About this file

This document contains a single source justification for Simplex fire alarm components required for a project to replace fire and isolation panels at the Des Moines Veterans Affairs Medical Center. The project will replace existing panels in four buildings and requires Simplex components to ensure compatibility with the campus-wide Simplex fire alarm detection system already in place. Only Simplex can provide proprietary components that integrate with the existing Simplex control system, and using other manufacturers' products could result in an incompatible system. Market research found no other vendors whose products are fully compatible with the Des Moines VAMC system. The related federal contract opportunity is a solicitation for design-build construction services for the panel replacement project.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C263-22-AP-1235

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 23, Construction Team 2.

The VA 2237 number for this acquisition is 636-22-3-9284-0009.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Project Number 636A6-22-103 entitled, Replace Fire and Isolation Panels, is to replace the existing fire alarm panels in Buildings 3, 9, 10 & 24. This is a follow-on installation to the existing campus wide Simplex fire alarm detection system. For these fire alarm panels to communicate with the existing system, Simplex fire alarm components must be installed. Estimated amount for all Simplex fire alarm components is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Simplex fire alarm detection system does not allow integration of other systems components but requires the use of their propriety components to operate. No other brands/manufacturers of control system components are compatible with the Simplex system. Failure to install a Simplex system would result in a system that was incompatible with the Des Moines VAMC main fire alarm control panel.

4. Description of market research conducted and results or statement why it was not conducted: This justification is specific to Simplex fire alarm components. This partial requirement of this project is a minor extension of the existing fire alarm system. At this time there are no competing vendors whose products are fully compatible with the Des Moines VAMC existing system; however, if a device or system other than Simplex is found to have the capability to communicate and maintain the integrity of the entire system then it will be considered acceptable. None to date is known or shown to be available.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. This single source justification only applies to the control system components of this solicitation.
