About this file

This document is a Questions and Answers file for an RFP issued by the Arkansas Department of Human Services (DHS) for Pharmacy Services for Human Development Centers (HDCs). The RFP seeks a qualified vendor to provide comprehensive pharmacy services across five HDC campuses, including prescription drug dispensing, medication delivery, prior authorization support, billing services, training, and reporting capabilities. The solicitation requires same-day medication delivery with a preferred 2:00 PM cut-off time for routine orders, with STAT/emergency deliveries occurring on an as-needed basis, sometimes more than once daily. Monthly site visits are required at minimum unless unusual circumstances dictate otherwise. The current HDC census is 819 residents as of March 2026, with a functional capacity total of 862. The RFP includes an interview phase with the selected prospective contractor's project lead and key personnel, followed by a discussion phase where comprehensive technical and management teams may participate. No pre-bid meeting was held for this solicitation.

Pricing for the contract includes an independent dispensing fee and labor cost for drug dispensing separate from actual drug costs, with prescription drug pricing structured around NADAC pricing with specified exceptions. The payer mix as of March 2026 includes 4,459 medications covered by Medicare or commercial insurance and 2,401 covered by Medicaid. Historical transaction volumes are estimated at approximately 400,000 to 500,000 interface transactions, though this figure may fluctuate based on resident population changes. The incumbent vendor is required to submit a detailed transition plan ninety days prior to contract end date, and DHS will discuss this plan with the incumbent prior to awarding the contract to a new vendor. Real-time data processing and system interfaces are preferred, with the vendor expected to propose approaches for downtime procedures, contingency workflows, and disaster recovery arrangements. The contractor's role is intended to complement rather than overlap with state center staff functions.
