2 ± 0.5 cm-1 (the λmax for CO2) of a 50 ppb CO2 NIST provided standard being at least 2.0 times more than the peak-to-peak noise in the spectral region of 2351 to 2371 cm-1.

· Detection limit of 10 ppb for CH4 in nitrogen or synthetic air (20.9% O2 / N2 balance). For each performance requirement, the Contractor must supply the data collection parameters which, at a minimum, must be gas cell pathlength, resolution, number of scans, apodization, and total acquisition time.

2. For the purpose of evaluation of Price:

A firm-fixed price, FOB Destination price quotation for each identified line item;

3. The place of manufacture for the quoted equipment;

4. Quoters shall include a completed copy of the attached provision – Attachment II, “Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under Any Federal Law (Class Deviation) (March 2015)” with their quotation in order to be considered for award.

5. This is a open-market combined synopsis/solicitation for a FTIR Spectrophotometer as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotations shall include a statement regarding the terms and conditions herein as follows:

a. The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”

OR

b. The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:…”

Offeror shall list exception(s) and rationale for the exception(s)

Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.

6. The DUNS # for the quoter’s active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to be considered for award.

DUE DATE FOR QUOTATIONS

E-mail quotations are required. All quotations must be submitted, via e-mail, to Adam Powell at adam.powell@nist.gov.

Submission must be received not later than 5:00 p.m. Eastern Time on September 4, 2015. An e-mail quotation shall be considered received when it is received in the electronic inbox of Adam Powell.

EVALUATION CRITERIA AND BASIS FOR AWARD

The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, is the lowest price technically acceptable quotation.

Technically acceptable means that the quoted product meets all required specifications identified herein.

Price will be evaluated for reasonableness.

· Offerors must submit all questions concerning this solicitation in writing to Adam Powell, via e-mail adam.powell@nist.gov. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.
