About this file

This document is a Q&A related to Solicitation S000000361 for a Medical Marijuana Seed to Sale Tracking System issued by the Arkansas Department of Finance and Administration (DFA) and the Alcoholic Beverage Control (ABC). The state is seeking a comprehensive seed-to-sale system that will allow for efficient tax and inventory audits, protect public health, prevent diversion and inversion, and facilitate enforcement of regulations. Key deliverables include licensing, hosting, maintenance, implementation, data conversion, interfaces, testing, and training. Proposals are due on October 3, 2024, and the anticipated contract start date is November 2024 for an initial one-year term with up to six one-year renewal options.

Pricing, which must be proposed in U.S. dollars and cents, will be a key evaluation factor, and the contract will be awarded to the lowest-cost responsive and responsible bidder. The solicitation includes requirements related to minority and women-owned business participation, but does not specify any set-aside designations or restrictions on the types of organizations that can respond. The RFP does not list any incumbent vendors or current contractors, nor does it provide information on any existing infrastructure or technology that requires integration. The RFP does not include details on the possible award value or budget range, but indicates that the quantities stated are estimates only and the state may order more or less than the estimated quantity.
