About this file

This is a Salient Characteristics Document for a federal acquisition of a high-volume media degausser and hard drive destruction system designed to comply with NSA and Department of Defense regulations for sanitizing and disposing of classified and sensitive magnetic media.

The procured system must meet specific regulatory, performance, and operational requirements. Both the degausser and destruction device must be actively listed on the NSA Evaluated Products List (EPL)—the degausser on the EPL for Magnetic Degaussers and the destructor on the EPL for Hard Disk Drive Destruction Devices—and comply with all applicable DoD, state, federal, financial, and healthcare regulations. The system must utilize a motorized, 6-foot cleated conveyor belt operating on 120V/60Hz to enable continuous feeding of hard drives into an integrated, fully automatic degausser and destruction workflow capable of processing up to 1,300 hard disk drives per hour without manual intervention between stages. The degausser must erase Longitudinal Magnetic Recorded (LMR) and Perpendicular Magnetic Recorded (PMR) hard disk media with coercivity of at least 5,000 Oersteds and magnetic tape media with coercivity of at least 3,000 Oersteds, verified by independent scientific testing. The hard drive destruction device must operate on 208V/60Hz, feature durable low-maintenance construction with no sharpening, oiling, or part replacement requirements, and be designed for simple, automatic operation maximizing operator safety. The complete system must include a high-volume magnetic degausser, hard drive destruction device, large integration/utility cart, high-volume system chute for unit-to-unit transfer, 6-foot cleated conveyor kit, and standard 10-cavity media belt with all necessary mounting hardware to function as a single integrated assembly line.

Salient Characteristics Document

High-Volume Media Degausser and Destruction System

1. Background & Purpose The purpose of this acquisition is to procure a high-volume, continuous-feed media degausser and an integrated hard drive destruction device. This hardware ensures adherence to current NSA and Department of Defense (DoD) regulations for the sanitization and disposal of classified/sensitive magnetic media to prevent data breaches.

2. Essential/Salient Characteristics To be considered acceptable, the quoted system must meet or exceed the following salient characteristics:

2.1 Regulatory & Compliance Certifications

• Degausser Certification: Must be actively listed on the National Security Agency (NSA)

Evaluated Products List (EPL) for Magnetic Degaussers.

• Destructor Certification: The companion destruction device must be actively listed on the NSA EPL for Hard Disk Drive Destruction Devices.

• DoD Compliance: The combined system must meet all applicable DoD, state, federal, financial, and health care regulations and security guidelines for the disposal of media.

2.2 Performance & Throughput

• Continuous Feed System: The system must utilize a motorized conveyor belt system

(e.g., 6-foot cleated conveyor, 120V) to allow for the rapid, continuous feeding of hard drives into the degausser.

• Integrated Destruction Workflow: The hard drive destroyer must seamlessly connect to the degausser's conveyor belt system (utilizing a high-volume system chute or similar integration) to provide a fully automatic, one-touch continuous erasure and destruction process without manual intervention between stages.

• Processing Speed: The unified system must be capable of a throughput of up to 1,300

Hard Disk Drives (HDD) per hour.

• Erasure Strength: Independent scientific testing must confirm the degausser erases

Longitudinal Magnetic Recorded (LMR) and Perpendicular Magnetic Recorded (PMR) hard disk media with a coercivity of at least 5,000 Oersteds.

• Tape Erasure: The degausser must also be capable of erasing magnetic tape media with a coercivity of at least 3,000 Oersteds.

2.3 Physical, Electrical, & Operational Requirements

• Degausser Power: 120V / 60Hz.

• Destruction Device Power: 208V / 60Hz.

• Low Maintenance Destructor: The hard drive destruction device must feature durable construction with minimal maintenance requirements (e.g., no parts to sharpen, oil, or replace as is common in traditional shredders).

• Accessories & Integration: The solution must include all necessary mounting hardware, utility carts (e.g., large utility cart 2036), media belts (e.g., 10-cavity standard media belt), and chutes required to operate the components as a single integrated assembly line.

• Safety: Must be designed for simple, automatic operation maximizing operator safety.

3. Required Components (System Configuration) Any proposed equal solution must include the functional equivalents of the following components to ensure full system compatibility and automation:

• High-Volume Magnetic Degausser (120V/60Hz)

• Hard Drive Destruction Device (208V/60Hz)

• Large Integration/Utility Cart

• High Volume System Chute (for unit-to-unit transfer)

• 6' Cleated Conveyor Kit (120V)

• Standard Media Belt (10 Cavity)
