STATEMENT OF WORK

TITLE: To purchase a gas chromatograph (GC) with a triple quadrupole mass spectrometric (MS) detector, equipped with an additional MS inlet allowing direct probe access to the MS source.

I. BACKGROUND INFORMATION

The Chemical Sciences Division (CSD), part of NIST's Material Measurement Laboratory, serves as the Nation's reference laboratory for chemical measurements and standards to enhance U.S.

industry's productivity and competitiveness, assure equity in trade, and provide quality assurance for chemical measurements used for assessing and improving public health, safety, and the environment. The CSD is responsible for development and characterization of Standard Reference Materials (SRMs) to enhance chemical measurement comparability within the U.S. and to provide a basis for measurement comparability with other nations. SRMs are provided to support clinical, food, environmental, fuel, metal alloy, cement, and advanced materials analyses. Research activities are geared toward improvement of measurement capabilities to address U.S. industry and government agencies' requirements for new measurement services and reference materials.

One of the tools available to the CSD for the characterization of SRMs and other complex samples is the gas chromatograph/mass spectrometer (GC/MS). Through its use of 15 m to 100 m long fused capillary columns, this instrument enables the separation of complex natural mixtures. In addition the mass spectrometer enables selective detection of specific target analytes as well as qualitative screening for non-targeted species. This type of instrument has been used for the characterization of SRMs including SRM 1950 Metabolites in Human Plasma, SRM 2779 Gulf of Mexico Oil, SRM 2378 Fatty Acids in Human Serum, SRM 3671 Nicotine Metabolites in Human Urine, SRM 3672 Organic Contaminants in Smokers’ Urine and SRM 3672 Organic Contaminants in Non-Smokers’ Urine. We currently have six GC/MS instruments in the Organic Chemical Measurement Science Group, and all are single quadrupole systems, suitable for routine to moderately challenging sample analyses. A gas chromatograph (GC) equipped with a triple quadrupole mass spectrometer (MS), currently not available in our laboratory, would enable more selective detection of targeted organic compounds in highly complex sample matrices including environmental (such as soils, sediments, and atmospheric dust) and clinical (serum and urine).

II. SCOPE OF WORK

The purpose of this procurement is to obtain a gas chromatograph/triple quadrupole mass spectrometer with source pressure readout (ion gauge or comparable), capable of both EI and positive and negative chemical ionization (CI). The system shall be equipped with both a GC and a direct probe interface, a liquid autosampler and a computer with associated instrument control, data acquisition and data analysis software. The GC will be equipped with both cool on-column and split/splitless injectors. The vendor shall install this system, provide training, a one year warranty, and maintenance and repairs for the entire system for 3 option years after the expiration of the warranty.

III. SPECIFICATIONS

The system shall meet or exceed the following minimum specifications:

1. Physical characteristics and instrument specifications:

a. The instrument shall be of a bench-top design (≤2 ft 5 in deep and ≤4 ft wide).

b. The instrument shall include a high capacity autosampler supporting ≥ 100 liquid samples at 1.5 mL each in a single unattended measurement. The sample introduction system shall be capable of injecting 0.2 to 5 µL into an on-column or a split/splitless injector.

c. The GC oven should be capable of sub-ambient temperatures of -40 °C to a maximum temperature of 450 °C and the two injectors (on-column and split/splitless) should be capable of tracking the temperature of the GC oven.

d. The MS shall have separate and permanently affixed GC and direct probe interfaces, be capable of electron ionization (EI), positive chemical ionization (PCI), and negative chemical ionization (NCI), and have a scan range of from m/z 20 to 1000, with a scan rate of > 15000 amu/sec.

e. The instrument shall include a computer, monitor, instrument control and operation software to perform independent precursor ion scan, product ion scan, and neutral gain scan. For elaboration, a neutral gain scan yields a spectrum formed of all precursor ions that have undergone a selected m/z increase corresponding to the mass of a particular neutral species divided by the charge number of the precursor. The ions detected are the product ions produced by gain of a preselected neutral species mass following ion/molecule reactions of the precursor ions with a reactant gas in a collision cell. The computer used for instrument control and data acquisition shall be new OEM equipment, with a Microsoft Windows 7 operating system. The system shall include an i7 processor or faster, at least 16 Gb RAM, six or more USB ports, a 2 Tb hard drive, and a licensed copy of Office 365. The computer system shall also consist of one

(1) 24-inch monitor with a minimum resolution of 1680 X 1050 dpi. The computer system and monitor shall not consist of any refurbished materials. Data reporting (e.g., integrated peak areas) shall be exportable to Microsoft Excel for subsequent processing.

f. The contractor shall provide one (1) electronic copy in PDF format of the operations and maintenance manual covering proper operation, routine maintenance, and trouble shooting for the instrument and controlling software to the NIST Technical Point of Contact (TPOC).

2. Minimum performance specifications for triple quadrupole mass spectrometer The instrument shall meet the minimum performance specifications in Table 1.
