National Institute of Standards and Technology
Cloud Email and Collaboration Services Statement of Work
I. Background
The National Institute of Standards and Technology (NIST), Office of Information Systems Management (OISM) is leading a Department of Commerce (DOC)-wide procurement effort to acquire email and collaboration services as Software as a Service (SaaS) from a commercial provider of Cloud Computing services and software. The Federal Government has instituted a Cloud First policy to exploit the benefits of Cloud Computing. In being compliant with this policy, DOC will evaluate safe and secure cloud computing options before making any new IT investments.
The DOC technology landscape is innovative, rich, and diverse. Obtaining cloud-based email and collaboration services are cornerstone initiatives for DOC. The Department of Commerce is striving to use collaborative tools that are standards-based, browser-agnostic, interoperable, and multi-platform to support the diversity of computing platform environments used at DOC. DOC will investigate and aggressively move toward the adoption of cloud-based email and collaborative tools that provide or enable new capabilities to staff.
DOC is pursuing the acquisition of a cloud-based solution with an integrated suite of tools and capabilities that allow the government to transform the way business is conducted today, by increasing employee productivity and collaboration, while also ensuring appropriate security and privacy safeguards. These services must be provisioned in a cloud solution that include email, calendaring, archiving/e-Discovery, instant messaging, desktop video conferencing, and web-based collaboration.
The cloud-based solution must:
Provide features, functionality and capabilities that meet industry performance and interoperability standards and utilize best practices
Offer the necessary redundancy, resiliency, and contingency capabilities to ensure service availability that meets DOC’s current and future needs
Provide a secure information system environment that complies with all required federal regulations and DOC agency specific security requirements
Leverage standard commercial service offerings that will require minimum software and/or service development work
Ensure data portability to another cloud platform upon contract completion/termination
Ultimately, the new e-mail and collaboration system will meet industry performance standards, offer the necessary redundancy and contingency features to meet DOC’s needs, and provide state-of-the-art technology enhancements to improve user experience and minimize service disruption. The ideal solution will involve no software development work and minimal integration effort past implementation. This Statement of Work outlines DOC’s requirements for a cloud email and collaboration service.
