a. Except as otherwise provided herein, the Contractor shall be reimbursed for its reasonable actual travel costs in accordance with its usual accounting practices consistent with FAR Subpart 31.2, specifically FAR 31.205-46. Travel must be directly related to and required for performance of this contract, and approved by the Government Technical Monitor (GTM) of the facility location and authorized by the Contracting Officer's Representative (COR) for this contract. In no event shall costs associated with employee commuting be reimbursable as a direct cost under this contract.
RFP SAQMMA14R0163, Amendment 5 Page 15
b. Travel costs shall not be burdened with any indirect costs unless specifically allowable in accordance with the Contractor's usual accounting practices consistent with FAR Subpart
31.2. In no event shall travel costs be burdened with fee/profit.
c. The Contractor shall include a breakout of all authorized travel expenses as an attachment to invoices. Administrative support (coordination of travel arrangements, etc.) will be the responsibility of the Contractor.
d. Should any Contractor personnel be requested to perform in any area which has been determined by the Department of State to be a hazardous duty area, hazardous duty premium pay will be payable at the same rate as would be given to Department of State direct hire employees pursuant to Chapter 650 of the U.S. Department of State Standardized Regulations (Government Civilians, Foreign Areas). Each employee will be notified upon arrival at any hazardous duty area of the applicable rates, terms and conditions at the time of performance. Hazardous duty premium pay shall not be burdened with any indirect costs (e.g., overhead, G&A) or fee/profit.
e. When local travel between the Contractor employee's regular place of performance and other locations is specifically authorized by the COR, transportation expenses shall be allowable costs under this contract. For the purposes of this clause, local travel means travel within a 50 mile radius of the Contractor employee's regular place of performance and does not include daily commuting or associated costs.

Final annual indirect cost rate(s) and the appropriate bases shall be established in accordance with Subpart 42.7 of the Federal Acquisition Regulation (FAR) in effect for the period covered by the indirect cost rate proposal. Until final annual indirect cost rate(s) are established for any period, the Government will reimburse the contractor at billing rates established by DCAA.

The staffing levels, labor categories, and hours by Subordinate Contract Line Item (SUBCLIN) for each contract period are provided in Request for Proposal (RFP) SECTION B, Attachment A- Price/Cost. SUBCLINs are established for the purposes of administrative traceability; the primary Contract Line Item (CLIN) for Labor will be used to obligate funds during contract performance. Labor Category descriptions are provided in PWS Section C.3., Staffing Requirements.
The quantities in RFP SECTION B, Attachment A- Price/Cost, Pricing Tables, reflect the Government’s best judgment based on assumptions of future workload, technological systems changes, and other uncertainties. Ongoing uncertainties with regard to delivery of new
RFP SAQMMA14R0163, Amendment 5 Page 24 technological systems may impact the initial quantities. For passport application processing, the number of employees shall be determined on a site-by-site basis, due to the variances in workload among the individual passport Agencies/Centers, as well as the fluctuations in workload caused by seasonal demand and other influences or trends affecting increases or decreases in production requirements. The number of passports the Agencies/Centers produce varies significantly according to regional responsibility, size of staff, and workload transfers, as well as a host of other reasons and may range between 90,000 to over 2 million in issuance annually at any given location. In addition, the possible attrition of long-term Government employees performing similar duties and functions may affect the need for additional contractor staff. Future workload increases or decreases may also affect the level of staff required to complete the work. If the need arises, the Government will work with the Contractor to adjust the level of effort required by this contract.
