About this file
This document is a Statement of Work (SOW) for instrumenting a B-200 aircraft from Dynamic Aviation with the necessary instruments and sensors to implement a fast-response, high-frequency in-situ winds measurement system. The contractor shall scope out the required instruments and sensors, provide the inertial navigation system, develop the data acquisition and storage coding, perform lab testing to validate requirements, and work with Dynamic Aviation to install the new hardware on the aircraft. The testing is planned to be completed in early fall 2024 to support future test flights of the new in-situ winds measurement instrument in late 2024/early 2025. The work will be performed at NASA Langley Research Center and Dynamic Aviation in Bridgewater, VA.
The related federal contract opportunity is for the procurement of a GNSS-Inertial instrument (AVX-210) unit, which is identified as a sole source requirement by the National Aeronautics and Space Administration Shared Services Center.

STATEMENT OF WORK
1. Objective/Requirements Instrument a B-200 aircraft from Dynamic Aviation with the instruments and sensors necessary to implement a fast-response, high-frequency in-situ winds measurement like the ones currently in place on several NASA aircraft including the Wallops P-3 Orion. Items will be placed on a removable radome that can be used on other B-200 aircraft in the future.
2. Characteristics, Scope, and Specs
The contractor shall perform the following duties:
• Scope out the instruments and sensors that are necessary for the new in-situ winds system.
• Provide the inertial navigation system that will be used for the system and is capable to being backwards compatible with existing wind measurement instruments currently utilized by the group at NASA Langley.
• Provide the coding necessary to acquire and store the data that is collected.
• Perform lab testing of the new hardware and validate that it meets the requirements.
• Work with Dynamic Aviation to install new hardware onto the supplied radome and in the cabin of the test aircraft.
• Complete testing in a timely manner to support future test flights of the new in situ winds measurement instrument in late 2024 / early 2025
3. Place of Performance NASA Langley Research Center and Dynamic Aviation in Bridgewater, VA
4. Period of Performance Testing shall be performed in early fall 2024 based on timely acquisition of instruments and sensors for test flights to be done in late 2024 / early 2025.
