About this file
This is an Exhibit D Price Schedule for a Request for Proposal issued by the State of Minnesota for native seeds and seed mixes, with primary users including the Minnesota Department of Natural Resources, Minnesota Board of Water & Soil Resources, Minnesota Pollution Control Agency, Minnesota Department of Transportation, University of Minnesota, Minnesota State, Soil and Water Conservation Districts, and members of the State's Cooperative Purchasing Venture program. The solicitation seeks responses from contractors to provide native seeds and customized seed mixes for conservation, restoration, and related projects on an as-needed basis. The contract term is anticipated to run from November 2026 through October 2028, with an option to extend up to an additional 36 months in increments determined by the State. The deadline for submitting questions is September 4, 2026, at 3:00 PM Central Time, directed to Molly Gunderson at molly.gunderson@state.mn.us.
Responders must complete and submit the Exhibit D Price Schedule using the provided Excel template, with pricing required for each seed and mix being proposed; failure to submit pricing will result in rejection of the response, and blank line items may be populated by the State with the highest price received from all responders. Pricing must be established on an individual species basis, with custom mix pricing calculated by multiplying the per-pound price of each individual species by the number of pounds used in the mix. The price schedule includes two tables: Table 1 lists standard seed mixtures across categories such as cover crops, stormwater facilities, wetland, grassland, woodland, pollinator, solar, and specialty conservation applications with pricing required for price per pound and price per acre; Table 2 provides an extensive individual species price list encompassing grasses, sedges, rushes, forbs, and cover crops with estimated annual usage figures. Responders offering Yellow Tag-certified seed must identify this status on all ordering documents, with certification information available through the Minnesota Crop Improvement Association website. Responders are not required to submit offers for every item listed and may indicate "No Response" or "N/R" for items they do not propose to supply.

NATIVE SEEDS
| INSTRUCTIONS |
| Responders should review the Cost Proposal document for additional pricing terms related to the Cost Proposal attached to the Sample Contract as Exhibit D. |
Responders must download and use Exhibit D: Price Schedule attached to this Solicitation. The Exhibit D: Price Schedule must be completed by the Responder and uploaded with your solicitation response. If pricing is not returned with your solicitation response, your response will be rejected. Failure to use Exhibit D: Price Schedule may be cause for rejection.
Responders do not have to propose pricing for all seeds and mixes. Responders must complete Exhibit D: Price Schedule for each seed and/or mix they propose.
For any item listed in Exhibit D: Price Schedule for which the Responder is not submitting an offer, the Responder must enter “No Response” or “N/R” in the applicable line item. Responders are not required to submit an offer for every item. For evaluation purposes, if a Responder leaves a line item blank, the State may enter the highest price received from all Responders for that line item.
It is required that the Responder will need to establish pricing on an individual species basis. Individual species are listed in Table 2: Individual Species Price List. Pricing on custom mixes are to be calculated on a mix-by-mix basis, with the custom mix total price based on the number of pounds (or portion thereof) of each individual species used and the per pound prices listed on the Table 2: Individual Species Price List.
Responders offering Yellow Tag-certified seed must identify this status on contract price lists, catalogs, quotes, and other ordering documents, as applicable. A list of Yellow Tag-certified seed is available on the Minnesota Crop Improvement Association website (www.mncia.org).
