Basic service is defined as that set of basic capabilities that are inherent within the base price and shall not be unbundled. Basic service prices shall consist of all access, transport, and applicable discretionary surcharges and fees. Basic service shall also include management and operations; migration and implementation; billing and reporting functions unless specified otherwise in this contract.
The Pricing Tables shall be used by the Offerors to identify the price of service and the taxes, surcharges, and fees that will be billed to the Government or Government end-user. Examples of ODCs include provision of services and materials to prepare sites for RTAS services and equipment. Repeated use of an ODC, for the same type of task, is prohibited and will lead to a contract modification and the establishment of a new CLIN.
B.1.3.1 Price Sensitivity
The Offeror may propose prices that are sensitive to the following factors:
1. Year. Designates the Nth year during the lifetime of the contract; i.e., N = 1, 2, 3, 4, 5, 6 and 7. The Offeror may change prices on a yearly basis in the Price Proposal and may decrease prices at any time, in accordance with Section H.7, Price Reductions.

B.1.3.2 Price Elements
The pricing for each service may include, unless otherwise stated, any appropriate combination of the following price elements:
1. Service Initiation Charge (SIC). This price element includes all one-time, initial charges (such as installation charges, if applicable) when a service or feature is accepted.
2. Monthly Recurring Charge (MRC). This price element allows for fixed monthly charges for basic RTAS services. The MRC shall begin on the date the service is accepted by the customer, in accordance with Section E, Inspection and Acceptance; and end on the effective service disconnect date required by the customer; and shall be prorated according to the number of days the service is available.
3. Hard Change (HC). A hard change to a line or trunk requires the dispatch of a technician to the site; e.g., when a circuit is moved to a new location at the customer’s request after it has been accepted. The cost of a HC depends on the service and the access type.
4. Soft Change (SC). A soft change to a line or trunk requires a programming change to change, add or remove a feature to complete the service order request.
5. Usage Charge. The Offeror may assess usage charges only for voice services. Usage charges shall not be sensitive to distance. Pricing shall be provided in six second increments reflected in the Pricing Tables.
6. Volume Discounts. The Offeror may provide a volume discount based on the total invoiced RTAS charges for services and usage for the month. If offered, the Offeror shall provide details on how this discount shall be determined, at the individual line level or at the customer billing account number.
7. Mandatory Taxes. Mandatory taxes are those taxes that have been imposed by a federally recognized taxing body, with jurisdiction to impose such taxes. Applicable taxes and charges have been identified in Tables B.1-1 and B.1-2. In addition, all taxes shall conform to the requirements of H.16 and be reflected in the Pricing Tables.
B.1.4 Instructions for Pricing

The Monthly Recurring Charge shall be the sum of the pricing components associated with the monthly price for local access, features and discretionary surcharges, and fees that the Offeror chooses to bundle with the prices of services.
The Offeror shall provide all prices in the format and structure provided. Although the Offeror may not propose any additional price elements not included in the formatted structure, the Offeror is not required to use each price element available. Where charges do not vary by year, time-of-day, etc., the Offerors price entries for each similar element shall be the same. Where the Offerors charges do not vary by usage, or there is no SIC or MRC or hourly charge, price entries shall be set to zero. The price items that are “not separately priced” (NSP) and are included as part of the basic service shall be identified in the price tables as “NSP.” Price items that are “not applicable” or “not allowed” are identified by the Government as “N/A.”

The Pricing Table shall be used to price the connection between the designated service locations as a function of the type of wire used and the distance. The wiring shall meet the specifications of Section C.2.1.2 (Inside Wiring). The Government reserves the right to contract with a third party or to request a quote from the Offeror to do the work on an individual-case basis.
B.5 Optional Services Proposed by Offeror The Offeror may propose optional services for inclusion in the RTAS contract and provide pricing in the Pricing Table Section. These additional items will be evaluated for reasonableness but will not be included in the Offerors Total Evaluated Discounted Cost. They may, however, be incorporated into the initial contract.
