#ReferenceQuestionResponse
1Can you tell me if there is an incumbent contractor currently performing
work for this requirement? If so, could you please provide their company name and contract number? This is a new requirement.
2Is this a new requirement or is there an incumbent for
the effort. If yes, could you please provide the Contractor's name and the contract ID?This is a new requirement
3Can DRL share all Questions and Answers submitted by all offerors? All questions submitted by potential bidders and the corresponding Government answers will be provided.
4Can DRL provide the illustrative list of countries where the team
will conduct the fieldwork? The list will be compiled between contractor and

DRL post-award.

5In order for the offeror to estimate an accurate travel budget
and therefore provide the best value to the government, can DRL specify if the fieldwork in Sub-Saharan Africa will be in East, West, Southern Africa or in multiple regions of Sub-Saharan Africa?Southern Africa.
6What would be the anticipated length of travel for each trip? The anticipated length of travel will be finalized with

DRL post-award.

7Can DRL please clarify the definition of COI? For example, because the International Gay and Lesbian Human Rights Commission (IGLHRC) is part of the Dignity for All Consortium, would a consultant who formerly for IGLHRC be ineligible? Would a consultant who currently consults for IGLHRC be ineligible? It is incumbent upon the offeror to disclose all clear and potential Conflicts of Interest (COIs), and propose how they will resolve those conflicts.
8What is the anticipated ceiling for this effort? This information will not be provided to the offerors.
9As the specific countries are not named in the scope of work, will DOS please confirm that the identification of local consultants shall occur post contract award?Yes.
10The SOW states that the evaluation will collect data in 2 - 3 countries
per region that will be identified with DRL upon award. Can DOS please clarify whether the number of countries will be decided with DRL upon award or is it up to the Contractor’s decision? The number of countries will be decided by DRL

post-award.

11Can DOS clarify how (the process by which) the exact countries will be
identified between the offeror and the Contractor post-award?The exact countries will be identified in consultation with the successful offeror based on internal priorities and active and past programs.
12Can DOS clarify the criteria that will be used to determine in which countries fieldwork will be conducted? The criteria will be based on projects identified during desk review and in consultation with DRL post-award.
13RFP Pg. 8 & 10DRL has noted the responsibilities of the Senior Evaluator, Mid-Level Expert(s), and Local Consultants on pgs. 8 - 10 of the SOW. Can DRL please clarify the anticipated responsibilities of the project manager and junior support staff? The Offeror shall propose a team structure that will allow for appropriate project management. (Suggested team includes both evaluation experts and appropriate administrative support.)
14RFP Pg 8 & 10On pg. 8 of the SOW, DRL notes that “there is flexibility to propose an alternative staffing structure with proper justification.” Additionally, DRL notes on pg. 10 of the SOW that “The level of effort for the LGBTI expert should be no more than 130 person days.” Can DRL confirm that if an offeror proposes more than one LGBTI expert, EACH expert will have 130 person days of LOE?130 person days total.
15Given the breadth of fieldwork activities, can the offeror propose a different staffing plan for fieldwork? (i.e. sending more than 1 key personnel to conduct fieldwork?)Yes.
16RFP Pg 11 & 22On pg. 11 of the SOW, DRL notes that “The period of performance for the evaluation shall not exceed 12 months.” However, on pg. 22, DRL says that “The overall evaluation should last no more than 6 months.” Can DRL confirm that there is a 12 month time limit for the GEF evaluation, and a 6 month time limit for the Dignity for All evaluation? The period of performance shall be as stated on Page 11 of the SOW. The Government shall revise pg. 22 to state "The overall evaluation will last no more than 12 months."
17Can DRL explain the intended timing of the Eastern European field work and pilot in relation to the finalizing of the strategic plan and final report? The Eastern European field work and pilot will be in advance of finalizing the strategic plan and the final report.
18Can the offeror propose the evaluations with subsequent periods of
performance, rather than concurrent? The project shall be structured in a way that maximizes efficiencies and avoids

duplication of effort.

19Given the timeline of deliverables in the SOW, can the offeror expand the period of performance to 18 months? No. The period of performance shall remain 12 months.
20Can DRL confirm that this contract will be evaluated as
“Best Value”?Confirmed. This procurement will be evaluated on a

"Best Value" basis.

21Pg 48Can DRL confirm that the ‘Cross Reference Matrix’ on pg. 48 was
included in the preparation instructions as an error?Confirmed. "The Cross Reference Matrix" reference

on pg 48 shall be removed.

22RFP Pg 48 & Pg 12On Pg 48, DRL says that “Each resume shall be limited to 1 page.” However, on pg. 12 of the SOW, DRL says that “Three page resumes for all proposed staff are also required and do not count towards the page limit.” Can DRL please clarify this discrepancy? The reference on pg. 48 shall be revised to state "Each resume shall be limited to 3 pages." The three pages will not count towards the page limit.
23On pg. 48, DRL notes that the offeror can propose “no more than one additional key position should the offeror care to do so.” Can DRL confirm that there should be no more than 3 key personnel (2 Senior M&E Experts and 1 Mid-Level expert OR 1 Senior Evaluator and 2 Mid-Level experts) in the proposed staffing structure? The offeror shall propose the staffing structure they deem most effective while

in keeping within an appropriate budget.

24On pg. 49, DRL notes that “At least one of the profiles must be for work performed by the offeror as prime contractor for the US Federal Government and having annual revenue exceeding $400,000.” Considering this is a small business set-aside, would DRL consider removing this requirement or allowing a subcontractor to submit a past performance profile that fulfills this request?DRL fully supports removing the requirement that "At least one of the profiles must be for work performed by the offeror as prime contractor for the US Federal Government and having annual revenue exceeding $400,000."
25On pg. 19, clause 52.242-3 Penalties for Unallowable Costs is included. Can DRL confirm since this is a Firm Fixed Price contract that this clause would not apply if under $750,000Correct. As perscribed under FAR Clause 52.242-3, this restriction will not apply if the fixed price award contract is under $750,000.
26On pg. 12 of the SOW, DRL notes that “The proposal must be organized in accordance with the evaluation criteria.” However, this differs from the Preparation Instructions on pg. 47. Can DRL please clarify the preferred organization of the proposal? The language on pg. 12 is referring to Order of Precedence in regards to inconsistencies. The language on pg. 47 provides instructions of what is to be presented in the corresponding volumes.
27The solicitation calls this contract “LGBTI Program Evaluation
Services;” however, the RFP SOW calls it “Strategic Framework Development and Outcome-based Evaluation of the Global Equality Fund and Outcome-based Evaluation of Dignity for All: LGBTI Assistance Program.” Can DRL please clarify the official name of this contract? The full name of this contract is "Strategic Framework Development and Outcome-based Evaluation of the Global Equality Fund and Outcome-based Evaluation of Dignity for All: LGBTI Assistance Program."
28Can DRL clarify if a timeline, LOE chart by task, organization chart, and a schedule of deliverables can be included as annexes, and therefore not included in the 20 page limit? All timelines, charts, and schedules shall be included

in the 20 page limit.
