About this file
This is a Recommendation and Determination to Solicit from One Source form from NASA Shared Services Center, requesting approval for a sole source procurement from Honeywell for Miniature Inertial Measurement Unit (MIMU) Vibration Testing. The period of performance is February 1, 2025 to October 1, 2025.
The justification states that Honeywell is the only vendor capable of providing this testing since they design, manufacture, qualify and sell the MIMU. The testing requires examining the MIMU's response and performance under vibration environments, which must be conducted in Honeywell's facilities with their technical insight, oversight and recently calibrated rental equipment. Using another vendor would prevent NASA from obtaining the critical test information needed for risk reduction activities for this mission. The form is dated December 5, 2024 and appears to be version 2.0 from March 15, 2017.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Honeywell only for Miniature Inertial Measurement Unit (MIMU) Vibration Testing. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 2/1/25 – 10/1/25.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The purpose of this test is to examine the response and performance of the Honeywell MIMU under vibration environments. Since the MIMU is designed, manufactured, qualified, and sold by Honeywell, a MIMU must be used in their test facilities to perform this test activity. Honeywell is the only vendor that can provide the technical insight, oversight, and facilities to support complex testing activities on Honeywell products. Additionally, sourcing from Honeywell allows for recently calibrated rental agreements for well maintained and calibrated MIMU use directly controlled by the manufacturer, which other vendors cannot.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another vendor is attempted to be used, NASA would not be able to complete the required testing and get the critical information required as an outcome of this activity. This would directly impact the risk reduction activities planned for this particular mission.
