Statement of Work/Specifications Request for Quotation: SB1341‐15‐RQ‐0417

1. Background

The Engineering Laboratory at the National Institute of Standards and Technology (NIST) is currently enhancing its materials and structural testing capabilities by outfitting the structural reaction floor

(strong floor) laboratory in Building 226 with a new turnkey system that includes both a state‐of‐the‐art

Hydraulic Power Distribution and Control System (HPDCS) and an integrated servohydraulic load frame

(SLF). The facility is equipped with a set of reconfigurable steel reaction frames on which to mount hydraulic actuators and to provide stability during specimen testing. Expansion of the facility to include modular, reconfigurable reaction walls is envisioned in the future. The facility is not currently equipped with an HPDCS, but an existing inventory of more than a dozen servo‐controlled hydraulic actuators is currently available, along with four single‐station MTS Hydraulic Service Manifolds. The National Fire

Research Laboratory (NFRL) at NIST has an existing HPDCS that was purchased in 2010 from MTS

Systems. The new HPDCS will not be part of the NFRL system. However, the specifications for the new

HPDCS seek to ensure compatibility with the existing NFRL system to the extent possible, and system components that can be interchanged between the two systems are preferred. When operational, the new HPDCS will provide the capability to perform controlled experiments on full‐scale structural sub‐ systems and components using the existing hydraulic actuators. The SLF will provide the capability for both static and dynamic uniaxial testing of materials and structural components. The HPDCS will provide hydraulic power and control of force and motion for the hydraulic actuators and for the SLF. This facility will allow researchers to study the response of materials, structural components, and full‐scale structural sub‐systems to demands resulting from progressive collapse, earthquakes, and other diverse structural loads. Research performed in this facility will help to provide the technical basis for the development and improvement of codes, standards, and practice governing the design of buildings and other structures.

2. Objective

The Contractor shall furnish the necessary personnel, materials, equipment, and services to fabricate, install, and test one HPDCS and one integrated SLF. This statement of work is for the acquisition of the

HPDCS and SLF to be installed in Building 226 at NIST in Gaithersburg, MD. The HPDCS shall include a hydraulic power unit, controller, and hydraulic distribution system necessary to implement structural loading using existing servo‐controlled hydraulic actuators owned by NIST. The HPDCS shall also provide hydraulic power and control for the SLF. NIST envisions an HPDCS that is flexible and can be reconfigured easily to accommodate a variety of loading conditions and test scenarios.

3. Specific Requirements

The Contractor shall provide the equipment, materials, and labor necessary to implement a turnkey system comprising a reconfigurable HPDCS and an integrated SLF. This system shall meet the technical requirements as specified below. This statement of work includes technical requirements containing configurations for four (4) packages where Package 4 is the preferred configuration, and Packages 1, 2, and 3 include more limited features or capacities. An individual response is requested for each of the four (4) packages. The basic requirements for each package are summarized in Table 1, and detailed requirements for each component of the system are described in the following subsections. The

Government will select only one of the four (4) Packages for award.

3.1 Hydraulic Power Distribution and Control System (HPDCS)

This requirement is for a reconfigurable HPDCS capable of providing hydraulic power and control of force and motion for the SLF and for a set of existing servo‐controlled hydraulic actuators owned by

NIST. The HPDCS shall include a hydraulic power unit (HPU), a controller, and a hydraulic distribution system for connecting the system to the SLF and the hydraulic actuators. Specific requirements for each of these components are given the following subsections. The system shall allow for reconfiguration and/or relocation of the actuators as needed. The system shall be capable of pressurizing and controlling at least six actuators simultaneously and shall be expandable to allow for pressurization and control of a larger number of actuators at a future date. Specific requirements for expansion capabilities of the HPU and the controller are given in Sections 3.1.1 and 3.1.3, respectively. Loading will be essentially static in most cases, but the HPDCS shall be capable of achieving dynamic loading that meets the requirements specified in Section 3.2 for the SLF.

The existing inventory of double‐acting, double‐ended hydraulic actuators at NIST includes six actuators manufactured by MTS and eight actuators manufactured by Shore Western (see Table 2).

3.1.1 Hydraulic Power Unit (HPU)

The HPU shall supply hydraulic fluid at an operating pressure of 3000 psi and shall include a relief valve to ensure that the output pressure does not exceed 3300 psi. The HPU shall provide full‐flow filtering of the hydraulic fluid with a filter size of 3 microns or less. Automatic monitoring of filter cleanliness shall be provided. The HPU shall incorporate a corrosion‐resistant heat exchanger that can be connected to

NIST physical plant‐supplied chilled water to maintain proper operating temperature of the hydraulic fluid. The HPU shall provide an enclosure in which three or more individual pump modules (pumps) can be installed. Each individual pump shall have a flow capacity of at least 30 gal/min but not more than 40 gal/min, allowing for a total flow capacity of 90 ‐ 120 gal/min with three pumps installed. All pumps, including expansion pumps to be purchased later, shall fit within a single enclosure, with a shared supply of electricity. A single inlet connection and a single outlet connection shall be required for chilled water.

