About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source justifying a sole-source procurement from Science Engineering Associates, Inc. (SEA). NASA Glenn is seeking to procure Isokinetic Probe and WCM2000 Probe repair and maintenance services with an estimated performance period of 12–16 weeks after receipt of order (ARO). The total estimated cost of the effort is redacted in the document.

SEA is identified as the sole source because it is the original equipment manufacturer and exclusive holder of patents, proprietary data rights, and technical drawings for the Isokinetic Probe (IKP), hot-wire probe/ice crystal detector, Farm Modules, custom cable connectors, and the associated Interface Control Document (ICD). The requested scope includes spare power supplies, tip welding and machining, spare Farm Modules and cable connectors, breaker box repair, single-element shroudless test rigs, the Extended ICD, new Licor equipment in a custom enclosure, 220V variacs for IKP de-ice, and installation of dome and mast heaters on IKP2. No interoperable or interchangeable equivalents are available from other vendors. Using an alternate vendor would require complete reverse-engineering and re-qualification of proprietary, patented instrumentation over multiple years, which would jeopardize funded Icing Research Tunnel (IRT) testing under the SFD project and TTT project milestones. The document was signed on 8/6/2026.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Science Engineering Associates only for Isokinetic Probe and WCM2000 Probe Repair and Maintenance. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12-16 weeks ARO.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Science Engineering Associates, Inc. (SEA) is the sole source solicited because SEA is the original equipment manufacturer (OEM) and only manufacturer of the instrumentation and associated components covered by . SEA is the only manufacturer of the Isokinetic Probe (IKP) and the hot-wire probe / ice crystal detector, which are the core instruments being maintained, spared, and upgraded under this quote. SEA holds patents, proprietary data rights, and exclusive design and technical drawings for these components, including the IKP, the Farm Modules, the custom cable connectors, and the associated Interface Control Document (ICD). The equipment being serviced is existing NASA Glenn government property that was originally designed, built, and supplied by SEA.

The requested effort—spare power supplies, tip welding and machining, spare Farm Modules and cable connectors, breaker box repair, single-element shroudless test rigs, the Extended ICD, the new Licor in a custom enclosure, the 220V variacs for IKP de-ice, and installation of the dome and mast heater on IKP2—constitutes maintenance, spares, repair, and upgrades to this existing SEA-manufactured system.

The Extended Ice Crystal Detector is not offered by any other vendor; the standard Ice Crystal Detector is itself a proprietary SEA product, and only SEA can produce an extended version compatible with the existing installed instrumentation. All items are engineered to interface with the existing SEA hardware and its proprietary ICD; no other vendor has access to the proprietary technical data required to produce compatible components. Because SEA is the OEM and holds exclusive proprietary rights, patents, and technical data for this instrumentation, SEA is the only entity capable of providing these parts, repairs, and upgrades in a manner that is compatible with the existing calibrated, government-owned system.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Using another vendor or brand would have severe adverse impacts and is not a viable option. Because SEA holds the exclusive proprietary designs, patents, and technical data—and controls the associated ICD—no alternate vendor's product would function with the existing system at all. There is no

Page 2 V2.0 3-15-2017 interoperable or interchangeable equivalent available. Introducing non-SEA components would break compatibility with the existing SEA-designed instrumentation and interfaces, and would compromise measurement consistency and calibrated data continuity, making this option infeasible. Sourcing from any other vendor would require reverse-engineering and complete redesign and re-qualification of proprietary, patented instrumentation, Redesign and re-qualification through an alternate vendor would take years, which is untenable given current mission needs. NASA Glenn has upcoming Icing Research Tunnel (IRT) testing under the SFD project (funded) that requires these probes, as well as TTT project milestones that depend on the single-element test rigs. A multi-year delay to obtain functionally equivalent hardware from another source would directly jeopardize these funded test campaigns and program milestones. An alternate vendor would cost hundreds of thousands of dollars more, take years longer, and still would not produce compatible, functioning equipment. Accordingly, SEA is the only source that can meet the Government's requirement.

ADDITIONAL COMMENTS:

This is a sole-source procurement from the OEM for proprietary, patented instrumentation that is existing government property. The requested items are maintenance, spares, repair, and upgrades to the installed SEA system and are required to support funded IRT testing (SFD project) and TTT project milestones.

SEA's quoted lead time is 12–16 weeks ARO;
