STATEMENT OF WORK (SOW)

1.0 GENERAL

1.1 BACKGROUND

The Department of Homeland Security (DHS), Office of the Chief Security Officer (OCSO), is managed by the Office of the Chief Security Officer (OCSO) and staff, which consists of a Chief and nine (9) Division Chiefs, who are responsible for each of the programs (Divisions): Administrative Security Division (ASD), Enterprise Security Services Division (ESSD), Internal Security and Investigations Division (ISID), Physical Security Division (PHYSD), Personnel Security Division (PSD), Security Operations Division (OPS), SLTPS Security Management Division (SMD), Special Access Programs (SAP), and Special Security Programs Division (SSPD).

The Physical Security Division is currently under a direct support agreement with Lenel/UTC through a Lenel Value Added Reseller (VAR) to operate HSPD-12 hardware, access control equipment, and intrusion detection alarm monitoring. The current support contract is ending in December 2016 and needs to be renewed and upgraded to meet current and future demands. The system has several active users and supports multiple programs in the Office of the Chief Security Officer. There are roughly 18,000 active cards in the system, thousands of visitor requests, 1,500 readers, two hundred intrusion accounts, 5,000 alarm points, and tens of thousands of transactions a day between access events, visitor management, credential creation/printing, and intrusion detection.

DHS HQ has several nationwide field offices, to which Lenel connectivity is incredibly slow. DHS HQ is also taking over several other large-scale sites requiring independent, local system management under the HQ Enterprise Physical Access Control System (E-PACS) which requires other DHS offices to establish regional servers. For these reasons, DHS HQ requires re-enterprising of their Lenel E-PACS.

Additionally, the current release of Lenel OnGuard (the DHS HQ E-PACS) no longer supports MS Server 2008, which DHS HQ is currently using. The current version of Lenel is at the end of its lifecycle and will no longer be supported through O&M services. It is anticipated that by mid-summer 2016, DHS HQ will fall in this category if the system is not upgraded. DHS HQ has a con-current project with OCIO, as directed by the USM’s office based upon the NAC vulnerability assessment, to migrate to a virtual MS Server 2012 platform and will require Lenel PES support to migrate the system to the current version (at the time of upgrade) to this virtual platform once DHS is ready. Upgraded servers have been procured and are in the process of being introduced to the system.

The DHS Intelligence Community Badging System is supported on a Lenel platform and the version will be end of life and not support with the next OnGuard release expected in January 2017. The system currently connects to the master system through a proprietary connector and in order to safely upgrade this connector needs to be converted to the Lenel Onguard Custom Engineering connector platform to ensure continued support in future upgrades.
