Questions and Responses Solicitation SAQMMA16R0028 –A002
1. Question: We want to be certain of the PPQ procedure that applies to this Solicitation. The Instructions in Section L (p. 99 of 110) specify that the 'Offerors are solely responsible for obtaining the completed PPQ forms from their customers ensuring each customer provide it back to them in a SEALED ENVELOPE [emphasis in original]. Offeror shall include those forms (in Volume 2) to be provided with their proposal packages." The PPQ form provided in Section J has specific instructions for customers to complete the form and return it directly to Jackie Alston at Department of State.
These two instructions are inconsistent. We are in the process of sending the PPQs out to our customers, and we would like to provide instructions that meet the Government's intent and requirements. We ask that you clarify/reconfirm the requirement, and would appreciate it very much if this guidance could be provided promptly in view of the cycle time PPQs can often take.
Response: Offerors are to ensure their customers provide Section J – Attachment 2 (Past Performance Contract Profiles) via email or facsimile directly to the Contracting Officer.
Section L, Volume I, Part F –Past Performance (page 99) the original Past Performance Contract Profiles shall be submitted in a sealed envelope with the offeror proposal (Volume 2).
