About this file

This document is an Amendment No. 1 to an Invitation for Bids (IFB) for Certified Quality Control Inspection Services issued by the Mississippi Department of Human Services (MDHS) with the RFx No. 3160007422. The amendment provides details about a quality control inspection services contract covering the PY2023, PY2024, and PY2025 IIJA & Formula grants, with a total of 79 planned jobs distributed across six agencies: Lift-7, Multi-County-16, Northeast-9, POI-8, South Central-29, and WWISCAA-10. The amendment requires bidders to acknowledge receipt by returning the amendment with their response by Wednesday, September 3, 2025, at 2:00 PM CT, and notes that failure to submit the acknowledgement may result in response rejection.

The document includes a comprehensive Mississippi Weatherization QCI On-Site Post Inspection Form that provides detailed guidelines for quality control inspections of weatherization projects, covering everything from general home data and funding sources to specific technical assessments of heating systems, appliances, and installation standards. A performance bond will be required for this contract, and the inspection process involves rigorous documentation and verification of energy efficiency improvements, health and safety considerations, and compliance with standard work specifications. The form is designed to ensure thorough quality control and adherence to Department of Energy (DOE) requirements, with a final sign-off by a BPI-certified Quality Control Inspector necessary for project closeout and payment acceptance.

INSTRUCTIONS

Table A – GENERAL DATA

• Quality Control Inspector (QCI) must review client file, circle Y N or NA ensuring that the Building Analyst (BA) or Energy Auditor (EA) captured all applicable information for a client’s home evaluation, such as address, client ID, auditor’s name, etc. Most of the abbreviations should be self-explanatory, however here is a list:

SF - Single-Family (site-built)

MH - Manufactured Housing (including doublewide homes, but not modular)

MF - Multifamily Housing (any building containing 5 or more units under the same roof)

Cond. - Conditioned - meaning it is intentionally heated or cooled the majority of the year

UnCond. - Unconditioned - not intentionally heated or cooled the majority of the year.

DWH - Domestic Water Heater

Elec - Electric

NG - Natural Gas

LP - Liquid Propane

A/C - Air Conditioning

Win - Window units (room cooling).

Cent. - Central system (provides cooling for the entire home)

CO - Carbon Monoxide

Table B - FUNDING SOURCE

• QCI must review Client File Summary Sheet, ensuring that the BA/EA recorded all applicable expenditures as they relate to DOE/LIHEAP funds utilized to address dwelling. (QCI must record final review expenditures in this section)

Table C - H&S/IRM (MWFG, Ch. 2.1.2, page 73)

• QCI must review Client File, circle Y N or NA, ensuring that the BA/EA recorded all potential IRM or H&S items that may need to be addressed. This is not an exhaustive list but contains many of the most common issues. Issues that are not included may be noted in Table E. Any checklist item that is identified during the audit should be detailed in Table

E. (QCI must compare Table E to this section)

Table D - Photo Checklist

• QCI must review Client File, circle Y N or NA, ensuring that the BA/EA provided legible photos of all necessary items/areas of the home according to the Energy Audit Photography

Guidance. This list includes primary items that must be photographed but is not exhaustive.

13 | P a g e

INSTRUCTIONS CON’T

Table E - Identified Issues/Comments/Deferrals/H&S Concerns (MWFG, Ch. 2.2.3, page

76)

• QCI must review Client File, ensuring that the BA/EA clearly detail any issues noted in

Table C, including anything that would lead to deferral or that will require repair measures to be included in the work scope. (QCI must record and verify identified conditions)

AIR/DUCT LEAKAGE & VENTILATION

T1 Blower Door Test Data TARGET: CFM 50

QCI must complete this section according to the following:

• Target - Pre-Audit blower door measurement and the home’s square footage will determine the Target for air sealing, which are as follows:

>5000 cfm50 = ft2/2 cfm

5000 – 3000 cfm50 = ft2/1.5 cfm

2999 – 1500 cfm50 = ft2/1 cfm

<1500 cfm50 = ft2/.75 cfm

Any home at or below .75 cfm/ft2 target is to have a target of 10% reduction. All homes must have an infiltration reduction of at least 10%.

Example: Square footage of home is 1500 ft2 and the Pre blower reading is 3500 cfm50, 3500 cfm50 is between 5000 – 3000 cfm50, therefore, your multiplier is 1.5, multiply 1500

* 1.5 to determine the target, which is equal to 2250 cfm50. 2250 cfm50 represent the measured leakage @ 50pa in RED Calc. (MWFG Ch. 9)

• Record whether the house was depressurized (Y) or pressurized (N) during air leakage testing. This should be performed the same way for each subsequent test.

