About this file

This is an official solicitation price sheet for S555 Pharmacy Services for HDCs (Health Department Clinics) issued by the Arkansas Department of Human Services. The solicitation seeks a pharmacy services contractor to provide comprehensive pharmaceutical support to multiple HDCs over a four-year initial term. The contractor must submit pricing for program implementation, onboarding, ongoing monthly program administration, system implementation, and monthly system fees including licenses and data exchange costs. All pricing information must be entered into designated blue-shaded cells on the price sheet, with blank cells presumed to represent zero costs that will not be charged to the State.

The pricing structure includes two primary tables: Table 1 captures one-time implementation costs and ongoing monthly administrative and system fees, while Table 2 addresses Over-the-Counter (OTC) and non-prescription pharmacy items not covered by third-party insurance. For Table 2 items, prospective contractors must provide percentage discounts below National Average Drug Acquisition Cost (NADAC) for OTC medications, brand name prescriptions, and generic prescriptions, and percentage discounts below Wholesale Acquisition Cost (WAC) for wound care products. The State has established baseline cost estimates totaling $2,400,000 for the four-year initial term across all OTC and non-prescription items, though these estimates are not guaranteed volumes. Contractors should notify the State during the Clarification of Solicitation period regarding any concerns about the pricing structure.
