ANS: SEE #20 ABOVE
37. Reference RFP pages 2-12. Will this pricing table be made available in Excel format?
ANS: NO
38. Reference RFP C-2(a), page 15. This section states that snow and ice removal for the HST and the BH are to be included in the firm fixed price. Including these in the FFP requires that the bidder assume all of the risk associated with snow removal, and is likely to result in a higher price to the government in order to cover that risk. Pricing snow and ice removal as a cost-plus element reduces both the cost to the government and the risk to the offeror. Will the government consider removing snow and ice removal from CLIN 1and, instead, characterize it as a separately-priced IDIQ item?
ANS: NO. The government will go to the prime contractor, not the sub-contractor if there’s a problem.
39. Reference RFP C-3.B, page 16. This section states that the Contractor will not be responsible for Landscape and Grounds Maintenance. During the walk-through, we noted substantial interior planting in the lobby of HST. Who is responsible for the maintenance (including both watering and dusting, removal of dead leaves etc) of the interior plants?
ANS: The government has another contractor for that.
40. Reference RFP §C-5.A, page 16. This section requires 64 hours per day of utility services, to be used to provide utility work at HST, Blair House, and SA-44. This paragraph assigns 8 of those hours per day to SA-44, and does not explicitly assign the remaining 56 utility hours.
§C-6 requires 72 hours per day for coverage of VIP/Communication Center, but does not identify those required hours as utility hours. §C-7 then requires 16 hours per day at Blair
House - these hours are also not identified as utility hours. Are these specified hours at
VIP/Communication Center and Blair House utility hours, or are these hours available for general cleaning at these sites?
ANS: One utility worker must be at SA-44 8 hours per day. One utility worker must be the leader stationed at HST. The other hours are at the contractor’s discretion.
41. Reference RFP §C-6, page 17. This section requires 72 hours per day in the
VIP/Communication Center Rooms. The listing which follows is clear, until the last entry, which lists 10 rooms, and indicates “1 each 8-person”. If this requirement is for one 8-hour person for each room, the requirement would be 144 hours, not 72 hours. Further, the identical requirement prescribes 64 hours on page 77. Please clarify.
ANS: The language should read:
C-6. VIP/ COMMUNICATION CENTER ROOMS JANITORIAL HOURS:
Under Section B, line item 1, the Contractor shall provide a total of 72 janitorial hours per day, Monday through Friday, for servicing the following VIP/communications center rooms areas at
Main State; 1921, 5440, 6510, 7516, ,6800, 6810, 7208, 6205, 5442, 5510, 5736-5754, 5510B, 5241, 12A35, Library, 7th Floor Secretary’s Area/Mahogany Row, and 8 th
Floor Reception Area.
(See Section C-8; WEEKEND TOURS OF 24 HOUR AREAS; for the list of areas that shall be cleaned, serviced, re-stocked, and policed on Saturdays, Sundays, and Holidays). The following hours shall be worked according to the following requirements:
Room 1921- (1) each 8-hour person
Room 5440- (1) each 8-hour person
Room 6510- (1) each 8-hour person
Room 7516- (1) each 8-hour person th Floor Secretary’s Area/ Mahogany Row- (2) each 8- hour persons
8 th Floor Reception Area – (2) each 8-hour persons
6800, 6810,7208, 6205, 5736-5754, 12A35,5442,5510,5510B,5241.– (1) each 8-person
* Due to the timeframe for award of this Solicitation versus actual timeframes for completed
Construction spaces being opened in the Renovated Section, the COR will determine what spaces are affected and the contractor will make adjustments for services and an adjustment will be made for cost.
This daily requirement of 72 hours equates to 16640 hours per year. (72 hours per day x 5 days per week x 52 weeks = 18720 available hours, minus 720 holiday hours (10 holidays x 72 hours) =
18000 hours. DOS will deduct the hourly rate given in Section B, multiplied by 1.5 when VIP/
Communication. Center janitorial personnel are not available to work in accordance with the required # of hours. Hours not provided on one day by the contractor may not be made up on a subsequent day. The Contractor shall maintain, at all times, the # of personnel and associated work hour levels as described in this Contract.