• Record whether the basement or other subspace (i.e. crawlspace) was included in the thermal/pressure envelope of the house when work was complete. Remember, if the subspace was included in the envelope, the conditioned space will be considered for the rest of the calculations such as square footage, volume, etc.

• Altitude - This is used to normalize flow rates based on air density and should be recorded for the site based on feet above sea level.

• Temp ID/OD - Record temperature in Fahrenheit for both the indoors (ID) and outdoors

(OD) at the time of the test. This is also a factor in normalizing flow rates based on temperature differences.

• CFM50 with and without the basement/subspace (Base) is included if a door exists between the main living space and the subspace to help determine if the subspace should be included in the envelope or not. If you do not have a subspace that could be included in the envelope

14 | P a g e such as a basement or connected crawlspace, then enter “N/A” in the “CFM50 w/Base” cell.

• QCI must include the results of the initial Energy Audit (BA/EA), In-Process, when air sealing is finished (CL), and at the final inspection (QCI).

Table 2 – Ventilation (MWFG, Ch. 9, page 373)

• QCI must verify the ventilation fan information recorded by the BA/EA, CL and document final results on all exhaust/supply fans that are intended to be included in ASHRAE 62.2-

2016 calculations. This includes every kitchen, every full bath (meaning contains shower or bathtub), and any Whole House Ventilation (WHV) that might exist either at the audit or at the end of the project.

• QCI must note whether or not the fan is properly vented to the outside, if there is an

Operable Window (OW) in the room where it exists, whether a fan was added to the room according to the NEAT/MHEA work order, and record the measured CFM at each stage of the project (BA/EA, CL, & QCI)

Table 3 - Zonal Testing (MWFG, Ch. 12.4.3, page 515)

• These tests are always conducted with the house either pressurized or depressurized by a blower door to 50 Pascals (PA) difference with reference to the outside (WRTO). Primary zones to be tested are spaces that are usually outside the envelope, or that may be considered for sealing to the outside of the home. This is not to be confused with room to room pressure testing which is done with the air handler or ventilation system running, not the blower door. There are blank spaces for recording other spaces that may be tested. QCI must conduct testing to verify the measurements provided by the BA/EA, and CL if applicable. Circle Y, N, or NA indicating if area was tested and recorded correctly.

Table 4 - Pressure Pans (MWFG, Ch. 8.13.1, page 332)

• This table is used to record the pressure testing performed on the duct system with the blower door at 50PA WRT to the outside. Record an accurate location description to make testing repeatable and do not forget to test return ducts as well. QCI must conduct testing to verify the measurements provided by the BA/EA, and CL if applicable. Circle Y, N, or

NA indicating if area was tested and recorded correctly.

SHELL DATA

Table 5 – Walls – QCI must record the BA/EA per-measurements and conduct testing to verify the measurements. Circle Y, N, or NA indicating if measurements and other areas of this table were recorded correctly.

• Use this table to describe all exterior walls that are not part of the foundation

• Use the naming “code” that matches the labeling in the sketches on the previous pages

15 | P a g e

• Record the On Center (OC) spacing of studs in inches

• Siding - Type (i.e. vinyl, brick, stucco, etc.)

• Buff - Note if the wall is buffered (adjoins a non-conditioned space that is mostly airtight to the outdoors)

• R-value as visually and physically verified for each stage (BA, EA, QCI)

Table 6 – Foundation- QCI must record the BA/EA per-measurements and conduct testing to verify the measurements. Circle Y, N, or NA indicating if measurements and other areas of this table were recorded correctly.

• Use this table to describe all foundation walls, including crawlspaces, etc.

• Depth is the thickness of the walls

• % AG - Indicate the percentage of the wall that is Above Grade (AG)

Table 7- Floors/Belly/Sills- QCI must record the BA/EA per-measurements and conduct testing to verify the measurements. Circle Y, N, or NA indicating if measurements and other areas of this table were recorded correctly.

• CO - Carbon Monoxide (CO) parts per millionth (PPM) Air Free (AF or COO) and

As Measured (AM).

• Spillage time - Record in minutes and seconds (0:00) for each appliance that is vented.

• Stack Temperature - Record the flue gas temperature that is leaving the heating unit through the chimney or flue vent in Fahrenheit.

• SSE% - Steady State Efficiency percentage (SSE%) is the calculated efficiency that a combustion analyzer provides for the heating system. Record this to the first decimal place (0.0)

Table 14 - CAZ Worst Case Test- QCI must record the BA/EA per-data and conduct testing to verify provided data. QCI Must Indicate if Testing Pass or Fail

• Record results in Pascals (PA) and note either negative or positive numbers (-/+) with reference to outside
