C - 1 STATEMENT OF WORK

TITLE: ENTERPRISE SUPPORT FOR EXIST

BACKGROUND

Office of the Historian (PA/HO) is responsible, under law, for publishing the Foreign Relations of the United States series. PA/HO produces short-and long-term policy-supportive historical studies for use by Department principals, the White House, and other exec-utive offices and agencies. For the public, PA/HO conducts outreach, produces educational videos and teaching guides, organizes con-ferences, and responds to numerous inquiries on diplomatic history questions. Much of this material is encoded in XML and resides on the PA/HO public-facing website, history.state.gov, which since launching in 2009 has been built on a free, open source software package, called “eXist.” eXist excels in the storage and querying of XML data, and has enabled PA/HO to contribute to all key Ad-ministration IT initiatives since 2009 on behalf of the Department, including the Open Government Directive, the Cloud First Initiat-ive, and the Digital Government Strategy. Because eXist plays such a critical role in PA/HO’s internal and public-facing digital initiat-ives, PA/HO requires enterprise level support and development services for this software and its applications.

SCOPE

This Performance Work Statement governs a general contract between PA/HO and a contractor who: has deep experience and expert-ise in eXist and related technologies; provides Enterprise Service Level support for eXist; delivers stable, quality-assured versions of eXist (known as “Long Term Support” versions); responds timely and effectively to support requests from PA/HO staff regarding sta-bility and performance of eXist; advises PA/HO in maintaining a stable hosting architecture and secure server environment for PA/ HO’s eXist applications; and develops software and solutions to improve PA/HO’s website or content management system and, as needed, enhancing core functions of eXist.

The contractor must be expert in all aspects of eXist, from the core software to applications built on eXist and the server environment in which eXist is deployed. The contractor must be capable of providing the highest level of support for eXist. Specifically, the con-tractor must be able to: diagnose and fix problems in eXist source code; add significant features to the eXist core, such as support for new versions or facilities of the XQuery standard; deliver a repaired or enhanced version of eXist to the main eXist repository, the PA/ HO repository, and the production server; and develop full stack applications for PA/HO based on best practices for eXist and web ap-plication development. The contractor must be expert in designing server architectures for successfully hosting eXist servers. The con-tractor must be available to respond to emergency requests 24 hours a day, 7 days a week, 365 days a year. A demonstrable history of contributing to the eXist project, of assisting other users of eXist in government and/or publishing industries, of engineering high qual-ity, stable, and secure solutions for customers, and of timeliness and attention to detail of communications and deliveries, are of the ut-most importance.

PA/HO will provide:

Access to PA/HO version control repository Access to PA/HO public servers and administrative credentials for support tasks specifically requested by PA/HO, including but not limited to: investigating stability problems, applying security patches and upgrading software components, migrating data and applications, and other administrative tasks to keep the servers running smoothly.

PLACE OF PERFORMANCE

The contractor shall perform services at their location of business.

PERIOD OF PERFORMANCE

The agreement that will be established for one 12-month period, to commence on September 1, 2015 and conclude August 31, 2016.

Upon successful completion of the base year, the agreement may be renewed for up to 4 option years. If the contractor is not fulfilling the requirements of the Performance Work Statement successfully, PA/HO reserves the right terminate the agreement at any time.

PA/HO reserves the right to return incomplete and incorrect deliveries within two weeks of receiving them. The contractor shall sub-mit invoices at the close of each discreet project—unless the project covers multiple months, during which period the contractor should submit invoices on a monthly basis.

DELIVERABLES

The contractor shall provide the following:

1. Regularly updated Long Term Support editions of eXist;

2. Immediate availability (24 hours a day, 7 days a week, 365 days a year) for emergency requests; immediate acknowledgement of routine support requests, with a comprehensive plan for addressing the request within 1 business day; and

3. Tested, documented, effectively implemented solutions, whether they in applications for PA/HO’s direct use or core features for the eXist project. Source code and documentation should be committed to PA/HO’s version control repositories or to public project repositories.

PLACE OF DELIVERY

All deliverables shall be delivered to the Office of the Historian, Attn: Joseph Wicentowski, PA/HO, SA-4D, Room 311, 2300 E St.

NW, Washington, D.C. 20520. Electronic deliveries shall be made to the online version control repository provided by PA/HO.

