About this file
This is a Justification and Approval (J&A) document for expedited procurement procedures related to a federal contract extension under the Department of State's Global Acquisition office.
The document seeks approval to extend the performance period of task orders under the Transforming Rwanda Medical Supply Chain (TRMS) Indefinite Delivery Indefinite Quantity (IDIQ) Contract No. 72069621D00001 from July 27, 2026, through August 30, 2027, without increasing the overall contract ceiling. The extension enables continued execution of three active task orders (Task Order 6, Task Order 9, and Task Order 10) that procure and deliver essential HIV and malaria medical commodities to support U.S. Government health program requirements in Rwanda. The services are mission-critical; without these commodities, the USG cannot maintain continuity of operations and faces unacceptable mission risks. The justification is based on AIDAR 706.302-70(b)(3) and 40 U.S.C. §113 authorities under the Expedited Acquisition and Assistance Procedures (EPP) for HIV/AIDS prevention, care, and treatment, valid through December 31, 2029. This non-competitive extension was justified because introducing a new provider would disrupt lifesaving health services, undermine continuity of care, create data security risks, and the complexity of requirements made it impracticable to solicit other vendors. The Contracting Officer determined anticipated costs will be fair and reasonable based on unique challenges of operations in Rwanda and the absence of authorized competition. The J&A was approved by the Contracting Officer on July 24, 2026, with General Counsel clearance and USAID Administrator authorization dated December 14, 2024.

RE: Transforming Rwanda Medical Supply Chain (TRMS) single award, firm-fixed-price Indefinite Delivery Indefinite Quantity Contract (IDIQ) # 72069621D00001
SUBJECT: Justification for Other than Full and Open Competition under the
1. This document sets forth the facts and rationale justifying the use of other than full and open competition.
Approval is requested for the justification for use of other than full and open competition pursuant to the authorities under the Expedited Acquisition and Assistance Procedures (EPP) for valid for the following period: January 1, 2025, through December 31, 2029. Your approval of this J&A constitutes the justification for other than full and open competition as required by Tab 1 (D&F for the Authorization of Less than Full and Open Competitive Procedures in the Modification or Award of Contracts) of the EPP.
RECOMMENDATION
It is recommended that you approve this justification for use of other than full and open competition pursuant to the Action Memorandum
, valid for the following period: January 1, 2025, through December 31, 2029. Your approval of this J&A constitutes the justification for other than full and open competition as required by Tab 1 (D&F for the Authorization of Less than Full and Open Competitive Procedures in the Modification or Award of Contracts) of the EPP.
2. The nature and/or description of the action being approved:
This is a request to extend the period of performance of task orders already issued under
Ithe IDIQ from July 27, 2026, to August 30, 2027, and does not increase the overall ceiling of the IDIQ. The time extension for the IDIQ is necessary to continue to execute Task Order 6 (72069623F00003), Task Order 9 (72069625F00001), and Task Order 10 (72069625F00002).
3. Description of the supplies or services required, including an estimated value:
The purpose of the Task Orders that fall under the IDIQ is to procure warehouse and deliver essential HIV and malaria commodities. These commodities and associated activities are ability to meet health program requirements in Rwanda. Without these commodities, the USG would be unable to maintain the continuity of operations, resulting in unacceptable mission risks.
4. Statutory authority permitting other than full and open competition:
AIDAR 706.302-70(b)(3) and 40 U.S.C. §113; see Action Memorandum entitled following period: January 1, 2025, through December 31, 2029.
5.
acquisition that requires use of the authority cited.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable.
In accordance with AIDAR 705.202(b), advance notice is not appropriate or reasonable if the contract action is based on AIDAR 706.302-70(b)(3). Moreover, this requirement is time-sensitive and directly tied to ongoing services currently being performed under the IDIQ contract 72069621D00001. Introducing a new provider during this period would disrupt lifesaving health services, undermine continuity of care, and create risks to data security and program performance.
Given the complexity of this requirement and the ongoing transition, it was not practicable to solicit other vendors for this requirement.
7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
