About this file
This is an Intent to Award Sole Source document issued by the South Carolina Department of Corrections for the procurement of SAS Institute, Inc. software license renewal and support services. The solicitation (Number 5400025413) was issued on May 22, 2022, with Myrtle K. deWerdt serving as the Procurement Officer. The contract term is structured as an initial one-year period from June 5, 2023, through June 4, 2024, with four automatically renewable one-year options for a potential total contract period of five years through June 4, 2028. The response deadline for this sole source award is June 5, 2023, at 10:00 a.m., with responses to be submitted to the SC Department of Corrections Purchasing Branch at 4530 Broad River Road, Columbia, South Carolina 29210.
The SC Department of Corrections asserts sole source justification based on its operational dependency on SAS software to generate critical information reports across all databases, including financial, personnel, inmate management systems, and jail management databases. The department indicates that without this software, hundreds of production reports currently written for mainframe, AIX, and Windows environments would cease to function and would require complete rewriting in alternative statistical software packages. The procurement officer notes that SAS maintains compatibility with the SCDC and State CIO mainframe environment, making it essential to current operations. The notice was posted in the South Carolina Business Opportunities (SCBO) for the required 5-10 business day period, and protests must be filed with the Chief Procurement Officer within specified timeframes as outlined in Section 11-35-4210 of South Carolina Code.