We expect to offer positions to incumbent janitorial staff. Will these records for all incumbent employees be made available to all bidders prior to the due date for proposals?
ANS: NO
43. Reference RFP page 33, Schedule of Submittals. This schedule requires several items to be submitted within 30 days of Initial Contract Start-Up. Is Initial Contract Start-Up the start of the transition period, or the first day of full performance? And, is the 30 days calendar days or weekdays?
ANS: YES, AND IS 30 CALENDAR DAYS
44. Reference RFP Section Training and Qualifications, page 32 and 33. This section states that the Pre-Contract submittal should provide "...specific training for job functions or tasks that are based on a job hazard analysis." On page 33, the Job Hazard Analysis and specific EHS training requirements are to be submited within 30 days of award. Elsewhere, the Job
Hazard Analysis is to be submitted at the EHS Start-up meeting. What level of detail on
EHS training is required in the submittal?
ANS: Section C-14 of the solicitation requires that the SAFETY AND HEALTH
PLAN be submitted for review with the bid package. Job Hazard Analyses
(JHA) are to be completed within 30 days of award. DOS also asks the
Contractor to be prepared to discuss the JHAs at the time of the safety and health kick-off meeting.
Regarding training, DOS requires that the bid package contain general training requirements for safety and health issues based on JHA. This training is based on the experience of the Contractor and their existing JHAs. DOS would fully expect that some of this training may have to be changed based on different jobs performed for the DOS contract vs. other contracts the Contractor may have experience with. The JHAs are fully resolved during the kick-off meeting.
45. Reference RFP §C-16.A.1, page 35. This section requires the proposed Project Manager to have experience managing janitorial operations in a building or group of buildings totaling

- those required on a daily basis such as emptying trash, or is Maximo tracking applicable only to work order (IDIQ) services.
ANS: This requirement includes routine /daily services
48. Reference RFP §C-17.B Emergency Conditions, page 38. This section permits the diversion, without penalty, of regular staff to deal with Emergency Conditions, and defines Emergency
Conditions as including snow and ice. Emergency Conditions will be declared by the COR.
Elsewhere, at §C-5.C, the RFP prohibits the use of regular staff to deal with snow and ice conditions, unless an emergency is declared by the Contractor’s Project Manager. Please clarify.
ANS: COR will tell the Project Manager and the project Manager will tell the janitorial workers and/or utility workers of the emergency conditions and direct them to that area.
49. Reference RFP §C-18.A(1) Snow Plan, page 39. The RFP requires that a detailed Snow

ANS: No the government will not provide contact information for current staff.
50. Reference RFP §C-18.A(3) Snow Plan page 39. The Snow Plan requires details of the sequence of work by location. Will the Government supply detailed site plans, so that the bidder can prepare an accurate cost of removal?
ANS: Contractor should be able to determine a general snow removal plan based on the site visit and the building statistics.
51. Reference RFP §C-18.A.(5), page 39. This section requires that the snow plan to be submitted with the proposal include a listing of the equipment that the offeror has. During the walk-through, we noted a substantial amount of snow removal equipment on the premises. Does this equipment belong to the incumbent contractor or to the government?
Does the government supply any snow removal equipment at these sites?
ANS: The equipment seen during the walk-thru belongs to the current contractor.
52. Reference RFP §C-18. Blair House §B, page 41. This section states that removal of ice and snow along the sidewalks on Pennsylvania Avenue is the responsibility of the National Park
Service, but that the contractor may be required to do such removal in an emergency. How will this extra work be compensated, if such a situation occurs?
ANS: Government will pay for services rendered along the sidewalks on

Maintenance, page 73. This section requires the contractor to prepare an inventory of remedial floor maintenance that is needed, and to begin that remedial work upon the instruction of the COR. How will this extra work be compensated, if such a situation occurs?
