About this file
Summary
This document is Attachment A containing supplemental terms and conditions for an Illinois state contract award (GovTribe ID: 08d44843cdfc808a9a8de3bda006b1b3). The contract involves the State of Illinois and a vendor providing services subject to state procurement regulations and prevailing wage requirements. The document establishes mandatory compliance requirements for contractors performing work on state-funded projects.
The contract requires vendors to comply with the Illinois Prevailing Wage Act (820 ILCS 130/.01 et seq.) and the Illinois Procurement Code (30 ILCS 500/25-60), mandating that all laborers, workers, and mechanics receive no less than the prevailing rate of wages—including hourly cash wages plus fringe benefits—as published by the Illinois Department of Labor for the county where work is performed. For public works projects during periods of excessive unemployment (defined as any month following two consecutive months when Illinois unemployment exceeds 5%), contractors must employ at least 90% Illinois laborers across all skill levels. Exceptions to the 90% Illinois labor requirement may be granted only upon written certification submitted within the first contract quarter demonstrating that Illinois laborers are unavailable or incapable of performing the specific work. The vendor must demonstrate competence, provide quality work, maintain employee identification, comply with safety standards including OSHA requirements, and secure all tools, equipment, and vehicles. Vendors must execute the contract by checking "YES" on the prevailing wage compliance checkbox for the bid to be considered responsive.
