About this file
This document comprises the Request for Proposal (RFP) attachments for a native seeds and seed mixes contract solicitation issued by the State of Minnesota, with primary users including the Minnesota Department of Natural Resources (DNR), Minnesota Board of Water & Soil Resources (BWSR), Minnesota Pollution Control Agency (MPCA), Minnesota Department of Transportation (MnDOT), University of Minnesota, Minnesota State, Soil and Water Conservation Districts, and members of the State's Cooperative Purchasing Venture (CPV) program. The solicitation seeks responses from one or more contractors to provide native seeds and native seed mixes for conservation, restoration, and related projects on an as-needed basis. The contract term is anticipated to run from November 2026 through October 2028, with options to extend up to an additional 36 months in increments determined by the State. The deadline for submitting questions is September 4, 2026, at 3:00 PM CT, with responses provided via addendum. All responses must be submitted electronically through the SWIFT Supplier Portal by the specified deadline; non-electronic and email responses will not be accepted.
Responders must complete and submit the Exhibit D Price Schedule with their proposals, pricing all seed and mix items or clearly marking items as "No Response" or "N/R" for items not being offered. Responders are not required to submit offers for every item; however, the State may enter the highest price received from all responders for any blank line items during evaluation. Responders must obtain and maintain either a Category A or Category C Seed Permit from the Minnesota Department of Agriculture prior to contract execution and must meet specified seed quality requirements. Additional requirements include workforce and equal pay certifications for contracts exceeding specified thresholds, non-collusion certifications, organizational conflict of interest disclosures, copyrighted material waivers, and diverse spend reporting compliance. Responders must provide a company profile demonstrating capacity to perform services, including employee count, average monthly production volumes, customer types, years in business, and relevant experience. Quality assurance protocols addressing prevention, detection, and response to contamination with undesirable or invasive plant species must be thoroughly documented, along with procedures for customer notification and corrective actions following contamination incidents after distribution.

ATTACHMENT C: COST DETAIL
1. Cost Proposal. Responders should review Exhibit D of the Sample Contract for additional pricing terms related to the Cost Proposal.
Responders must download and use the Exhibit D Price Schedule attached to this Solicitation. The Price Schedule must be completed by the Responder and uploaded with the response. If pricing is not returned with your solicitation response, your response will be rejected. Failure to use the Price Schedule may be cause for rejection.
Responders are strongly encouraged to provide pricing for all line items. However, responders are not required to provide pricing for all seed and mix items. Responders must complete Exhibit D: Price Schedule for each seed and/or mix they propose.
For any item listed in Exhibit D: Price Schedule for which the Responder is not submitting an offer, the Responder must enter “No Response” or “N/R” in the applicable line item. Responders are not required to submit an offer for every item. For evaluation purposes, if a Responder leaves a line item blank, the State may enter the highest price received from all Responders for that line item.
2. Alterations or Erasures. The State reserves the right to reject a response containing an alteration or erasure of any price used to determine the lowest responsible responder unless the alteration or erasure is done in a manner that is clear and authenticated by an authorized representative of the Responder. An acceptable way to make an alteration or erasure is to cross out the price, print the correction in ink adjacent to it, and have an authorized representative of the Responder initial and date that correction.