Technical Proposal

This volume shall provide all information necessary to explain the quality, depth, breadth, and relevance of the Offeror’s corporate ex-perience, the experience of the individuals proposed for use under the contract, as such experience relates to the requirements de-scribed in the Statement of Work, and the Offeror’s past performance. Do not submit any cost or pricing information in this volume.

In the section related to Corporate Experience and Capability, include a discussion of five current or prior contracts and how they are relevant to the requirements of the Statement of Work, including successful examples of rapid response where time was of the es-sence. Also include a discussion of the current systems in place to meet the security requirements described in the Terms and Condi-tions, including maintaining a secure telephone and fax capability.

As part of the discussion of Personnel Qualifications and Experience, provide current resumes for all persons proposed for other than administrative use under the resulting conttract. Cost/Price Proposal

The Offeror shall their prices according to the CLINs outlined in Schedule B for the base year period including all option years.

BASIS OF AWARD

The Government will use the cost-technical tradeoff source selection process, as defined in Federal Acquisition Regulation (FAR) 15.101-1 (Tradeoff Process). Award will be made to the offeror:

1. which is deemed responsible;

2. whose proposal conforms to the solicitation’s requirements; and

3. whose proposal is determined to provide the best value to the Government.

The proposal offering the best value is the one that is most advantageous to the Government, price and other factors considered. Such an offer may not necessarily be the one offering the lowest price or receiving the highest non-price rating. For this solicitation, all technical evaluation factors other than price, when combined, are significantly more important than price. Award will not be automat-ically determined by numerical calculation or formula relationship between the non-price factors and price. As non-price factors, when combined, become more equal, the evaluated price rises in importance and may become the determining factor.

Combined Technical/Risk Rating. The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies in determining technical ratings. Combined technical/risk evaluations shall utilize the com-bined technical/risk ratings listed in Table 1.

Table 1. Combined Technical/Risk Ratings Color Rating Description Purple Superior Proposal meets all solicitation requirements, demonstrates a good understanding of the requirements and has features that offer some advantage to the Government. Ad-vantages/strengths generally outweigh any disadvantages/weaknesses. Good probabil-ity of success with very low degree of risk of unsuccessful performance.

Green Acceptable Proposal meets basic solicitation require-ments and demonstrates an adequate under-standing of the requirements but does not offer significant advantages to the Govern-ment over basic RFP requirements. Disad-vantages/weaknesses are not significant, un-less significant advantages are proposed that outweigh significant disadvantages. Where there were areas of concern, clarifications

Table 1. Combined Technical/Risk Ratings Color Rating Description given by offeror, were acceptable. Reason-able probability of success with low degree of risk of unsuccessful performance.

Yellow Marginal Proposal does not clearly meet all require-ments, not does it demonstrate an adequate approach and understanding of the require-ments. The proposal has one or more weak-nesses which may require correction. Some areas of concern may not have been fully addressed by offeror, leaving some ambigu-ities. Risk of unsuccessful performance is moderate.

Red Unacceptable Proposal does not meet requirements and contains one or more significant deficien-cies. Risk of unsuccessful performance is high. Proposal is unawardable without be-ing rewritten.

EVALUATION FACTORS FOR AWARD

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicit-ation will be the most advantageous to the Government, price and other factors considered. The Government will use the following factors to evaluate offers:

Evaluation Factors

The contractor is advised that paramount consideration shall be given to the evaluation of technical proposals rather than cost/price.

Proposals will be evaluated on a best value/tradeoff basis, with the following factors:

1. Prior experience and past performance: Documented experience of the offeror’s successful creation and maintenance of enter-prise applications for publishing XML data with eXist, successful maintenance and improvement of performance and stability of full-stack applications using eXist, and successful enhancements to core features of the eXist code base. Reference checks demonstrate that within the two years immediately prior to the date of the offeror’s proposal, the offeror’s work has fully met the satisfaction of all customers.

2. Qualifications of key personnel: The qualifications—including relevant prior experience, special training and education—of all proposed key personnel.

3. Management approach: The extent the offeror’s proposal presents an efficient and realistic approach to improving PA/HO’s eX-ist applications, including its ability to effectively and efficiently manage the proposed contract.

4. Cost/Price.
