Biloxi National Cemetery Gravesite Expansion and FCA Deficiencies - Master Specifications Volume 1

This is a comprehensive Master Specifications document for the Biloxi National Cemetery Gravesite Expansion & FCA Deficiencies project (Project Number 832CM3036) in Biloxi, Mississippi. The specification covers Divisions 1 through 28 and encompasses general requirements, construction procedures, materials standards, and quality control requirements for a large-scale cemetery expansion and infrastructure improvement project managed by the Department of Veterans Affairs National Cemetery Administration.

The project encompasses multiple construction disciplines including site civil work, demolition, precast concrete burial crypts (double depth lawn crypts), masonry restoration, metal fabrications, carpentry, exterior signage (including monuments and plaques), flagpoles, and complete mechanical and plumbing systems. Key deliverables include expansion of burial sections, new burial sections, FCA deficiency corrections, site utilities, and associated infrastructure. Specifications detail requirements for burial crypt fabrication and installation with structural design by licensed engineers, precast concrete materials containing minimum 15% fly ash or pozzolans, custom high-pressure laminate graphic panels for exterior signage, and comprehensive plumbing systems with premium efficiency motors and NSF-certified materials. Special requirements include critical path method scheduling, quality control management with three-phase inspection (preparatory, initial, and follow-up), independent testing laboratory services, special inspections compliance, construction waste management with 50% minimum diversion rate, and detailed as-built documentation. The specifications emphasize accessibility for maintenance and operations personnel, environmental protection, sustainable materials selection with bio-based content where applicable, and compliance with current International Building Code standards. General contractor must provide experienced installer qualifications, detailed submittals for coordination approval, comprehensive operations and maintenance manuals, and perform final systems testing before beneficial use acceptance by the government.