To reduce electrical power consumption and chilled water requirements, the HPU shall include a run‐on‐ demand capability that activates individual pumps as needed and distributes working hours between the pumps. When the HPU supplies power to the SLF alone, which is expected to occur frequently, only one pump should be activated to meet the flow requirements of the SLF. The HPU shall have a hydraulic fluid reservoir with a capacity of at least 220 gallons. The HPU enclosure shall provide sound attenuation, and the noise rating for the HPU shall not exceed 70 dB(A). To comply with space limitations in the room adjacent to the structural reaction floor (the preferred location for the HPU, as shown in Figure 1), and to minimize obstruction of anchor points should the HPU need to be placed on the structural reaction floor, the footprint of the HPU shall not exceed 120 in by 48 in. Width dimensions of less than 48 in are preferred.

The preceding HPU requirements apply to all four packages. Requirements specific to each package are as follows (see Table 1). Package 1 requires a single pump with a flow capacity between 30 gal/min and

40 gal/min; for Package 1, the run‐on‐demand capability shall be included, to accommodate multiple pumps in the future, but shall be deactivated initially. Packages 2, 3, and 4 require two pumps with a total flow capacity between 60 gal/min and 80 gal/min; for these packages, the run‐on‐demand capability shall be activated.

Figure 1. Plan view of structural reaction floor area showing two alternative locations for the servohydraulic load frame and a possible layout of the hydraulic distribution system with hard piping

3.1.2 Hydraulic Distribution System

Requirements for each of the four packages are summarized in Table 1. Packages 1 and 2 include a hydraulic distribution manifold with four input/output stations located near the HPU, no hard piping, one two‐station hydraulic service manifold (HSM), and flexible hydraulic lines to connect the system to the hydraulic actuators. Package 3 includes hard piping with four input/output stations, no hydraulic distribution manifold, one two‐station HSM, and flexible hydraulic lines. Package 4 is the same as

Package 3, except that it includes two two‐station HSMs. The hard piping used in Packages 3 and 4 would have a total length of approximately 50 ft and would be mounted near the wall along one side of the structural reaction floor (see Figure 1). The Contractor shall provide and install the necessary piping supports as part of the installation of the hard piping. The size of the hard piping (Packages 3 and 4) shall be appropriate for both the initial flow capacity of the HPU (60 ‐ 80 gal/min) and for the total flow capacity of the HPU with three pumps installed (90 ‐ 120 gal/min). For all packages, the two‐station

HSMs shall allow for independent control of each station, and each station shall be able to provide a flow capacity of 40 ‐ 50 gal/min with an accumulator volume of 1 quart. All packages shall include sets of flexible hydraulic lines sufficient for simultaneous control of six actuators distributed at various locations, and the lengths of the flexible hydraulic lines shall be sufficient to place an individual actuator at any desired location on the structural reaction floor (see Figure 1).

3.1.3 Controller

Requirements for the controller are the same for all packages and are summarized in Table 3. The controller shall be capable of independently controlling at least six servo‐controlled hydraulic actuators at the same time, one of which is the actuator of the SLF. The assignment of these six control channels to independent test stations shall be reconfigurable, with a minimum of four test stations. The controller chassis shall allow for future expansion through the installation of additional controller modules. The number of control channels shall be expandable to at least 14, and the number of independent test stations shall be expandable to at least eight. The controller shall allow for control of each actuator based on a measured quantity (e.g., load, displacement, or strain) or a calculated variable

(e.g., a calculated rotation). The controller shall allow for control of loading using general, user‐defined loading histories. The controller shall be capable of controlling the HPU, one or more HSMs, and the SLF.

Additionally, the controller shall be able to interface with National Instruments data acquisition systems such that the data collected through both systems is time synchronized. To comply with NIST requirements for Information Technology security and purchasing, no personal computers (PCs) shall be included in this purchase. The controller shall allow for networked connections of multiple external PCs provided and configured by NIST, so that a separate PC can be dedicated to controlling each independent test station. Software compatible with Microsoft Windows 7 (or a later version if supported by NIST) shall be provided by the Contractor for a minimum of two PCs, to enable use of the controller to create and run independent tests using the hydraulic actuators and the SLF. A perpetual license to the software shall be provided, so that no licensing fees shall be required to continue using the software in future years. A software maintenance and updates contract shall be included for one year from the date of acceptance by NIST, and the option of extending this contract for one (1) additional year shall be provided, as specified in Section 10. All electrical and networking cables required to use the controller as specified shall be provided by the Contractor.
