1 - SPECIFICATIONS AND REQUIREMENTS

1.1 SCOPE: This contract is for the ongoing maintenance, repair, and replacement of emergency backup generators and full-service electrical services at more than 200 MARCS Tower Sites (ATTACHMENT A) for The State of Ohio, Department of Administration (DAS), Multi-Agency Radio Communication System (MARCS) Services.

DAS/Office of Information Technology (OIT) MARCS is a complex computer and communications network designed to provide instant voice and data communication and supply a communications backbone to statewide public safety and emergency management in a single system. The system uses a secure, interference-free, IP-based P25-compliant 700/800-megahertz digital-trunked radio system that provides mobile, voice, data, and vehicle location services as well as computer-aided dispatching. MARCS infrastructure consists of over 200 towers located throughout the state. At each tower location, there is a shelter that houses the MARCS equipment. Every site is critical to the communications of our First Responders and therefore reliability is a must, thus each site has a backup generator to maintain the site in the event of power loss. The current generators are ageing and therefore need to be replaced to maintain the reliability that is needed and expected of the MARCS system. Generator replacements are an ongoing need and projects will be identified as needed. Currently, identified replacement locations are included in Supplement A.

1.2 CLASSIFICATION:

1.2.1 Installation: procurement, delivery, and expert installation of backup generators as specified.

1.2.2 Scheduled Preventative Maintenance: maintenance that is proactively performed on an asset to lessen the likelihood of failure, reduce unexpected downtime, and prolong its useful life. In practice, this means regularly checking equipment for small problems and fixing them before failure can occur. Preventive maintenance activities may consist of inspections, calibrations, lubrications, adjustments, cleaning, or part replacements. As preventive maintenance activities are performed, workers also document an asset’s condition so they know when future maintenance may be needed.

1.2.3 Other Maintenance and Repair (OMR): Other, typically unscheduled, maintenance and repair for unexpected breakdowns and repairs not considered Preventative Maintenance.

1.2.4 Regular Services Hours: 7:30 a.m. until 4:00 p.m., Monday through Friday, except State holidays.

1.2.5 Non-Regular Services Hours: non-Normal Business Hours, including State holidays. (Table 1).

1.2.6 Emergency Service: emergency calls in which an immediate response is required.
